Hillingdon holds the most varied rental stock in the capital. Seventeenth-century cottages near the airport fence, a Grade I medieval barn at Harmondsworth, Art Deco factory lofts, Barratt new-builds, interwar semis and rural detached houses on the Buckinghamshire edge all sit inside one council boundary. The regeneration corridor sits at the Hayes end, in UB3. Hayes Village is Barratt London’s 1,473-home rebuild of the old Nestle factory site on Nestles Avenue, nine minutes’ walk from Hayes and Harlington on the Elizabeth line, with the Art Deco Trucson building turned into high-ceilinged lofts and an L&Q affordable and London Living Rent tenure mix alongside it. The Old Vinyl Factory on Blyth Road is the £250 million, 642-home regeneration of the 1927 EMI record factory where the Beatles’ Sgt Pepper was pressed in 1967, a HUB and Bridges Ventures scheme masterplanned by Studio Egret West with AHMM. Foundry Yard at Alexandra Gate is Berkeley Group’s build-to-rent block, studios to three-beds, letting from early 2026. These hand over to an operator checklist: integrated Bosch, Siemens or Neff appliances, engineered-wood floors on a pH-neutral treatment, balconies cleaned to the tile joint, a photo pack signed against the spec sheet. We clean all three, at Hayes Village, The Old Vinyl Factory and Foundry Yard Alexandra Gate.

The Uxbridge belt is the town centre, UB8 and UB10. Brunel University London sits here with roughly 13,000 students, and Uxbridge itself is the old county town of Middlesex, with a market charter going back to 1189 and a Grade II listed Charles Holden station at the head of the high street. The work here is town-centre flats and a heavy run of student lets. They all turn over in the same fortnight in late June, the tightest booking window in the borough, so book early. Then there is Metroland. Ruislip, Ruislip Manor, South Ruislip, West Ruislip, Ruislip Gardens and Eastcote, HA4 into HA5, are the corridor Betjeman filmed for the BBC in 1973 as the picture of interwar suburban London. The stock is 1930s semis with leaded casement windows, oak doors with bevelled glass, picture rails, tiled fireplaces and original parquet. Every one of those features is something an inventory clerk is told to look at. Ruislip village has a conservation area and a fourteenth-century barn at Manor Farm. We clean Ruislip, Ruislip Manor, South Ruislip, West Ruislip, Ruislip Gardens and Eastcote.

North of that runs the premium Metropolitan-line belt and the rural edge. Northwood and Northwood Hills in HA6 are large detached and semi-detached family houses on leafy streets, stock running from £800,000 well past £2m. The western and northern edge spills into the Colne Valley Regional Park, 27,500 acres of protected countryside on the Buckinghamshire and Hertfordshire boundary. Harefield in UB9 has its world-renowned heart and lung hospital and rural village stock; Ickenham is a leafy Metropolitan-line village; and Hillingdon Village on Hillingdon Hill holds some of the borough’s priciest detached houses. Plain Hillingdon around the Metropolitan and Piccadilly station is the workaday version of the same UB10 ground.

The Elizabeth line changed UB7 overnight. Services started on 24 May 2022, putting Yiewsley and West Drayton 23 minutes from Tottenham Court Road, and rental premiums followed inside a year. The Grand Union Canal threads through Yiewsley, Cowley and Uxbridge alongside it. We cover Yiewsley and West Drayton on that line.

Last comes Heathrow and its villages. The airport workforce drives a rental market nothing else in London resembles. Pilots and cabin crew take serviced and short-stay flats, training intakes turn over on rolling 12 to 16 week cycles, and the hotel trade pushes HMO demand right across Hayes and West Drayton. The villages proper, Harmondsworth with its 1426 Grade I tithe barn that Betjeman called the Cathedral of Middlesex, Sipson and Longford, mix seventeenth-century cottages with twentieth-century housing at the airport’s northern fence. The family belt around Hayes, Hayes End, Harlington and Yeading sits just inland, and Hatton on the southern edge near Feltham.

Borders here get fiddly. Eastcote (HA5) is shared with Harrow, the Denham edge of UB9 runs into Buckinghamshire, the WD3 edge of Harefield runs into Hertfordshire, Heathrow airside (TW6) is handled on its own, and the UB5 strip at Northolt is mostly Ealing. The order a clerk works a flat in

An inventory clerk does not wander a flat at random. There is an order to it, and that order tells you where a deposit is usually won or lost. Every Hillingdon booking runs the same 57-point agent-approved checklist, tuned to the building, whether that is a Barratt or HUB or Berkeley operator handover, a Brunel student let, or a Harmondsworth cottage that needs conservation-appropriate products near Grade I fabric.

The kitchen comes first, because it fails most often. The oven is stripped right down: racks in a soaking tank, door glass split and cleaned between the panels, interior, fan, element and seals. Premium family kitchens in Northwood and Ruislip often run Rangemaster, Smeg or AGA; the regeneration blocks use integrated Bosch, Siemens or Neff; the Hayes and Yeading family stock takes hard daily use; and standalone oven cleaning is there on its own if that is all you need. After the oven comes the hob with every burner and knob lifted, the extractor and filter, every cupboard inside and out down to the kickboards, the fridge and freezer defrosted in advance, behind and under every appliance, the washing-machine drum, seal and drawer, the dishwasher filter and arms, the sink and taps descaled, the tile grout scrubbed. Floors get pulled back where we can: engineered wood in the regeneration blocks, original boards in the conservation stock, 1930s parquet in the Metroland semis, with floor cleaning matched to the material.

Bathrooms are the other place deposits go. Limescale comes off taps, shower head, screen and tiles; grout is scrubbed back to white, or photographed if it was already stained; the toilet is done inside, under the rim, around the base and behind the pedestal; the screen is cleaned both sides including the tracks; and the sealant bead is brought back to a usable state rather than painted over. Bedrooms and living rooms then get the inside of every wardrobe and drawer, skirtings and door frames, light fittings and switches, radiators behind and underneath. The period detail is what an inventory in this borough really singles out. High ceilings and cornicing in the Old Vinyl Factory lofts run 2.8 to 3.5 metres and need a telescopic pole as standard; leaded casement windows in the Metroland semis need a non-abrasive touch; floor-to-ceiling glazing in the new blocks has to come up smear-free; and seventeenth-century cottage casements in the Heathrow villages get conservation-appropriate care. Carpets are hoovered thoroughly, with full carpet cleaning on offer, and sofas left in furnished lets get the same with upholstery cleaning. Then the whole place: switches and sockets, internal doors both sides, stairs and bannisters, cobwebs, and a final walk-through photographed room by room.

Check-in inventory

Article 4 and Additional licensing
The borough-wide planning and HMO rules now in force in Hillingdon. They do not change your cleaning duty, but they sharply raise how much dated photographic proof of condition matters at handover.

Most tenants underrate the number on their own tenancy agreement. Per the latest ONS data, Hillingdon rents averaged £1,548 a month in January 2026, up 2.5% year-on-year against London’s 1.1%. One-bed flats rose 2.8%, terraces 2.7%. House prices sat at £477,000 for mortgaged purchases in December 2025, up around 1.5% on the year, with semi-detached up 2.8% and the first-time-buyer average at £407,000. Population is roughly 307,000. Those figures matter because deposits track rents, and a higher rent means a bigger sum at risk on the day you give the keys back.

The spread inside the borough is wide. A studio deposit might be £700 to £1,200. A typical two-bed flat, £1,400 to £2,200. A two-bed at Hayes Village or an Old Vinyl Factory loft, £1,700 to £2,700. A four-bed detached on Hillingdon Hill, where the average sale price ran about £885,000 in the past year, well into five figures of deposit. Heathrow-linked airline-crew serviced flats usually carry £1,200 to £2,500 damage deposits with strict documentary standards attached. The pattern holds across all of it. What actually gets deducted on a Hillingdon check-out, when a tenant has had a go and then run out of time, is fairly predictable. The oven is the big one, especially in the heavy-use family kitchens across the Hayes and Yeading stock and in Brunel student lets, where the kitchens get genuinely grim by June. Grout and limescale come next, because West London water is hard and it shows on chrome and tile. Then carpets in the larger Northwood and Ruislip family houses, engineered-wood flooring in the regeneration blocks, leaded casement windows in the Metroland semis, and operator handover packs at the build-to-rent schemes that have to be signed off to a specification sheet. A £243 clean on a two-bed Hayes Village flat, set against a £2,100 deposit, is arithmetic that looks after itself. The August date worth diarising

Diary one date. On 24 August 2026, enforcement of Hillingdon’s new borough-wide Additional HMO licensing goes live, and a check-out that used to be a conversation turns into a paperwork exercise. That date is the single most useful thing to know if you are moving out of a rented home anywhere in the borough this year. The regulatory picture moved a long way in twelve months.

Hillingdon ran one of London’s lightest licensing regimes until late 2025: mandatory HMO licensing only, plus a partial Article 4 direction in the Brunel and Uxbridge South wards. Full Council then extended the Article 4 direction borough-wide on 27 November 2025, so planning permission is now needed anywhere in the borough to turn a single family home into a small shared house, even with no building work at all. Cabinet approved borough-wide Additional HMO licensing on 19 February 2026. Applications open on 20 May 2026, compliance is required by 23 August 2026, and enforcement starts the day after. The mandatory scheme fee is £1,577 per property; the new Additional scheme is £1,401, with a 10% discount for accredited landlords and agents.

None of that changes what a tenant owes at the end of a tenancy. The cleaning duty is exactly what it always was: leave the place at the standard recorded in the check-in inventory, no better and no worse. The Tenant Fees Act 2019 still bars a landlord from writing professional cleaning into the contract as a condition, and the inventory-benchmark rule still decides disputes. What did change arrived on 1 May 2026, when the Renters’ Rights Act 2025 came into force. Section 21 no-fault evictions are gone, every assured shorthold tenancy in England has become periodic, and a tenant can give two months’ notice at any point. Civil penalties for unlicensed letting rose from £30,000 to £40,000 per offence, and Rent Repayment Orders were extended to two years’ rent. Here is why the timing bites in Hillingdon in particular. The new Additional licensing goes live just 115 days after the Renters’ Rights Act commences, and it lands on the three-and-four-sharer end of the market the borough never licensed before. Expect plenty of mid-tenancy churn through the back half of 2026, and expect agents and operators to want dated photographic proof of condition at every handover, not only the contested ones. It is worth being clear how this differs from the other two cleans people ask about. An end-of-tenancy clean exists to pass an inventory and recover a deposit, the property empty, judged against the letting-agent benchmark, with the 48-hour re-clean guarantee. A deep clean resets a home you are keeping, usually lived-in, with no formal standard and a 24-hour redo. A regular domestic clean is ongoing upkeep. Do I really need professional end-of-tenancy cleaning in Hillingdon?

Legally, no. A landlord cannot make professional cleaning a contractual condition under the Tenant Fees Act 2019. Practically, almost always yes. New borough-wide Additional HMO licensing was approved at Cabinet on 19 February 2026, with applications opening 20 May 2026, full compliance by 23 August 2026 and enforcement live from 24 August 2026, covering three and four-sharer HMOs and certain converted blocks, fee £1,401 per property with a 10% accredited-landlord discount. The borough-wide Article 4 direction has been live since Full Council on 27 November 2025, removing permitted development rights for small HMO conversions across the whole borough. There is no Selective Licensing yet. Unlicensed letting now risks civil penalties up to £40,000 per offence and Rent Repayment Orders of up to two years’ rent.
