Hard water, beam height and a clerk with a clipboard

Three things shape almost every check-out in this county. The water is hard, so limescale builds on every chrome tap and shower screen. A lot of the housing is old, so ceilings drop and surfaces are awkward to reach. And the rest is brand new, so the flooring marks easily and the handover spec is fussy. A clerk walks in knowing all three, then compares what they see against the inventory written when you arrived. Your agreement cannot lawfully force you to pay for a professional clean, because the Tenant Fees Act 2019 struck that clause out. The benchmark survives anyway, which is the part that catches people.

Rents here sit above the regional average, so the deposits do too. The ONS data has the Buckinghamshire Council area at £1,463 a month in February 2026, up 4.4% on the year against a South East figure of 3.4%, with terraced homes and flats up 4.7% and one-bed flats up 5.2%. Milton Keynes is £1,325 a month, January 2026, up 3.3%. House prices say the same: Buckinghamshire averages £480,000, Milton Keynes £401,000 for a home-mover, and Beaconsfield runs to roughly £1.2m to £1.5m as the dearest town in the county.

Put real numbers on it. A studio in Central Milton Keynes might have £750 to £1,300 riding on the clean, a two-bed in High Wycombe £1,600 to £2,400, an Amersham Old Town period flat £2,000 to £2,900, and a four-bed in Beaconsfield £4,500 to £9,000. Country houses in the hills run higher again. A £339 clean to protect a £2,900 deposit is not a hard sum. The trickier point is that Buckinghamshire is not one market. It is four, and the clerk for each is looking for different things.


Four handover standards, one hourly rate

One county. Four rulebooks. A clean that passes a Beaconsfield clerk is over-built for a Bletchley flat, and a clean that passes a new-build handover misses half of what a beamed cottage needs. Period stock on the Chiltern escarpment

The escarpment is where the deposits are biggest and the cleaning is hardest. Beaconsfield (HP9) has the highest house prices in the county, an Old Town of Tudor, Jacobean and Georgian stock inside a Grade II listed Conservation Area, and a New Town that is an Edwardian Garden Suburb. Gerrards Cross (SL9) is an interwar commuter suburb of premium detached houses, once home to Harry Gordon Selfridge. The villages run on from there: Chalfont St Peter (SL9), Chalfont St Giles (HP8), where John Milton finished Paradise Lost during the 1665 plague, and Little Chalfont (HP6).

Amersham (HP6 and HP7) is really two towns. The Old Town is a Tudor High Street, Grade II listed, with a 16th-century Market Hall. Amersham-on-the-Hill is Edwardian, built up around the Metropolitan Line extension of 1892; its station is the furthest point on the London Underground from the centre, 27 miles out, and at 165m the highest on the network. Chesham Bois (HP6) sits between it and Chesham (HP5), the line terminus. North along the Chiltern Railways route are Great Missenden (HP16), Roald Dahl’s home for 36 years and site of the Roald Dahl Museum and Story Centre, then Little Missenden (HP7), Prestwood (HP16), Wendover (HP22) and Princes Risborough (HP27).

Why is the clerk so strict here? Because this stock has features an ordinary flat does not, and each one is a place a rushed clean gets caught. Old Town houses carry exposed oak beams, inglenook fireplaces, leaded glazing and original pine and oak floorboards. The Edwardian hill houses add cornicing, sash windows with shutters, marble fireplaces and cast-iron radiators. The interwar Gerrards Cross villas bring Crittall casements and parquet. Ceilings range from 2.2m low-and-beamed Tudor up to 3.3m Edwardian, and the kitchens at this end run Wolf, Sub-Zero, Gaggenau, AGA and Rangemaster. The river, the valley and the student July

Marlow (SL7) sits on the Thames opposite Hurley. Marlow Bridge, built by Tierney Clark in 1832, was the model for the chain bridge in Budapest, and the town runs a serious restaurant trade, including Tom Kerridge’s The Hand and Flowers, the first pub anywhere to hold two Michelin stars. Marlow Bottom (SL7) runs north of it. Thames-side two-bed lets here sit around £2,200 to £3,300 on the deposit, and the housing is older than it looks from the towpath.

Down in the valley, High Wycombe (HP11 to HP15) is the county’s largest town, roughly 120,000 people. It has Buckinghamshire New University, about 10,000 students, Wycombe Abbey School and Wycombe Wanderers at Adams Park. The university sets the cleaning calendar here. Year-end turnover hits hard in late June and early July across Downley (HP13), Totteridge (HP13), Hazlemere (HP15), Tylers Green (HP10), Penn (HP10), Flackwell Heath (HP10) and the town centre, with Lane End (HP14) and Stokenchurch (HP14) out west.

New-build, the Garden Town and the Vale

Aylesbury (HP19 to HP21) is the county town and the seat of Buckinghamshire Council, and it is mid-way through the Aylesbury Garden Town expansion, 16,000 or more new homes planned across Berryfields (HP18), Kingsbrook (HP22) and Hampden Fields. Stoke Mandeville (HP22) is where the Paralympic Games began, in 1948 under Sir Ludwig Guttmann, and the hospital still houses the National Spinal Injuries Centre. Around it sit Weston Turville (HP22), Bierton (HP22) and, towards the Rothschild estate, Waddesdon (HP18), home to the Grade I listed Waddesdon Manor.

New-build cleans nothing like period stock. Berryfields and Kingsbrook houses come with integrated German-brand appliances, modern insulation, engineered-wood flooring, floor-to-ceiling glazing and, more and more, air-source heat pumps. The check-out spec is the developer handover standard, picky about the flooring and the glass rather than the cornicing. North of all this is the original county town. Buckingham (MK18) held the county-town role until 1889 and has the University of Buckingham, the first private university in the country. Beside it, Stowe (MK18) means Stowe School, set in a Grade I listed Capability Brown landscape, with Padbury (MK18) and Winslow (MK18) in the country belt around them.


Pinewood, HS2 and the southern fringe

Iver Heath (SL0) is a small place with an outsized tenant profile, because it hosts Pinewood Studios, the largest film studios in the UK at over 100 acres and the home of James Bond since Dr. No in 1962. Productions run in cycles of roughly 6 to 18 months and bring a short-let market with them: cinematographers, production designers, props, costume, editing and sound crew, and cast. Those lets turn over fast on the operator’s timetable, often at 24 to 48 hours’ notice, and they are judged against an operator handover sheet rather than a domestic inventory.

The fringe around it is ordinary commuter stock pressed against the Greater London line: Iver (SL0), Denham (UB9), which shares the Hillingdon border, Richings Park (SL0), Stoke Poges (SL2) and Farnham Common (SL2). HS2 construction crosses here at the Colne Valley viaduct near Denham, which adds construction-worker short lets. The cleaning is standard inventory work. The scheduling is the awkward part, because building timetables ignore the end of the month.


The grid is its own market

Milton Keynes is not a Buckinghamshire town that grew over centuries. It was designated a New Town in 1967, laid out on a grid of horizontal and vertical roads, and made a city in 2022. Separate council, separate licensing, and in practice a separate cleaning market. Milton Keynes (MK1 to MK19, MK46) runs from the centre out across dozens of grid squares. Central Milton Keynes (MK9) is the commercial core, Silbury Boulevard, Centre:MK and MK Gallery, and its flats are modern blocks with engineered-wood flooring and integrated Bosch, Siemens and Neff appliances. The risk here is the flooring and the balcony.

The older towns the grid swallowed kept their character. Wolverton (MK12) is a Victorian railway town. Stony Stratford (MK11) is the market town on Watling Street where the cock-and-bull stories started, at two coaching inns of those names. Newport Pagnell (MK16) was Aston Martin’s home, Olney (MK46) is where John Newton wrote Amazing Grace, and Woburn Sands (MK17) sits on the Bedfordshire edge. Then the grid estates, mostly newer family stock: Walnut Tree (MK7), Broughton (MK10), Brooklands (MK10), Oakgrove (MK10), Grange Farm (MK8), Great Linford (MK14), Stantonbury (MK14), Shenley Church End (MK5), Loughton (MK5) and Furzton (MK4).

South of the centre, Bletchley (MK2 and MK3) and Fenny Stratford (MK2) carry the older terraced and ex-rental stock, and Bletchley is where the wartime codebreaking happened. You can still visit the Bletchley Park Museum and the National Museum of Computing on the site. The Open University is at Walton Hall, mostly distance-learning but a real professional-let market across the city. That churn is steady rather than seasonal, which makes MK easier to book into than the Wycombe July spike.

The kitchen, the bathroom and what it costs

Most deposits are won or lost in two rooms, so that is where the hours go. The kitchen first. The oven comes apart properly: racks soaked, door glass separated and cleaned between the panels, then the interior, fan, element and seals. Standalone oven cleaning is available on its own. Every hob ring and burner lifts out, the grates get scrubbed, the control knobs come off and wash separately. The extractor hood is degreased inside and out and the filter soaked or replaced. Cupboards inside and out, shelf edges and kickboards included. The fridge and freezer go inside, defrosted beforehand, and we clean behind and under the fridge, dishwasher and washing machine, then the drum, door seal and detergent drawer, and the dishwasher filter, seals and spray arms. Sink, taps, drainer and plughole descaled, tiles and grout scrubbed. The floor is pulled back where it lifts and mopped to the material, whether engineered wood in a grid-square flat, original pine in an Old Town house or quarry tile in a country cottage; see floor cleaning.

The bathroom is the second deposit-killer, and the hard water makes it worse. Limescale comes off the taps, shower head, screen and tiles. Grout is scrubbed back to white, or photographed where the staining was already there. The toilet is done inside, under the rim, around the base, the cistern, hinges and behind the pedestal. The shower screen gets both sides, the tracks and the sealant bead. Bath, taps, overflow and plughole; roll-top baths in the village stock get their feet and undersides checked too. Mirrors and cabinets, and behind them where they come away.

Then the rest of the property, which is where the four markets pull apart. High ceilings and cornicing are reached with telescopic poles as standard, from 2.2m beamed Tudor up to 3.3m Edwardian. Window sills, reveals and frames get done to the glazing: leaded lights in the Tudor and Jacobean stock, sash windows on the hill houses, Crittall casements in the interwar villas, floor-to-ceiling panes in the new blocks. On the escarpment that also means exposed oak beams, inglenook fireplaces and original boards; at Amersham Hill, marble fireplaces and cast-iron radiators. Radiators behind, under and on top. Wardrobes, drawers and built-in cupboards inside. Skirting, door frames, handles and finger plates. Carpets are hoovered, with a deeper clean on offer; see carpet cleaning. Switches, sockets, thermostats, intercoms, internal doors both sides, stairs, bannisters, cobwebs, and a final walk-through with photos of each room.

What the clerk opens, in roughly the order they do it: the oven, and on the escarpment that means the Wolf or AGA glass and the gap between the door panels; the washing-machine door seal and detergent drawer; limescale on every chrome fitting, because the water is hard countywide; the kitchen and bathroom grout; the extractor filter. Then the property-specific list, from low Tudor beams to engineered floors and heat-pump units in the new-build. Structural damp is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we photograph it rather than paint over it. Two councils and the licensing question

Most counties have one council. Buckinghamshire has two, and the split touches every tenancy in it. Buckinghamshire Council was created on 1 April 2020 by merging the old county council with four districts, Aylesbury Vale, Chiltern, South Bucks and Wycombe, and covers the historic county everywhere except Milton Keynes. Milton Keynes City Council has been a separate unitary authority since 1997 and took city status in 2022. Two licensing regimes, two enforcement teams. A tenant in Chesham and a tenant in Bletchley are in the same county and under different rulebooks.

The Renters’ Rights Act 2025 is the live change. Section 21 no-fault evictions go, every existing assured shorthold tenancy converts to a periodic tenancy, and tenants can give two months’ notice at any point. End-of-tenancy cleaning duties do not move: the Tenant Fees Act 2019 still applies and the inventory-benchmark rule still applies, as the government’s guide to the Renters’ Rights Act sets out. What does move is the cost of getting licensing wrong. Civil penalties for unlicensed HMO letting rose from £30,000 to £40,000 per offence, and Rent Repayment Orders now reach two years’ rent. At Beaconsfield and Gerrards Cross rent levels, a two-year order is a frightening figure.

Check-in inventory

Mandatory HMO licence
Required nationally where five or more people from two or more households share facilities. Both councils run it. See the Buckinghamshire Council HMO pages for the Council framework.
Article 4 Direction
A planning control that removes permitted-development rights, so a landlord needs planning permission for a C3-to-C4 HMO change of use. Milton Keynes has run two since 2012, set out in its HMO Supplementary Planning Document (SPD).
Rent Repayment Order
A tribunal order making a landlord repay rent, now up to two years’ worth, where a property was let in breach of licensing rules.

For cleaning the upshot is simple. Neither unitary runs an Additional or Selective Licensing scheme as of April 2026, so the documentary burden at check-out is the inventory-benchmark standard rather than an extra licensing photo pack. What does not change anywhere in the county is the value of a dated before-and-after photo report. In the Chiltern Conservation Areas it is not optional.

Frequently asked questions

Do I really need professional end-of-tenancy cleaning in Buckinghamshire?

Landlords cannot contractually require professional cleaning under the Tenant Fees Act 2019. In practice the answer is almost always yes. Buckinghamshire rents run above the South East average, the Buckinghamshire Council area at £1,463 a month up 4.4% and Milton Keynes at £1,325 up 3.3%, and the check-in inventory benchmark was set by a professional clean. With deposits from around £750 to £18,000 or more across the county, and Beaconsfield, Gerrards Cross and the Chiltern country stock at the top end, most tenants who try a DIY clean end up with deductions bigger than the cost of doing it properly.

What about Buckinghamshire’s property licensing regime?

Two unitary authorities. Buckinghamshire Council, created on 1 April 2020 by merging the former county council with the Aylesbury Vale, Chiltern, South Bucks and Wycombe districts, runs Mandatory HMO Licensing borough-wide for five or more people in two or more households sharing facilities, with no Additional or Selective scheme as of April 2026. Milton Keynes City Council runs Mandatory HMO Licensing plus two Article 4 Directions since 2012 that remove permitted-development rights for a C3 to C4 change of use in designated wards.

Does the Renters’ Rights Act 2025 affect Buckinghamshire tenants?

From 1 May 2026, Section 21 evictions are abolished and every assured shorthold tenancy in England converts to a periodic tenancy. Tenants can give two months’ notice at any point. Civil penalties for unlicensed letting rose from £30,000 to £40,000 per offence, and Rent Repayment Orders extend to two years’ rent. Cleaning duties at end of tenancy are unchanged.
