The housing stock here is the genuine inter-war suburban article and it does not match the Sidcup town centre or the Foots Cray Cray Road spine. Bexley’s selective licensing scheme operative on 13 January 2025 (running to 12 January 2030) covers the Belvedere ward only – it does not extend to the Blackfen and Lamorbey ward where Halfway Street sits (Bexley Council property licensing schemes). What does cover Halfway Street is the borough-wide non-immediate Article 4 Direction made on 16 September 2016, which removed permitted development rights for change-of-use into a small HMO; converting a three-bed semi on Old Farm Avenue into a 3-to-6-occupant share now needs planning permission.
