Three streets, three different check-out failures
Walk a quarter mile out from the station and the housing changes under your feet, and the inventory clerks read each band differently. The grid south of Upper Richmond Road, Charlwood Road, Mexfield Road, Werter Road, Disraeli Road, is late-Victorian terraced housing split into upper and lower flats decades ago. Those walk-up flats are the volume let here. Climb Putney Hill toward the Heath and you reach the 1930s mansion blocks, Manor Fields being the big one, twelve acres of communal grounds and lateral flats with parquet hallways. Drop the other way, down to Lower Richmond Road and Deodar Road by Wandsworth Park, and you get post-war and 1980s blocks with balconies onto the towpath. One ward, three kinds of flat, three different reasons a deposit gets clipped.
Average private rent in Wandsworth was £2,603 a month in February 2026, and East Putney sits at the dearer end of the borough. A 2-bed upper-floor flat off Charlwood or Mexfield typically lets at £2,400 to £2,800 a month. The riverside blocks and the Putney Hill mansion flats run higher again. A bigger deposit means a bigger argument when the clerk finds something, which is the whole reason the cleaning has to be right.
The three bands fail their check-out for different reasons, and after twelve years on these streets we can more or less call it from the address. The conversion flats lose money on the kitchen first, an extractor canopy nobody pulled the filter on in two years, then on the communal stair carpet that has gone flat to the underlay from work boots and dragged cases. The riverside flats down by the park lose it on the sliding-door tracks and the balcony rail, where river damp and pollen leave a film that wipes off grey. The Putney Hill mansion flats lose it on the parquet, because a hoovered hallway is not a cleaned one and the clerk runs a hand along the skirting. None of that is exotic. It is just specific, and a clean priced for a generic flat tends to miss it.
The walk up Putney Hill, from the river to the Heath
We cover East Putney in full inside SW15 2, plus the strip of SW15 1 east of the District line cutting. It is easiest to picture the round as a climb from the river. Down at the bottom, Lower Richmond Road, Deodar Road and the Embankment frontage carry the riverside flats, and Wandsworth Park sits right at the end of Deodar Road, a Grade II listed strip of green on the south bank by Putney Bridge Road. The Putney Embankment boathouses below the bridge are where the Oxford and Cambridge Boat Race starts, so the towpath foot traffic on a spring weekend is its own thing. These flats fail check-out on the sliding-door tracks and the salty balcony rails more than anything else. Deodar Road in particular runs straight onto the park, which is lovely to live on and a touch awkward to load a van outside of, so we tend to walk the kit the last stretch.
The middle band is the conversion grid by the station. Here is where we spend most weeks:
- Charlwood Road, the terraced spine south of the station, almost all upper and lower flats
- Mexfield Road, same era, slightly wider plots
- Werter Road, with the Putney Arts Theatre on the Ravenna Road corner
- Disraeli Road, a mix of conversions and a couple of small purpose-built blocks
- Lacy Road and Felsham Road, the streets running between the High Street and the river
- Keswick Road, more of the same District-line-adjacent conversion stock
Then the climb. Putney Hill rises south toward Putney Heath, which the A3 cuts through up at Tibbet’s Corner, an old gallows site now marooned in the middle of a roundabout. The hill is lined with 1930s red-brick mansion blocks, Manor Fields the largest, and these are the lateral flats with the parquet hallways and the porter at the service door. East Putney tube is on Upper Richmond Road on the District line, on the Zone 2 and Zone 3 boundary. Putney mainline, with 25-minute trains to Waterloo, is a seven-minute walk west along the same road. The 14, 22, 39, 74, 85, 93, 220, 265, 270, 378, 424 and 430 buses touch one or both of the East Putney and Putney Bridge stops, and the Uber Boat by Thames Clippers calls at Putney Pier on the Embankment.
The letting-agent side is a short list of names. Marsh & Parsons hold a strong slice of the conversion-flat book on Charlwood, Mexfield and Werter. Foxtons run the volume listing from 175 Putney High Street, mostly the newer flats. Hamptons cover Putney Hill, Roehampton and parts of West Putney, and have Manor Fields stock on their books. Douglas & Gordon work an East Putney office near the station entrance, leaning on the riverside and Hill flats. KFH, Dexters, Chestertons and Winkworth show up on individual blocks. The clerks they all use know the SW15 2 stock cold, so the bar barely moves from one agent to the next.
Access is the awkward part, not the cleaning. Upper Richmond Road and the kerbs right by the station are red route and not loadable, so we drop kit on a side-street single yellow with a permit dispensation and walk it in. The CPZ runs Monday to Saturday on Charlwood, Mexfield, Werter and Disraeli, which catches a lot of people out. Boat Race weekend in spring is the one to plan around, when the Embankment fills and the bottom of the ward gets closed off for the crowds. On the Manor Fields and the other Putney Hill blocks the porter logs us in at the service door, and we route the kit through there rather than the main lobby. We would rather know the floor and the parking before the day than send a three-person crew to circle the block.

Why the second licensing scheme changed the bar
Here is the part that genuinely changed.
This one bites in East Putney in a way it does not across most of Wandsworth. The council’s second selective licensing scheme started on 1 April 2026 and runs for five years. It covers three wards only, East Putney, West Putney and Northcote, and it catches any private let occupied by a single household or two unrelated sharers. So your East Putney landlord almost certainly now holds a Wandsworth selective licence on the address. The fee is £885, paid in two parts, a £529 Part A and a £356 Part B. This is the second such scheme, not the first. The first one, live since July 2025, sits over in Tooting and Balham and never touched Putney, which is why the April 2026 designation matters so much here.
There is a layer on top of that. Mandatory HMO licensing has always applied to the larger shared houses, and Wandsworth added borough-wide additional HMO licensing from 1 July 2025, so a smaller East Putney house share needs its own licence regardless of the ward scheme. The practical upshot is the same either way. The council now holds your landlord to a written housing-condition standard for the length of the licence, and the inventory clerk doing your walk knows it.
Why is that good for a tenant on the way out? Because the agents working the East Putney book have all updated their hand-back checklists to match the licensed standard, and a clean done to a documented standard with a photo pack at the end lines up with what the council, the agent and the deposit scheme are now all looking at. The Renters’ Rights Act 2025 came into force last year and removed Section 21 no-fault evictions, and every tenancy is now periodic. What it did not touch is the deposit-deduction game. Your protected deposit still has to come back inside ten days of agreement, and your landlord’s agent still has to back any deduction with photographs and a referenced inventory comparison. The governing statute is still Housing Act 2004 s.214 on legislation.gov.uk. Photograph a Charlwood Road clean and sign it off, and the agent will not fight it. Leave it undocumented, and they will dock for it.

That is where the photo pack earns its place. - Selective licence

- A separate, borough-wide permit (live since 1 July 2025) for smaller shared houses and flats that fall outside mandatory HMO rules. A house share can need this even where the selective scheme does not apply.

- The dated, photographed record of the property’s condition at the start of the tenancy. The clerk compares your check-out against it line by line, which is why the cleaning has to match that baseline.
- Deposit protection
- Your deposit is held in a government-backed scheme such as the Tenancy Deposit Scheme; deductions can be disputed there if the evidence does not stack up.
What a hand-back clean actually covers
End of tenancy is the hand-back clean. A deep clean is for staying put, a regular clean is for keeping a place tidy, and the work below is the first of those three. We run the same 57-point agent-approved checklist on every job and scale it to the property. Nothing hides behind an asterisk.
It is detail work, not a quick spray-and-wipe. The list below is roughly what a three-person crew gets through on a 2-bed conversion in five or six hours.
Kitchen
- Gas-hob brass jets and pan supports lifted out and soaked, hob crown polished, ignition rim cleaned

The most-booked job here is a 2-bed upper-floor flat in an 1890s split house, going back through Marsh & Parsons or Foxtons at the end of an 18 or 24-month let. A 1-bed mansion flat on the Hill is the next most common, and after that the riverside 2-beds. The price is the same whichever it is.
The kitchen is where these jobs are won or lost, and the gas hob is the reason. A standard SW15 conversion kitchen runs a freestanding range under a canopy extractor, and tenants almost never lift the canopy or pull the baffle, so two years of cooking grease bakes onto the underside and goes amber. That is the single line the clerks circle most. We take the brass jets off the hob, soak them and hand-rinse them, drop the baffle and the mesh into a degreaser bath in the sink, and hand-clean the inside of the canopy before any of it goes back. It is slow and it is the bit that gets the deposit back, so we do not rush it.
On the rare jobs that do get a re-call here, it is almost always one of three things: a canopy extractor that looked clean from below but had grease on the top face, a stair carpet where the edge wear photographed worse than it cleaned, or a shower screen where the scale came back as the glass dried.
