One county, six rental markets that behave differently
Hertfordshire is not a single rental market. It is six, and a clean that passes in SG1 Stevenage is not the clean that passes in AL5 Harpenden. The honest way to read the county is by postcode letter, because each letter lands on a different kind of stock, a different tenant and a different check-out. County population runs to about 1.2 million. Sold prices average £469,132, roughly 61% above England, and the ONS rent data shows how wide the spread is: the median price-to-earnings ratio runs from 8.8 in Stevenage to 12.2 in Hertsmere.
AL is the premium spine. St Albans (AL1-AL4) is a Roman city; Verulamium was Britain’s third-largest Roman settlement after London and Colchester, the cathedral has the longest nave in England at 84.6m, and Fishpool Street is an internationally important Tudor-Georgian conservation area. Thameslink puts St Albans 21 minutes from London Bridge, which is why AL1 sells at an average £686,498 across a healthy 41 sales a month. Harpenden (AL5) is the most expensive ground in the county at £648 per square foot, with the lowest rental yield at 2.8% because capital values sit so high. It has Rothamsted Research, the world’s oldest agricultural research institution, founded 1843, and a tight cluster of schools including St George’s, St Hilda’s and Roundwood Park.
WD is the western premium and the studio belt. Radlett (WD7) is the single most expensive postcode in the county, average asking price £1,057,797 on only about 10 sales a month, which means gated estates and a large international resident community rather than ordinary turnover. Chorleywood and Rickmansworth (WD3) are Metropolitan Line and Chiltern Railways villages, Baker Street in about 40 minutes. Watford (WD17-WD19) is the county’s biggest town, Euston in 16 minutes off the West Coast Main Line, with the Atria centre and the Clarendon Road regeneration flats. WD25 is Leavesden, where Warner Bros. ran Harry Potter from 2001 to 2011 and now runs the Studio Tour, which puts an unusual film-crew short-let market on our books.
HP is the country market towns. Hemel Hempstead (HP1-HP3) splits between the Old Town and the Marlowes regeneration. Berkhamsted (HP4) has Norman castle ruins, a 1541 school and a High Street conservation area. Tring (HP23) sits up against the Chiltern Hills with Rothschild parkland. The stock here is Georgian and Victorian period, quarry tile and oak boards, and it is checked accordingly.
SG is research, garden cities and the New Town. Stevenage (SG1-SG2) was Britain’s first designated New Town in 1946 and is now an aerospace and pharma cluster: GlaxoSmithKline’s Stevenage R&D site runs about 4,000 staff, Airbus Defence and Space builds ESA missions including ExoMars, BepiColombo and JUICE, and MBDA is next door. Letchworth Garden City (SG6) is the world’s first garden city, founded 1903 on Ebenezer Howard’s plan and laid out by Parker and Unwin, Grade II listed throughout. Hitchin (SG4-SG5) is the historic market town. SG runs the cheapest ground in the county, £377 per square foot at SG1.
CM and the Hertfordshire EN postcodes are the eastern and southern edges. Bishop’s Stortford (CM23-CM24) is Stansted-adjacent on the Greater Anglia line, Liverpool Street in about 45 minutes; Sawbridgeworth (CM21) is the cheapest rent in the county at about £1,275 a month. The EN postcodes cover Broxbourne, Cheshunt, Waltham Cross, Hoddesdon and Goffs Oak, plus Potters Bar and Cuffley on the Great Northern. The county town, Hertford (SG13-SG14), sits in East Hertfordshire with its Norman castle and Haileybury, alongside Ware and the period stock toward Much Hadham. Tesco has had its head office at Welwyn Garden City since 1973, and the University of Hertfordshire at Hatfield, about 33,000 students across the College Lane and de Havilland campuses, drives a heavy end-of-academic-year turnover every summer.
A clean that passes in SG1 Stevenage is not the clean that passes in AL5 Harpenden.
Hard water, and the rooms that cost you the deposit
Hertfordshire is hard-water throughout. That single fact decides more deductions than anything else, because limescale on taps, shower heads, screens and kettles is the most predictable mark a clerk can find, and it is the first thing we deal with in every kitchen and bathroom. Every booking runs to the same 57-point checklist, then the checklist flexes for the stock. Period detailing on Fishpool Street is not the same job as a Hatfield Business Park new-build.
The kitchen is where most Hertfordshire deposits go. The oven is stripped completely: racks soaked, door glass separated and cleaned between the panes, then the interior, fan, element and seals. Premium family kitchens at St Albans, Harpenden, Radlett, Chorleywood and Berkhamsted often run Wolf, Sub-Zero, Gaggenau, AGA or Rangemaster, which take longer and need the right product; the Watford, Hatfield and Stevenage new-builds run integrated Bosch, Siemens or Neff. Standalone oven cleaning is there if that is all the agent flagged. Then the hob with every ring lifted, the extractor degreased and the filter soaked or replaced, every cupboard inside and out including the kickboards, behind and under the white goods, the washing-machine drum and door seal and detergent drawer, the dishwasher filter, the descaled sink and taps, the grout, and the floor pulled back where it lifts. That floor varies, from engineered wood in the new-builds to original oak boards in the period stock, quarry tile in the Dacorum cottages and parquet in the Welwyn Garden City and Letchworth Arts and Crafts houses. Bathrooms are the other deposit-killer. Limescale off the taps, shower head, screen and tiles. Grout scrubbed back to white, or photographed where it cannot go further. The toilet under the rim, the cistern and behind the pedestal; the shower screen both sides with the tracks and the sealant bead; the bath, taps, overflow and plughole, with roll-top baths checked underneath and on the feet; mirrors, cabinets and the extractor vent. Bedrooms and living areas get the wardrobes and built-ins inside, the skirting and door frames and handles, light fittings and switches, radiators behind and underneath, and the high ceilings. Those ceilings matter because the stock is tall, from Fishpool Street beam-and-plaster at 2.4-2.8m to Harpenden and Chorleywood Edwardian at 2.9-3.3m, so telescopic poles are standard kit. Carpets are hoovered thoroughly, with full carpet cleaning on the same visit where the inventory asks for it, and upholstery is hoovered, with upholstery cleaning for furnished lets.
One thing we will not do is paper over a building fault. Structural damp is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we document and photograph it rather than mask it; a masked damp patch is a worse position at adjudication than a photographed one. What it costs, and the four price bands
The hourly rate is £30 per cleaner, and the county splits into four bands because the stock genuinely splits that way. Radlett WD7 and Chorleywood WD3 are ultra-premium. St Albans AL1-AL4 conservation stock, Harpenden AL5, Bushey Heath, Berkhamsted HP4 and Tring HP23 are premium. Watford, Hatfield Business Park, Welwyn Garden City, Letchworth, Hertford and Hemel Hempstead Old Town are mid-market. Stevenage, Broxbourne, Hitchin, Royston, Baldock and Cheshunt are the family band. The arithmetic is the whole argument. A £215 clean on a two-bed St Albans Fishpool Street cottage, set against a £2,600 deposit, is not a close call. The rules that moved on 1 May 2026
From 1 May 2026 the Renters’ Rights Act 2025 is in force. Section 21 no-fault evictions are gone, every assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can give two months’ notice at any point. None of that changes what a check-out clean has to achieve. The Tenant Fees Act 2019 still applies, so a landlord cannot make professional cleaning a contractual condition, and the inventory-benchmark rule still applies, so the flat still has to come back at the check-in standard.
What did change is the money behind the rules. Civil penalties for unlicensed letting went from £30,000 to £40,000 per offence, and Rent Repayment Orders were extended to two years’ rent. At Radlett, Harpenden and Chorleywood rent levels, an RRO on a high-end house can run from £30,000 well past £200,000, so the licensing detail below is not academic for landlords, and it shapes how carefully a clean has to be documented. Three terms are worth pinning down before that detail.
- Mandatory HMO licensing
- Required everywhere for a house in multiple occupation with five or more people forming two or more households. Every Hertfordshire district runs this as a minimum.
- Additional HMO licensing
- A discretionary scheme a district can layer on top to catch smaller HMOs. In Hertfordshire only Three Rivers runs one, and its approach sits alongside Watford’s; the Three Rivers scheme was under review by the Policy and Resources Committee in January 2026, with a possible new Article 4 Direction.
- Check-in inventory
- The dated, photographed record made when a tenant moves in, usually straight after a professional clean. The check-out is judged against it line by line, which is why the benchmark, not your effort, decides the deduction.
On the ground, Watford Borough runs mandatory HMO licensing borough-wide at £350 assisted or £390 fast-track, aiming for 12-week approval, with no additional or selective scheme. Three Rivers adds the additional scheme above. The other eight districts, Hertsmere, Dacorum, St Albans, Broxbourne, East Hertfordshire, North Hertfordshire, Stevenage and Welwyn Hatfield, are mandatory HMO only. Article 4 Directions exist in specific wards to control HMO density, but there is no county-wide regime. Unlicensed letting carries the £40,000 civil penalty per offence plus possible prosecution, and a tenant in an unlicensed HMO can pursue a Rent Repayment Order of up to two years’ rent through the First-tier Tribunal.
On top of all that, the map itself is being redrawn. An MHCLG consultation ran from 5 February to 26 March 2026 on replacing the 11 authorities, the county council plus the ten districts, with unitary councils. Three proposals are on the table: a two-unitary west and east split of roughly 600,000 people each, a three-unitary version from East Hertfordshire, Three Rivers and Watford, and a four-unitary version backed by Broxbourne, Dacorum, Hertsmere, North Hertfordshire, Stevenage and Welwyn Hatfield. A decision is expected across 2026 and 2027, the new councils possibly live in April 2027 or April 2028, and licensing rationalised across whatever replaces the districts. A Fishpool Street cottage, cleaned in March
A three-bed period cottage on Fishpool Street, St Albans AL3, in the conservation area, four minutes’ walk from St Albans Abbey station and twelve from St Albans City for the Thameslink into London Bridge. Two-year family let, deposit £4,400. The stock was Tudor-Georgian 17th-century: low beam-and-plaster ceilings, original oak floorboards throughout, an inglenook in the reception, leaded casement windows, original pine panelling in the hall and a restored period kitchen with an Aga. The agent was Frosts St Albans, who do not wave that kind of check-out through.
We sent three cleaners plus a specialist for the oak and the Aga, and gave it a full long day. Oil-based product on the oak boards. A specialist enamel strip-down on the Aga. Soot and brickwork care in the inglenook, pulley-cord work on the leaded casements, oil-based care on the pine panelling, and the beam-and-plaster ceiling done by hand. The photo report ran every room, with the conservation features documented separately. The check-out was signed off the next afternoon and the full deposit came back five days later. The clean cost £395 and took out comfortably £1,800 of anticipated deductions on the oak, the Aga and the inglenook alone.

Timing is the thing people get wrong. Book five to seven days ahead for an end-of-month check-out, two to three days mid-cycle, ten or more for September, and fourteen or more for the University of Hertfordshire end-of-academic-year rush in late June and early July. Questions we get asked
Do I really need professional end-of-tenancy cleaning in Hertfordshire?
You are allowed to do it yourself. The Tenant Fees Act 2019 stops a landlord making professional cleaning a contractual condition. In practice the answer is almost always yes, because the check-in benchmark was set by a professional clean and the rents are climbing: East Hertfordshire is at £1,500 a month up 6.9% year on year, North Hertfordshire £1,408 up 4.4%.
