Ever wondered why the inventory clerk reaches for the front-room fireplace before anything else on an Eastbrook handover? How a check-in photo decides an Eastbrook deposit
Here is the bit almost nobody is shown. When you took the house, a clerk walked it and wrote down every surface, mostly with photos, and most of those photos said the place was clean because it had just been done between tenants. On the way out a clerk walks it again and lines the rooms up against those first pictures. Anything worse than the check-in shot, past fair wear, comes off the deposit. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and every assured shorthold tenancy in England has rolled over to a periodic one, so you can give two months’ notice whenever you like rather than waiting for a fixed term to run down.
What it did not touch is the clean. The check-in benchmark still applies, the deposit maths is exactly what it was the week before, and the clerk’s bar at the end is unchanged. What moved is timing. Lets that used to end on a fixed date now end on a rolling notice, so move-outs cluster harder and less predictably, and the slot you want goes sooner. Book earlier than you used to.
There is a second thing landlords here are now dealing with. Barking and Dagenham brought in borough-wide selective licensing on 6 April 2025, the first London council to do it across a whole borough, and it sits alongside the additional HMO licensing the council started on 9 January 2025. Every privately let home in the borough to a single household or two unrelated sharers needs a licence, the application fee is £950, and the scheme runs five years. Eastbrook is wholly inside it. That matters less at handover than people fear, because the licensing inspector checks the property condition while the clerk checks it against your check-in photo. They are not the same bar. What moved is timing, not the clean: book earlier than you used to.
Everything we go through, room by room
Every Eastbrook booking runs to a 57-point agent-approved checklist, built over a decade of local check-outs and scaled to the house. The full list comes with the job, or we walk you through it before we start. It is one list, not a tidy set of identical bullets, because a Becontree house throws up a few jobs a flat never will. The shape of it:
- Front-room fireplace. Cast-iron register grate cheeks and bars, the inside face of the surround tiles, the top of the hearth flag, and the soot band at the throat. Damp soft-bristle on the iron, a soft-water rinse on the tiles, never a wire brush.
- Chimney breast above it. Wallpaper-paste residue from a paper change, the picture-rail dust ledge, any patch where a tenant stripped a run themselves and the paint underneath lifted. Microfibre lift, nothing abrasive on a 1930s plaster face.
- Oven, inside. Cavity, racks out and soaked, the door glass split so the brown film between the panes comes out, seals, fan, element and control fascia.
- Gas hob and the back-scullery extractor. Burners and caps off and washed, the canopy mesh out and bathed, the canopy underside, lamp recess and the duct flange behind the unit hand-wiped, then dried and refitted. A decade of frying lifts in one full pass.
- Fridge, freezer, washing machine. Interiors, drawers, seals, the drum and the detergent drawer out, and the door seal a clerk opens first.
- Kitchen units and the gaps. Cupboards inside and out, the under-edge of the doors that catches finger oil, the kickboards, and behind any free-standing appliance pulled out and put back.
- Bathroom, descaled. Bath enamel, taps and the underside of the taps, the shower head and hose, the screen both sides, tiles and grout brushed back, silicone checked for mould bloom.
- WC. Under the rim, the hinges, the flush plate, and the floor behind the pan where nobody looks but the clerk does.
- Back-bedroom window on the Country Park side: the net curtain lifted, glass cleaned both faces, the frame channel cleared of the pollen and fine clay dust that drifts off the open grassland.
- Wardrobe interiors top to bottom, drawer runners, bed-frame bases lifted, skirting, door tops, hinges and threshold strips.
- Carpets vacuumed top to tail with the edge tool run along the skirting and lifted at every threshold.
- Switches, sockets, the thermostat, internal doors both sides, the side-passage door, the under-stairs cupboard, and the airing-cupboard shelving.
- Original Artex on the older bathroom and kitchen ceilings: dust only, never a wet wash. The swirl traps water and weeps for hours, and a good clerk knows that is the right call.
- Floors mopped or buffed last, on the way out, so there are no footprints walked back in.
That is the bulk of it. No surprises on the bill.
Common reasons we get re-called

RM10 sits in Thames Water’s very hard band, about 330 ppm calcium carbonate, well above the England average. Scale builds on taps, shower heads, screens and tile joints faster than tenants expect here, and a wipe does nothing to it. The clerk runs a thumbnail down the tap and looks at the screen edge-on against the light. Scale that has set into the chrome is slow work, and on the older Becontree fittings, which are often the original chrome, we keep the descaler off porous tile and stone and hand-buff dry the same day.

Grout is the other one. Kitchen and bathroom grout is the line between a pass and a deduction in this borough more than carpets are. We scrub it rather than wipe it, and where it is genuinely past saving in a long Eastbrook let we photograph it first so the clerk cannot bill you for grey that was already there. Original parquet or a quarry-tiled scullery floor sits outside scrub-and-go, and that is what the floor cleaning add-on is for.
The eastern estate, from the Country Park to Rush Green
Eastbrook is the strip of Becontree east of Dagenham Road, named after the Eastbrook, the 1937 Grade II* pub at the southern end with its panelled oak and walnut bars, and it runs down to the edge of Eastbrookend Country Park. The stock is nearly all 1920s and 1930s LCC cottage-estate housing, terraces and semis from the build that put up around 26,000 homes between 1921 and 1935 on Garden City lines, with the front and back gardens and the cul-de-sac the estate still calls a Banjo. A good share went under Right to Buy in the 1980s and have been let privately since. There is a thin band of newer infill along the park boundary too, two-bed houses with casement windows and fitted kitchens that clean up nothing like the older houses next to them.
The streets we are inside most weeks fan off Dagenham Road and the southern end of Rainham Road North. Panyers Gardens and Ashbrook Gardens are quiet loops of the original cottage pattern, a few of them backing onto the Country Park land. Webscroft Road sits on the eastern fringe near the Rush Green edge, where the borough boundary runs into Havering and the Brooklands ward beyond. Lindsey Road and the roads behind Eastbrook School at RM10 7UR are family terraces and the odd upstairs conversion. The infill off Frizlands Lane is the modern band along the park. The bar is the same on every cottage house: fireplace first, then the chimney breast, then the scullery extractor, then the park-side window.
That last one catches people out. Eastbrookend opened in 1995 on a worked-out gravel pit, 84 hectares now, and next to it The Chase nature reserve runs to about 48.5 hectares of wetland, grassland and the River Rom, with kingfishers, skylarks and lapwings and over 190 bird species logged across the years. None of that is decorative on a handover. The open ground throws pollen and fine clay dust onto the back of the houses on the park side at the wrong time of year, and the clerk knows to lift the back-bedroom net curtain and check the upper pane and the frame channel for park-side film.

Can you deal with the soot ring on an original tile-surround fireplace?
Yes, it is the most common Eastbrook deduction. We use a damp soft-bristle on the cast-iron register grate cheeks, a soft-water rinse on the surround tiles, never a wire brush, and we work the throat soot band with a soft microfibre. The black band along the inside of the tiles lifts in two passes on most cottage-estate fireplaces, as long as the cast iron has not corroded.
What about wallpaper-paste residue on the chimney breast?
That is the second one after the fireplace itself. Where a tenant has stripped a paper run, the paste leaves a glossy film along the eye-height band and a mark by the picture rail. We lift it with a soft-water rinse and a microfibre without taking the paint off the 1930s plaster underneath, and we never put an abrasive pad on a chimney-breast face. If the paste has already pulled the paint, that is a decorating bill, and we photograph it so it is not charged to you as dirt.
Can the Country Park boundary really affect the back of the house?
On the upper back-bedroom pane, yes. Eastbrookend Country Park sits on a worked-out gravel pit landscaped and opened in 1995, and the seasonal pollen and fine clay dust off the open grassland and The Chase wetland carries onto the back of the houses on the park side. The clerk lifts the net curtain to check the upper pane for film and the frame channel for residue, so we clean both faces of the glass and clear the channel.
