Why Forty Hill deposits get deducted
Average private rent in the London Borough of Enfield reached £1,756 in March 2026, up 7.4% on the year before, against a London-wide figure of around 4.1% over the same period (ONS Private Rent and House Prices, March 2026). Forty Hill pulls the borough average up. The Grade II listed Victorian cottages near Forty Hall let for £2,400 to £2,900 a month for a two-bed on a six-month minimum, the 1920s four-bed detached on Maidens Bridge clear £3,400 to £4,200, and the executive new-build five-beds at the Bullsmoor Lane and Goffs Oak fringe push past £4,800. Bigger deposits, more risk on the way out. Forty Hill landlords have got noticeably stricter on inspection standards since the wave of buyers who priced out of Hampstead and Highgate moved north of the M25 corridor through 2024 and 2025.
Forty Hill housing stock has three layers. The first is the historic core inside the Forty Hill Conservation Area, designated in 1968 and extended in 2003 (Enfield Council conservation and listed buildings). Forty Hall itself, Sir Nicholas Rainton’s 1632 mansion, is Grade I listed; the gatehouse cottages, the Georgian and early Victorian cottages along Forty Hill, and the run down toward Maidens Bridge over the New River carry Grade II protection in clusters. Original lath-and-plaster walls, flagstone vestibules with York stone slabs, open Victorian fireplaces with cast-iron grates and tiled surrounds, original timber casements, and original strip pine on the upstairs landings. The second layer is the 1920s detached on Maidens Bridge – four-and-five-bed houses with deep front gardens, hipped roofs, parquet halls. The third is the executive new-build townhouse and detached estates from 2018 onwards along the Bullsmoor Lane and Goffs Oak fringe – integrated kitchens, polished chrome fixtures, glass shower screens. Inventory expectations differ widely between an 1880s flagstone-floored cottage and a 2022 Bullsmoor Lane new-build, but the same EN2 clerks walk both inside the same week.
Section 21 no-fault evictions were abolished a week ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and the headline reforms commenced on 1 May 2026: rolling periodic tenancies replace the old assured shorthold, Section 21 is gone, and any pre-28-April notice has to be acted on by 1 August. The knock-on for Forty Hill tenants is that the deposit-return route is now the cleanest exit. Inventory walks have got more thorough on listed-building stock.
Water is the third constant. Thames Water serves Forty Hill from the New River reservoirs and the Chingford and King George treatment works at the bottom of the valley, with hardness through the EN2 9 patch running above 320 milligrams per litre, classified very hard (Thames Water hardness data). Renters’ Rights Act 2025 and the deposit lever
The deposit is now the lever. With Section 21 abolished, landlords cannot simply hand a tenant a notice and reclaim possession; they need a Section 8 ground or a tenant-led move-out. Where a tenant is leaving voluntarily, the deposit-return process is what the landlord controls. The three approved schemes are Tenancy Deposit Scheme, mydeposits, and the Deposit Protection Service. The clean has to be photographed at handover for any subsequent dispute to be winnable. Enfield Council selective licensing and the September 2026 changeover
Enfield’s current borough-wide selective licensing scheme runs to 31 August 2026, covering fourteen wards (Enfield Council selective licensing scheme). Forty Hill sits inside the Highlands ward, which is outside the current designation. The council ran a 12-week consultation that closed on 28 December 2025 on a replacement scheme covering 17 wards from September 2026; the Cabinet decision is due Spring 2026, and the replacement may add Highlands and Town to the fourteen. Mandatory HMO licensing applies regardless of ward where five or more occupants from two or more households share a property.
Practical effect at Forty Hill: licensed properties get walked more closely, and on listed cottages the listed-building consent regime adds a separate layer – any cleaning step that damages original fabric is reportable, so we hand-wipe.
The Forty Hill Conservation Area, Forty Hall and the listed-cottage cleaning constraint
Three small but consequential designations sit inside the Forty Hill patch. The Forty Hill Conservation Area itself, designated in 1968 and extended in 2003, covers the Grade I listed Forty Hall (Sir Nicholas Rainton’s 1632 mansion, restored across 2010 to 2012 with Heritage Lottery Fund support), the surrounding parkland, the gatehouse cottages, the parish church, and the cluster of Grade II listed cottages along Forty Hill itself toward Maidens Bridge. Maidens Bridge itself is a listed structure carrying Forty Hill over the New River, the 17th-century artificial waterway that brought drinking water from Hertfordshire to the City. On listed cottage stock the original timber casements, lath-and-plaster ceilings and walls, Victorian tiled hall paths and York stone flagstone vestibules cannot take pressure-spraying, harsh solvents or steam – the lime plaster lifts, the putty perishes, the flagstone discolours. We hand-wipe the original window underside with a microfibre, soft-brush the flagstone with pH-neutral cleaner, and avoid spraying glass cleaner at the inside face of original glazing. The original open fireplaces in the front parlours are the other line a Forty Hill clerk fails people on – the corner tiles can absorb soot deeper than a single wet pass clears, and the cast-iron grate cannot be wire-brushed without leaving witness marks.

What the EN2 inventory clerks tend to flag, in the order they cost us callouts. On the Forty Hill listed cottages the open Victorian fireplace soot bloom on the corner tiles is the line an Anthony Pepe or Castles clerk catches first – a damp October leaves a soot bracket across the tile glaze that ordinary cleaner sets rather than lifts. The flagstone vestibule is the second; clerks crouch to the corners where ingrained dirt collects between the York stone slabs, and a domestic vacuum cannot reach those joints. The original lath-and-plaster wall behind the open fireplace is the third – any cleaning step heavier than a dry-cloth wipe risks the plaster. What about hard water on chrome shower fittings?
Thames Water at Forty Hill runs very hard (320 ppm against a UK average of 205 ppm). Chrome shower heads, screen runners, mixer taps and kettle elements need a measured weak-acid soak with proper dwell time, then a polish. We carry the right product. A generic kitchen spray will not lift it – that is why hard-water inventory fails so often on the Bullsmoor new-build chrome.

What is the 48-hour re-clean guarantee?
