What does the porter notice before the inventory clerk even arrives?

Chelsea Harbour is a gated development on a former dock site behind the Lots Road entrance, and every block shares round-the-clock porterage and a freeholder housekeeping standard set when the marina flats were first sold at the end of the 1980s. Which council Chelsea Harbour actually answers to, and why it changes the licence question

People get the borough wrong here, and it matters for the paperwork. The estate carries an SW10 postcode and sells itself as Chelsea, but it sits on the far side of Chelsea Creek, the historic boundary. Administratively Chelsea Harbour is in the London Borough of Hammersmith and Fulham, not the Royal Borough of Kensington and Chelsea across the water. When the redevelopment was granted permission, the Hammersmith and Fulham side asked the Boundary Commission to move it into the Royal Borough, and the Royal Borough passed on the offer. So the postcode says one thing and the council another.

That decides whose licensing rules a landlord sits under. Hammersmith and Fulham runs borough-wide additional HMO licensing, in force from 5 June 2022 to 4 June 2027, which bites when three or more people from two or more households share a flat. The council also runs a selective scheme, but only on a named list of 24 streets, and the Chelsea Harbour estate is not one of them. So a Belvedere or Chelsea Crescent let held as a single household is unlikely to carry a licence condition at all. Across the creek the Royal Borough runs its own additional HMO scheme, 1 June 2023 to 31 May 2028, with no selective licensing, which is the regime that governs the King’s Road side you might move to next.

What a Chelsea Harbour flat actually answers to is not a council inspection but the freeholder’s housekeeping bar, set high when these apartments were first handed over and enforced by the porter every day. The underlying deposit-protection rules are on the government’s tenancy deposit guidance, but the day-to-day standard on this estate is set by the freeholder, not by gov.uk.


What 1 May 2026 did to a high-churn marina let

The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England has converted to a periodic one, so a tenant can give two months’ notice at any point rather than waiting out a fixed term.

Here is the part that gets misread. The cleaning side of a move-out did not change one bit. The check-in benchmark still applies, the deposit maths is exactly what it was, and nobody can force you to book a professional clean. What changed is timing, and timing is what bites on this estate. Chelsea Harbour was already high-churn: international relocations, corporate lets, diplomatic tenancies, and managed apartments that turn over every few months. Let those tenants leave on a rolling two months instead of a fixed end date and the hand-backs get more frequent and less predictable. Very hard water, river salt, and what both do to marble

SW10 sits in Thames Water’s hard-water supply, and this stretch runs very hard, around 300 ppm calcium carbonate, roughly 20 Clark degrees. Calcium sets on taps, shower heads, screens and tile joints faster than tenants expect, and a wipe does nothing to it. A clerk checks with a thumbnail down the tap and a look at the screen edge-on against the light. On chrome, glass and ceramic we use a mild scale solution and buff dry. On the marble and limestone these bathrooms are full of we never do, because the acid that shifts scale also dulls the stone, so those surfaces are hand-buffed instead.

The river adds a second problem the inland flats never see. Chelsea Harbour faces a tidal reach of the Thames, and the prevailing south-westerly drives fine rain and river grit onto the marina-side glazing for much of the year. The result on every flat with a balcony or full-height glass is a salt-and-grit film that internal cleaning cannot lift off the outer face. We do the inside of all of it as standard; the outer face on the higher floors is a cradle job for the building’s own window team, and we tell you straight where that line falls.

Grout and sealant sit in the same careful bracket. The towers and the waterfront blocks

The Belvedere is the tall block with the golden ball spire on top, an 18-storey tower of lateral flats and duplex penthouses, where the floor-to-ceiling glass and the stone make the whole job. Chelsea Crescent is the curved waterfront run facing the marina, the original apartments on the estate, generous and stone-heavy. Around them sit the mid-rise blocks off the plaza and the lateral riverside flats with private terraces, where the balcony glass and the engineered-wood floors take the time. A lateral flat here can run to two thousand square feet, and the clean is priced and planned for that.

The Design Centre side and the hotel edge

The western edge of the estate backs onto the Chelsea Harbour Design Centre, the interiors district under its three glazed domes, and the Chelsea Harbour Hotel by the marina. The apartments on that side are part of the same gated development, held to the same freeholder standard and cleaned to the same checklist and tiers. Access is the only thing that differs, because the porter rota and the lift bookings on the hotel-and-Design-Centre side need arranging a little earlier.

Imperial Wharf station on the Overground is the way in, a few minutes on foot through the Chelsea Harbour Drive gate, one stop from West Brompton and down the line to Clapham Junction. Our vans go to the visitor bays past the Lots Road gatehouse, which the concierge clears the day before.
