What the managing-agent inventory actually marks you against
Start with the report, because in a building like this it is the whole game and almost nobody reads their copy. When you moved into a flat on Botanic Square or up in Douglass Tower, a clerk walked it and wrote a line against every surface, nearly always with photos, nearly always with the word “new” against the kitchen and the bathroom. On the peninsula the clean is only half the job. The other half is access, where a move-out day goes wrong if nobody plans it. Almost every block here is concierge-run with key-fob entry, a single goods lift you have to book, and a loading bay with a time window. A crew with buckets cannot simply walk in off City Island Way.

The most common pattern, especially when the tenant has already flown out on a relocation, is a fob left at the concierge desk the night before with a written instruction naming us. The lift is the quiet bottleneck. The kitchen, where most of the deposit goes
The integrated oven is stripped, not wiped: the door glass split so the film between the panes comes out, racks soaked, interior, fan and seals all done. The induction hob and its silicone bead. The integrated canopy hood, mesh filter pulled out, bathed in a degreaser tank, dried and refitted, which is the line the clerk torches first. Every handle-less cabinet inside and out, including the bin housing and the under-shelf trim that catches drip. The integrated fridge and freezer cleaned through once you have defrosted them, and pulled forward where it slides so the gap and the seal are done. Splashback and grout. Sink, taps and waste descaled. Floor mopped and the grout edges detailed by hand.
The bathrooms, the other place it goes wrong
Bath, shower screen, taps and shower head all descaled, because the water here is hard and a wipe with a cloth does nothing to set scale. Tile grout brushed back. Toilet inside and out, the cistern hinge, the seat fixings and the floor flange. Mirror, glass shelving and cabinet fronts polished streak-free. Extractor cover off, fan cleaned, cover back on. We run the descaling as a separate pass, because a missed bathroom in E14 hazes the chrome again inside a fortnight.
Bedrooms, living areas and the glass
Skirting hand-wiped. Inside and outside of every wardrobe and drawer, including the soft-close runner channels. Carpets vacuumed with the pile and edge-detailed against the gripper, or the engineered board washed with the right product for the finish. The inner face of every window and the reachable outer face, the sills, and the balcony-door slider track that grit gets into. Radiator faces and behind. Light switches and sockets. Throughout the flat
Every internal door, both faces and the top edge. Frames and architraves. Pendant shades and light fittings. Stair treads in a duplex or a Goodluck Hope townhouse layout. The hallway mat lifted and the floor under it cleaned. Then a walk-through, photographed room by room, before and after. That photo set is the evidence you keep, and the document the agent reads if there is a disagreement later.

Hard water on the chrome, traffic film on the glass
Two local conditions cost more deposits than anything clever, and they need different chemistry.
The first is the water. Thames Water serves E14 at roughly 290 mg per litre of calcium carbonate, firmly in London’s hard-water band, and scale builds on taps, shower heads, screens and tile joints faster than a tenant expects. The clerk checks for it on purpose: a thumbnail down the tap, the screen edge held against the light, the shower head pulled in close. Scale set into chrome is a slow job, so we treat it as its own pass with a proper descaler and a clean-water rinse, and we go gently on the brushed and matt finishes the newer blocks favour because the brute-force products a cheap let shrugs off will dull them.
The second is the glass, specific to where East India Dock sits. The Lower Lea Crossing, the East India Dock Road and the Blackwall Tunnel approach wrap the southern and eastern edge of the area, and on the upper floors of the river-facing towers the prevailing wind drives a fine film of traffic grime onto the inside of the floor-to-ceiling glazing within a week of a missed wipe. It is not the salt mist you get further down the Isle of Dogs. It is hydrocarbon and road dust, and standard glass cleaner smears it rather than lifting it. We use a low-pH glass solution and a de-ionised final rinse on the inner pane, which strips the film without the chalky haze a hard-water rinse leaves behind, and run the same rinse on the inner face of the balcony glass.

Leamouth and Blackwall, block by block
East India Dock is small, modern and built on water, and it works as four pockets that each clean a little differently. No period conversions here. This is Docklands new-build, floor-to-ceiling glass and integrated kit, and we work all of it across E14 0 and the frontage that tips into E14 9 and E14 2.
London City Island is the headline: the meander of the River Lea at Leamouth turned into roughly 1,700 flats across about ten buildings, reached by the red footbridge from Canning Town and home to the English National Ballet at the Mulryan Centre for Dance and the London Film School. The names that come up most on the rota are Botanic Square’s Astell, Albion, Grantham, Globe, Hercules and Java House, and the City Island Way blocks like Defoe House and Echo House. Goodluck Hope completes the south of the peninsula where the Lea meets the Thames, around 841 homes including Douglass Tower, named for the engineer who built the Trinity Buoy Wharf lighthouse, plus riverside townhouses and the Lighterman block. Virginia Quay sits across toward Jamestown Way, the Barratt riverside development finished in 2000 by the Settlers Monument that marks where the Susan Constant, the Godspeed and the Discovery left for Jamestown in December 1606. Trinity Buoy Wharf, around Orchard Place, is the older creative quarter with the Container City studios and London’s only lighthouse, with a handful of live-work lets among the workspaces.
Off the peninsula, the Blackwall frontage runs into the Ballymore towers at New Providence Wharf, Charrington Tower and Ontario Tower among them, which sit at the north mouth of the Blackwall Tunnel in E14 9 and share the same integrated-kitchen, balcony-glass profile. A note on licensing
Tower Hamlets runs a borough-wide additional HMO licensing scheme that started on 1 April 2024 and runs to 31 March 2029. It catches houses in multiple occupation of three or more people in two or more households, and reaches purpose-built blocks where a single flat is let to five or more tenants across two or more households. Most City Island, Goodluck Hope and Virginia Quay flats are single-household lets and sit outside it; a sharer flat split across unrelated tenants can fall inside. None of that changes whether a cleaning deduction is fair, but it changes the paperwork the landlord has to hold, so we keep our hand-back report in a format that drops straight into the council file if it is asked for.
What 1 May 2026 changed for an E14 0 move-out
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.
Here is the part people get wrong. The cleaning side of a move-out did not change at all. The check-in benchmark still applies, the deposit maths is what it was the week before, and the burden of proof on a cleaning deduction sits where it always did. What changed is timing. East India Dock was already high-churn, full of one-year corporate lets and relocation tenancies, and rolling notice makes the move-outs more frequent and less predictable. The dull takeaway pays for itself: book the clean earlier than you used to, because the end-of-month slot you want on the peninsula goes fast.
What it costs, and the sum the relocation never runs
East India Dock runs at our standard London pricing, fixed in writing before we arrive, with nothing added on the day unless you ask for it and agree the new figure by email. A studio, the kind of compact City Island layout that comes up a lot here, starts at £156. A one-bed is £207. A two-bed flat is £243. A three-bed flat or a Goodluck Hope townhouse is £339, and a four-bed is £425. For part of a job, or an unusual live-work layout at Trinity Buoy Wharf, we work by the hour at £30 per cleaner. Those figures assume a flat in normal lived-in shape; a long let with heavy wear or a pet household costs more, and we say so on the phone rather than after.

Add-ons run alongside the scope on the same visit. Carpet shampoo is £36 a bedroom, £43 for a living room, or £115 for the whole carpeted area of a two-bed. An oven add-on, where a flat has a freestanding cooker rather than an integrated unit, is £77 single, £110 double and £114 for a 90cm range. VAT is included, we take card or bank transfer, and we do not ask for cash on the day. Run the sum the deposit makes you run. A one-bed at £207 to protect a deposit that on a Leamouth river-view flat sits well north of £2,000 is not really a decision, yet most tenants only do that arithmetic after they have tried a DIY clean, failed the check-out and lost the first round.
