Why the developer photo pack decides this clean, not the clerk’s eye
Start with the thing that makes Circus West different from the Victorian stock south of the river, because it changes how the whole clean is judged. These are new-build apartments. Phase one of the Battersea Power Station regeneration, 865 homes finished in 2017 across the two riverside blocks SimpsonHaugh and dRMM drew up over the railway arches, master-planned by Rafael Vinoly. Floor-to-ceiling glass, engineered-oak floors, glass balustrades, handle-less kitchens with integrated appliances, walk-in showers and no baths in most of the one-beds. No cornicing, no ceiling roses, nothing original to go careful around.
Here is why that matters for your deposit. On a period flat the clerk is making a judgement call about wear. On a Circus West flat they are not guessing at all. They walk the apartment with the developer hand-back pack open on a tablet, photo by photo, and the building operator holds a copy of the same pack. So the comparison is brutal and literal. If the engineered floor has a grey haze along the patio-door track where outdoor grit ground in over a twelve-month let, it gets photographed from the doorway with a torch raked across it. If the integrated extractor mesh has gone amber, that is a line. If the silicone around the hob carries a pasta shadow, the pack proves it was clean when you moved in.
On a period flat the clerk judges wear. On a Circus West flat the photo pack just tells them.
This is corporate inventory rigour, not landlord-and-tenant haggling. A good chunk of the stock here is corporate-relocation and build-to-rent, let through Knight Frank’s office at Fladgate House, JOHNS&CO over in Halliday House, and JLL on the Battersea Power Station desk. The clerks those firms use all work from the operator pack, so the bar is the same in every block. It does not move because you cleaned hard. It moves because the photos match.
Concierge, lift booking and the loading bay: the half nobody plans for
The clean is only half the job at Circus West. Getting in to do it is the other half, and it trips up move-outs here more than the actual dirt does. Every block runs a 24-hour concierge desk. The concierge logs your move-out van in and out at the service entrance, and on most of the blocks you cannot just turn up with kit and a vacuum: the building wants the goods lift booked in a slot, and a few of the buildings ask for a window so two households are not moving through the same core at once.
The kerb does not help you either. Circus Road West and Circus Road North are mostly footway and loading-only, so there is nowhere to sit a van for six hours. Our crews use the public car park under the forecourt or the permit bays over on Kirtling Street to the east, then bring the kit in through the service door the concierge points us at. None of this is hard once it is arranged. It is only a problem when nobody arranged it, the lift is booked out by another flat, and the morning is gone before the oven is touched.
So when you book, tell us the block and the floor, and check two things with your building manager: whether the goods lift needs a slot, and whether the concierge needs us named on a visitor list. Where Circus West sits in Wandsworth’s licensing map
People get this wrong, so worth being exact. Wandsworth runs three licensing schemes for private rentals. Mandatory HMO licensing covers the big shared houses borough-wide. Additional HMO licensing went borough-wide on 1 July 2025 and reaches qualifying three and four-person shared flats, including multi-occupied flats in purpose-built blocks. Selective licensing, the one that bites ordinary single-household lets, runs in named wards only: Furzedown, South Balham, Tooting Bec and Tooting Broadway from July 2025, then East Putney, Northcote and West Putney added on 1 April 2026.
What that means for a Circus West flat. The address sits in the Nine Elms ward on the north edge of the borough, well outside the selective wards, so a standard one or two-bed let here does not need a selective licence. If your apartment is run as a sharer HMO, the borough-wide additional scheme can still apply, and that is worth checking. Either way the standard you are actually cleaned against is not the council’s. It is the freeholder housekeeping standard in the operator’s management pack, plus whatever each block manager runs to on top, and that is the bar the inventory clerks were briefed on.
What 1 May 2026 changed, and what it left alone
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every assured shorthold tenancy in England has converted to a periodic one, and a tenant can give two months’ notice at any point rather than waiting out a fixed term.
The cleaning side did not move an inch. The check-in benchmark still applies. Your protected deposit still has to be evidenced before anyone deducts from it, and the deposit maths is exactly what it was the week before. What changed is timing. Circus West already churns hard on twelve-month corporate lets, and rolling notice makes the move-outs more frequent and less predictable, so the slot you want will go if you sit on it. The practical takeaway is dull and it pays for itself: book the clean earlier than you think you need to.

The kitchen, where the deductions live
The integrated oven is stripped, not wiped: cavity, racks, the door glass split so the film between the panes comes out, fan, element and seals. The induction hob and the silicone bead around it, the worktop and the splashback. The extractor canopy comes apart, the mesh filters lift out and get degreased in the sink, dry, and go back, because a greasy filter is the single most common reason a clerk fails a Circus West kitchen. Integrated fridge-freezer inside, drawers, seals, the condenser tray where you can reach it. Integrated dishwasher and washer-dryer: filter, drum, door seal. Handle-less unit faces wiped, including the under-edge that collects finger oil. Quartz worktops polished streak-free, taps descaled, the grout line at the splashback brushed. Bin recess and kickboards last.
The bathrooms
Walk-in shower glass, frame and channel descaled, then the rainfall head and hose. Tile floor and walls, grout brushed, silicone joints checked for grime rather than wiped over. Heated towel rail and chrome polished, the demister edge of the mirror done. Vanity drawers, soft-close hinges, the integrated light, the extractor vent. WC inside the rim, the hinges, the flush plate, the floor behind the pan where nobody looks but the clerk.

Windowsills and reveals. Floors buffed last, working the route from the kitchen out so there are no footprints back in.
Extras we quote separately and never fold in silently: external-side glazing where access allows, carpet shampoo on the bedrooms, and a second oven on the rare double-oven apartment. Standalone oven cleaning covers it if the oven is the only thing flagged, and carpet cleaning handles a contractual carpet clause on the same visit.
What very hard Thames water does to a glass shower
SW11 sits in Thames Water’s very hard water zone, somewhere around 290 ppm calcium carbonate on average, and on a walk-in shower with a big glass screen that detail loses more deposits here than anything except the oven. Scale builds on the glass, the frame channel and the chrome faster than tenants expect, and a cloth does nothing to it. The clerk looks at the screen edge-on against the light and runs a thumbnail down the tap. Set-in scale is slow work.
We take it off the glass and chrome with a mild scale solution and hand-buff the screen dry the same day so it does not dry to a film. What we do not do is put acid near the tile grout or any stone, because that does its own damage, and on these apartments the wet rooms are tiled throughout. It is a different job from a quick wipe, and it is the one that separates a screen that passes from one that gets a line written against it.
Set-in limescale on a shower screen is the second thing the clerk checks, right after the kitchen.
What it costs, and the maths nobody runs until check-out day
End-of-tenancy is the hand-back clean, built to pass the inventory. It is not the same job as a deep clean or a regular tidy, and people book the wrong one.

The Circus West spec is engineered-oak through the living space and tile in the wet rooms, and we treat each the right way. Cleaning the floor is in the base price; carpet shampoo is the only flooring extra.
How do you handle the river-facing floor-to-ceiling glazing?
Inner face as standard, plus the frame channels, the weather-strip and the patio-door track on the balcony side. The outer face on the high glazing is a building-side job run by the development’s own access contractors, so we co-ordinate with the block office if that is wanted on the day.
Can you clean the integrated extractor filters?
Always. The mesh filters come out of the canopy, get degreased in the sink, dry and go back. Skipping that is the single most common reason a clerk fails a Circus West kitchen, so it is never optional on our jobs.

Can I book at short notice?
Same-day or next-day is often possible, especially Tuesday to Thursday. End-of-month and Friday slots go first, and the goods lift may need booking too, so two or three days’ notice helps if you can give it.
What if my landlord still disputes the clean?
If we have cleaned to checklist standard and the photo pack confirms it, most disputes settle before they reach an adjudicator.
