Start with the seal on the washing machine

The first thing a Bromley check-out clerk does is pull open the washing machine door and run a finger round the rubber seal. That black mould ring is where deposits start to go. Grout is scrubbed back toward white. If it is past saving, we photograph the state it was already in, so it goes on record rather than onto your bill. The toilet gets done inside, under the rim, around the base, the cistern and the hinges, including the high-level Victorian cisterns in the Chislehurst and Bickley bathrooms. Shower screen both sides, tracks as well. Bath, taps, overflow, plughole, and on a roll-top the underside and feet always get checked. Bedrooms and living rooms are where the period character earns its deductions. Inside every wardrobe, drawer and built-in. Skirting, door frames and finger plates, with the brass door furniture in the Chislehurst, Bickley and Sundridge Park Victorians cleaned to suit the metal. Why your postcode sets the deposit before you clean

Chislehurst BR7 averages 769,685 pounds. Penge SE20 averages 395,393 pounds. They are nine miles apart and share a council, and that gap of roughly 375,000 pounds is the single most useful thing a Bromley tenant can keep in mind, because the deposit you put down and the cleaning standard your agent holds you to both track that gradient almost exactly. West Wickham BR4 comes second at 714,320 pounds. Bromley as a whole sits about 8.2% below the London average, yet the southern period belt commands Zone 2 money.

The wider market is doing something odd. Per the latest ONS figures, average house prices reached £529,000 in January 2026, up 5.0% year-on-year, while London-wide prices FELL 1.7% over the same period. Rents sit at 1,663 pounds a month as of February 2026, up 3.7% on the year, more than double the London-wide pace. Over five years Bromley Town BR2 leads at plus 20% while premium Chislehurst shows just plus 4%, a topped-out market, and Penge at plus 10.1% is the catch-up play.

Bromley has long been the most suburban, most owner-occupied borough in Greater London, so the private rented sector is proportionally smaller than Inner London. Turnover is still strong, though, and the premium family-house rental market runs deep, much of it driven by the school catchments around Bullers Wood, Langley Park and Wickham Court.

The deposit stakes follow the same gradient. A studio runs 900 to 1,400 pounds, a Chislehurst or Bickley period conversion 2,400 to 3,800, a three-bed Chislehurst Victorian 3,600 to 5,500, a four-bed villa up there 5,000 to 8,500, a four-bed Beckenham Park Langley conservation house 4,200 to 6,800. The deductions we see after a DIY clean are predictable: 100 to 200 pounds for the oven, 80 to 180 for grout and limescale, 100 to 300 for Chislehurst or Bickley cornicing on those 3 to 3.5 metre ceilings, 80 to 200 for period sash windows with pulley cords, 200 to 600 for carpets in the bigger family houses.

Nine towns, one council, 150 square kilometres

Bromley is big. Properly big. 150 square kilometres, nine major town centres, about 332,000 people, stretching from Crystal Palace Park in the north to the Kent border at Biggin Hill and Downe. The easiest way to hold it in your head is as several separate places that happen to answer to one council, and the tier of housing sets the cleaning profile more than the postcode does. The premium Victorian villa belt is Chislehurst, Bickley and Sundridge Park, with the Edwardian and 1930s family stock of West Wickham and Hayes next to it. The market-town core is Beckenham, its Arts and Crafts Park Langley estate and the commercial centre of Bromley Town. The interwar Metro-land corridor runs out through Petts Wood and Orpington, the rural Kent fringe is Biggin Hill and Downe, and the affordable northern edge is Crystal Palace, Penge and Anerley, with the post-war St Mary Cray and St Paul’s Cray belt the cheapest in the borough.

The rulebook here is lighter than you would expect

Most London boroughs pile overlapping licensing schemes on landlords and tenants. Bromley does close to the opposite, and that changes how a move-out plays out at handover. It runs one of the lightest regimes in London, the reverse of neighbouring Lewisham and its 18-ward Selective Licensing. Three elements, and that is the lot.

Mandatory HMO Licensing
The national scheme, borough-wide. It applies to any property occupied by five or more people forming two or more households who share facilities. The fee is 2,500 pounds for a 5-bedroom HMO plus 500 pounds per extra bedroom, with no accredited-landlord discount, which is unusual among London boroughs. As of May 2019 the council reported 121 licensed HMOs with another 39 applications being processed.
Article 4 Direction (Immediate) 2021
Biggin Hill and Darwin wards only. It removes permitted development rights for a C3 to C4 HMO conversion, so planning permission is needed for any HMO conversion there whatever the size.
Article 4 Direction (Non-Immediate) 2021
Borough-wide, after the non-immediate notice period. Same effect: planning permission required for an HMO conversion.
No Selective Licensing, no Additional HMO Licensing
Bromley runs neither, anywhere. That is distinctive among London boroughs, and it is what keeps the paperwork at handover comparatively simple. If you suspect your landlord lacks the correct HMO licence, contact Bromley Council’s HMO landlord advice team.

Unlicensed HMO landlords face fines up to 30,000 pounds per offence via a Civil Penalty Notice, plus criminal prosecution and banning orders, and tenants in an unlicensed HMO can claim a Rent Repayment Order of up to 12 months’ rent through the First-tier Tribunal. For cleaning the upshot is simple. With a lighter regime, the paper trail at handover comes from the tenancy agreement and the managing agent’s check-out process, not from any overlaid council inspection, so dated before-and-after photographs at completion matter even more here, because there is no third-party inspection record to fall back on. Bromley Council has publicly confirmed its enforcement teams are getting ready for the new powers, with Executive Councillor Angela Page stating it “will not hesitate to use these as appropriate.”

The bigger change lands on 1 May 2026, when the Renters’ Rights Act 2025 comes into force. Section 21 no-fault evictions are abolished, every existing assured shorthold tenancy converts to a periodic tenancy, and tenants gain the right to give two months’ notice at any point. The cleaning obligations at the end of a tenancy do not change. The Tenant Fees Act 2019 and the inventory-benchmark rule still apply, so a landlord still cannot force you to pay for professional cleaning, but can still deduct against the check-in standard. The government’s guide to the Renters’ Rights Act sets out the detail. Expect plenty of mid-tenancy churn through 2026, especially along the Hayes Line corridor where landlords are positioning ahead of the proposed Tube extension.


A few streets that hand a clerk their own list

Some areas come with a distinctive checklist of their own. Chislehurst BR7 is defined by the Chislehurst Caves, 22 miles of man-made chalk tunnels that sheltered up to 15,000 people in the war and later turned into a music venue where David Bowie, Jimi Hendrix, Status Quo, The Who and Led Zeppelin played. The cleaning that goes with it is conservation-safe Victorian-villa work: telescopic poles for the 3 to 3.5 metre ceilings, sash and shutter care, original pine boards. Beckenham BR3 carries real David Bowie heritage. He lived here in the late 1960s, helped start the Beckenham Arts Lab at the Three Tuns pub on Beckenham High Street, and headlined the 1969 Beckenham Free Festival at Croydon Road Recreation Ground. It also has the 237-acre Beckenham Place Park, with its Grade II 1773 Georgian mansion and a Heritage Lottery-restored Lido lake. Downe village BR6 holds Down House (Grade I, English Heritage), where Charles Darwin wrote “On the Origin of Species” in 1859, and the cleaning across that rural fringe is heritage-cottage and conservation-village standard.

Original 1890s features throughout: 3.2-metre ceilings, full cornicing in both reception rooms, marble fireplace, sash windows with working shutters. Agent was Sinclairs, a very thorough clerk. Monster sent three cleaners for a full day: telescopic-pole work on the cornicing, shutter cleaning, sash-pulley care, marble hearth descaled non-abrasively, original floorboards given pH-neutral treatment. No Tube, a building site, and what that does to rent

Bromley is one of only three London boroughs with no direct Underground connection, and that single gap shapes more of its rental market than any other piece of infrastructure. The Bakerloo Line Extension Phase 2 would change that, carrying the line past its proposed Phase 1 terminus at Lewisham on to Hayes and Beckenham Junction by converting the existing Hayes line off National Rail. Phase 1, Elephant and Castle to Lewisham via Old Kent Road and New Cross Gate, is TfL’s current focus, with an Aecom and WW+P feasibility study appointed in October 2024 and a 2040 operational target. Polling commissioned by TfL with Lewisham and Southwark Councils showed 76% resident support and 89% business support along the route. For Bromley the point is narrower: Hayes, West Wickham and Beckenham Junction would get a direct Tube link to central London for the first time, which is already pulling landlord positioning along the BR3 corridor.

Until that arrives, Bromley runs on a dense Southeastern and Overground mesh. Bromley South has Southeastern and Thameslink, Victoria in 24 minutes plus Brighton and Bedford through the Thameslink core. Bromley North is a short branch to Grove Park. Orpington is the main Kent main-line hub, Petts Wood runs direct to London Bridge and Charing Cross, and Beckenham Junction is a four-mode station: Overground, Southern, Southeastern and the Tramlink terminus to East Croydon. The Hayes Line links Hayes, Elmers End, West Wickham, Eden Park, Clock House and Beckenham Junction to Charing Cross via Catford. It is a workable network. It is just not the Tube, which is exactly why the extension matters to prices.

The other live project is physical, and it is on the ground right now. The current Phase 1 works in Crystal Palace Park, 15 months of construction due to finish in summer 2026, are restoring the Italian Terraces and the Geological Court, home to Benjamin Waterhouse Hawkins’s 1854 dinosaur sculptures, the oldest in the world, predating Darwin’s book by five years and Grade I listed. The designs are by HTA Design LLP with full planning permission from June 2024, and separately 2.8 million pounds has been secured to restore the Crystal Palace Subway under the Parade. The cleaning effect is real: properties in Anerley, Penge and the Crystal Palace edge of SE19 and SE20, historically the affordability belt, sit within ten minutes’ walk of an active heritage-regeneration site, so they draw short-let construction-phase tenants now and turn over faster.
