The Wandsworth-Lambeth line runs down your street

Here is the thing a lot of Bedford Hill tenants only find out at check-out. The borough boundary between Wandsworth and Lambeth runs right through this pocket of Balham. The western side and most of the hill sit in Wandsworth, in the South Balham ward. The Hyde Farm streets to the east, around Telferscot and Cloudesdale, fall into Lambeth. Two councils, two sets of rules, and it changes what your landlord has to do before you ever pick up a mop.

On the Wandsworth side it matters because of licensing. Wandsworth Council brought in selective licensing on 1 July 2025, and South Balham is one of the four wards in that first designation alongside Furzedown, Tooting Bec and Tooting Broadway. Every privately rented home in the ward needs a selective licence, which costs the landlord £850 per property and runs for five years. A second designation went live on 1 April 2026 covering East Putney, West Putney and Northcote, so the scheme keeps spreading west. On top of that, additional HMO licensing has applied right across the borough since the same July 2025 date, at £1,450 a property, for any house let to three or more people from different households. Why should a tenant care about a licence their landlord pays for? Because a licensed property comes with paperwork. The landlord has to keep condition records and meet inspection conditions, which means your check-out is a documented event with a photographic trail behind it, not a quick look round and a handshake. Agents in licensed stock tend to flag cleaning issues faster and in more detail, because that evidence can feed back into their own compliance. The blunt version: a Bedford Hill check-out in 2026 is tighter than the same flat would have been in 2023.

The Lambeth side has its own wrinkle, and it is the Hyde Farm conservation area. We will come to what that means for the floors in a moment, because there the boundary changes the clean itself, and not merely the address on the form.


Three kinds of Balham flat, three different cleans

Bedford Hill is not one housing type. It is three, sitting almost on top of each other, and the inventory clerk treats each differently. A single standard clean misses what each one is actually marked against.

First, Du Cane Court. The 1930s Art Deco block on Balham High Road was once the largest privately owned block of flats in Europe, and it is still run by a management company that inspects the communal corridors separately from the flat itself. Inside, you get parquet floors and period fittings. Parquet is the trap. Wet-mop it and you lift the blocks and cloud the finish, so we clean it dry with a neutral product rated for sealed wood. The corridor inspection also means the bit of carpet outside your own front door can get flagged by the block, not the agent, which catches people out.

Second, the Hyde Farm streets on the Lambeth side. This is an Edwardian estate, built between roughly 1896 and 1916 by Emmanuel College in Cambridge, and it is a conservation area, so the houses keep their original detail: panelled doors, oblong porch windows, tessellated tile paths, and pine floorboards under the later carpet. Those boards are usually unsealed. A wet mop raises the grain and blackens the old nail heads, and a clerk who knows the estate will spot a board that has been mopped when it should have been brushed and damp-wiped. We clean them the careful way.

Third, the Heaver Estate fringe down towards the common. Alfred Heaver started building here in 1890, more than a thousand red-brick terraced houses in the Queen Anne style, centred on Ritherdon Road and the streets running south of it into the SW17 edge. These are bigger family lets, often four or five bedrooms with a loft conversion the inventory counts as a full room, plus carved brickwork, stained glass and cast-iron fireplaces. The fireplaces collect ash and soot around the grate lip, and that lip is on the standard check-out list. More rooms, more bathrooms, more hours.

Then there are the conversion flats threaded through all of it, the late-Victorian and Edwardian terraces off Ormeley and Harberson chopped into upper and lower flats. Picture rails, ceiling roses, original cornicing. Dust sits in the picture rail groove and on the top edge of the cornice, and both get checked. Different building, same principle. You clean what the clerk inspects, and the clerk inspects the period detail.

The lower-ground flats are their own small headache. In the terraces nearer the common, the garden-level conversion usually keeps the original tessellated path and tiled hall, and that tiling holds onto old polish residue that a normal mop just smears about. It needs lifting, not wiping. Worth knowing before the clerk runs a finger along it.

Deposits, schemes and the 2026 rule change

Your deposit is held in one of three government-backed schemes, and which one decides how a dispute is run. A quick glossary, because the names get used loosely and it helps to know which is which when you are reading your tenancy paperwork.

Deposit protection scheme
The body legally holding or insuring your deposit. In England that is one of three: the Tenancy Deposit Scheme, the DPS, or mydeposits. Your landlord must protect the money within 30 days and tell you which one holds it.
Check-in inventory
The dated, photographed record of the flat’s condition the day you moved in. The check-out is judged against it, so the comparison is condition then versus condition now, not perfection.
Selective licence
The licence a landlord in the South Balham ward must hold to let the property, in force since 1 July 2025. It brings record-keeping and inspection duties that make the check-out a documented event.
Adjudication
The free dispute service each scheme runs. An independent adjudicator decides deductions on the evidence, and they lean toward whichever side produced the clearer, dated photographs.

The bigger change this year is the law. The Renters’ Rights Act 2025 got Royal Assent in October 2025, and from 1 May 2026 it reshaped how every tenancy here works. Assured shorthold tenancies are gone; existing ones converted to periodic assured tenancies with no fixed end date. Section 21 no-fault eviction has been abolished. Rent rises now follow a set process with a right to challenge at the First-tier Tribunal.

For a tenant chasing a deposit back, two points carry. The Act tightened the scheme framework, so a cleaning dispute still runs through TDS, DPS or mydeposits, and the adjudicator still starts from check-in versus check-out condition. And the Act removed the old clause that let an agreement demand a professional clean as a flat condition. You are now allowed to clean to the standard yourself. Most people still book it, because matching a clerk’s standard by hand is harder than it looks and the cost is lower than a typical deduction.

If a landlord tries to deduct after a proper clean, you do not have to accept it. You raise the dispute with the scheme and put your before-and-after photographs in front of the adjudicator.
