Two Abbey Mills, one deposit problem

The neighbourhood is hemmed in by the Channelsea River, the District Line embankment and the A13, and it is named after the Grade II* listed Abbey Mills Pumping Station, finished in 1868 to Sir Joseph Bazalgette’s design and still pumping as part of Thames Water’s sewer system. That history matters to you only because of what it did to the housing. On one side sit tightly protected conservation-area terraces; on the other, a wave of premium new-build rental flats. Both ends come with agents who inspect closely, for different reasons, and that is the whole problem in one sentence.

So the way a check-out goes wrong here depends on which Abbey Mills you rented in. In a period terrace it is usually heritage detail: original tiles, deep skirtings, sash hardware that the last cleaner either missed or damaged. In a tower it is the hard, shiny surfaces, where a single smear on frameless glass or a scuff on polished concrete reads as a fault the moment the clerk lifts their phone to photograph it. Same postcode, two different ways to lose money.

We sort both. Most weeks the work splits fairly evenly between the two.

It is a small patch, easy to underestimate. You can walk from the listed pumping station to the foot of a 30-storey rental tower in under ten minutes, and the cleaning brief flips entirely over that walk. A clerk inspecting a terrace on Abbey Lane is looking for damage to things that cannot be replaced; a concierge signing off a flat on Marshgate Lane is looking for marks on things that were installed eighteen months ago and are meant to look new. Knowing which job you are walking into before you arrive is half of passing it.


What renting in Newham actually costs

Rents here have run hot. The latest ONS Newham housing dashboard puts average private rents at £1,910 in February 2026, up 8.5% on the year, against a London average of just 1.7%. For a two-bed in one of the Abbey Mills new-builds, asking rents of £2,100 to £2,400 are now normal, which drags deposits into the £2,400 to £2,800 band. That is the sum a sloppy check-out puts at risk, and it is why people who would never normally pay for a cleaner book one for the move out.

Sale prices tell a quieter story. The borough average sat at £402,000 in January 2026, down 6.1% year on year, though that figure is held down by smaller flats further east. Around West Ham and Stratford High Street, terraced houses have been trading between £450,000 and £600,000. Landlords at that price point usually write a professional end of tenancy clean into the agreement as a condition, not a polite request, so you may be contractually on the hook for one whether you like it or not.

Then there is the licensing layer, which is the part most tenants miss. Abbey Mills sits in the West Ham ward, inside Newham’s borough-wide selective licensing scheme, in force from 1 June 2023 until 31 May 2028. Every privately rented home in the ward, including ordinary single-family lets, needs a selective licence at £750 per five-year term. Shared houses for three or four people need additional HMO licensing on top, and anything with five or more occupants needs mandatory HMO licensing. Licensed landlords are audited against Newham’s property condition standards, and a poor check-out report does not just cost you a deduction here. It can end up quoted back in a licence review, which is exactly why agents on licensed stock document the handover so thoroughly.

The Renters’ Rights Act 2025 came into force on 1 May 2026, and it is worth knowing what it touches. Section 21 no-fault evictions are gone. Every assured shorthold tenancy converts to a periodic assured tenancy. Rent can only rise once a year, and it has to be justified against the market rate. Real changes, all of them.

Your deposit, though, is untouched.

Here is the part that catches people out. None of it alters how your deposit works. Your money is still governed by the Housing Act 2004 and still has to be protected in one of the three approved schemes, the Tenancy Deposit Scheme, the DPS, or mydeposits. Cleaning is still the biggest single cause of deductions, and the new Act gives you no extra cover against a cleaning charge. If anything the tighter rules around evictions and rent mean agents lean harder on the one lever they still control freely, which is the check-out report.

Cleaning a Bazalgette terrace without wrecking it

The streets just west of the pumping station, Abbey Lane, Bakers Row, Cyprus Place and the small turnings off Manor Road, sit inside the Abbey Mills conservation area. The stock there is yellow-stock brick with original sash windows, encaustic tiles in the entry halls, cast-iron fireplaces and deep-set timber skirtings. Lovely to live in. A trap to clean, if you do not know the material.

Half the conservation-area deductions we get called in to fix were caused by the previous clean, not by the tenant. Acid limescale remover splashed onto encaustic tile leaves a permanent dull patch. Original sashes soaked with water swell and the cords seize. An abrasive pad takes the glaze straight off a Victorian floor. We use pH-neutral products on the tiles, timber-safe products on the joinery, and we do not flood anything, because the cost of getting it wrong in a listed-context property lands on the deposit you are trying to protect.

Some landlords here write the cleaning method into the tenancy agreement, naming the products that may and may not be used on heritage features. We read that clause and follow it. If it is not written down, we default to the cautious option anyway.

The encaustic floors are the part people get most wrong. They look like ordinary tile, so the last cleaner reaches for a strong bathroom spray, and the acid in it eats the surface pattern within minutes. Once that happens there is no buffing it back, and a damaged original floor is the kind of thing a clerk values in hundreds, not tens. We seal and protect rather than strip, the cast-iron fireplaces get dusted and blacked rather than scoured, and the sash sills get wiped damp rather than soaked. It is slower than blasting a modern flat, and that is the point.


The towers, and the handover they run

The other Abbey Mills is being built right now. Greystar’s Stratford Mill on Marshgate Lane runs to 247 units with completion due October 2026. St William’s Stratford Gasworks scheme adds 245 homes, and Peabody and London Square’s £300m Vulcan Wharf joint venture sits within a 15-minute walk. Sugar House Island, just north past Three Mills Green, has turned into its own cluster of rental flats and workspace.

Build-to-rent operators run a different handover from a high-street agent. There is a concierge, a booked lift slot for moving out, and an inventory check that is done to the operator’s own template with photos of every surface. On a polished-concrete kitchen floor a single drag mark shows. On a frameless glass shower screen a water spot shows. These are the easiest deductions in London to trigger and, handled properly, the easiest to avoid, because the faults are cosmetic and the surfaces respond to the right method.

The 57-point list against what clerks flag

Our 57-point checklist is not a generic spec. It is built backwards from what Newham clerks actually photograph and dock you for. The order below is roughly how often each item triggers a deduction, drawn from check-out reports across the borough. Get the top five right and most of the risk is gone.

  1. Oven interior, racks and trays. Grease baked onto the back wall is the most common single deduction in E15.

Every tenancy clean covers the lot, not just the headline items. In the kitchen that means the oven stripped inside and out, door glass, racks and trays degreased, the extractor hood and filter done, the hob and splashback grout scrubbed and the silicone wiped. Fridge and freezer defrosted, sanitised, drip tray emptied, seals cleaned. Dishwasher filter cleared and the door seal detailed. Washing machine drum, drawer and seal degreased and descaled. Microwave inside and out. Every cupboard wiped top to bottom, handles polished. Worktops cleaned with the product that suits the surface, whether that is quartz, granite, laminate or solid wood. The sink and taps descaled, because the hard water here leaves a film within days.

Bathrooms get the bath, shower tray and screen descaled, with the silicone re-whitened where it can be. The toilet is done down to the hinges and the skirting base, the basin and taps descaled and the plughole cleared, grout scrubbed and any mould spot-treated. The shower head comes off to soak, the extractor vent is cleared, mirrors and cabinets are cleaned inside and out, and the floor is washed with the corners done by hand. Bedrooms and living areas get carpets vacuumed edge to edge, including under beds and sofas; hard floors washed with the right product for engineered oak, laminate, polished concrete or Amtico; skirtings hand-wiped, with the deep Victorian ones in the Abbey Lane terraces taking longer. Sash windows get glass, frames, sills and locking hardware. Modern units get frames, tracks and drainage holes. Fireplaces, fitted wardrobes, curtain rails, blind slats, switches, sockets, radiator covers, doors both sides, and the cobwebs in the ceiling corners all get done too. Streets we cover in E15

We work the whole E15 2 and E15 3 patch. The conservation streets sit around Abbey Lane and Abbey Road, Bakers Row and Cyprus Place, and Manor Road with Canning Road.
