The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is gone. Every assured shorthold tenancy in England has converted to a periodic tenancy, so a tenant can give two months’ notice at any point rather than waiting out a fixed term.

Here is the part people misread. The cleaning side of a move-out did not change one bit. Your landlord still cannot make a professional clean a contractual condition, the deposit still has to come back within the scheme’s timescale, and the check-in benchmark is exactly what it was the week before. What shifted is timing. Kew already runs on professional and family lets that turn over steadily. Let people leave on a rolling two months instead of a fixed date and the hand-backs spread out and get harder to predict, so the month-end pinch does not ease. Richmond licensing, conservation overlay and the bin day

Kew Gardens sits in the London Borough of Richmond upon Thames, and the council’s rules touch a move-out in three small ways. First, licensing. From 1 February 2026 Richmond runs borough-wide mandatory and additional HMO licensing, which means a house shared by three or more people from two or more households now needs a licence, not just the larger five-plus properties that mandatory licensing already covered. Richmond has not brought in selective licensing for ordinary single-family lets. If your Kew flat is a standard let it sits outside the scheme, but a shared Edwardian house carved into rooms may now fall inside it, and that is worth checking with the agent before you hand back. The council’s housing pages set out who needs one; the Richmond site sometimes blocks automated visits, so we will not link straight to it here.

Second, the conservation overlay, and this one shapes the clean itself. Most streets within a few minutes of the station fall inside the Kew Road, Kew Gardens or Lawn Crescent conservation areas. That protection is why so little of the period joinery has been ripped out wholesale: the original casements survive on Lawn Crescent, the Georgian frontages on Kew Green keep their old sashes, and the plaster in an older flat is often lime rather than gypsum. Kew Green and Kew Road: the Georgian frontage

Start at the green. Kew Road runs south from here past the Botanic Gardens gates. The Edwardian estate: Lawn Crescent, Leyborne Park and the Sandycombe streets

This is the heart of it. The bay-fronted Edwardian terraces on Lawn Crescent and the streets of the old Leyborne-Popham estate went up around 1900, after the road from the station was pushed through their land in 1889. Leyborne Park, Atwood Avenue, Marksbury Avenue, Forest Road and the residential runs off Sandycombe Road are the homes we are in most weeks, many of them split into upper and lower conversion flats. Picture rails, deeper skirting, cast-iron grates and original casements are the recurring deduction risks, and they are the things a rushed clean walks straight past.

The family houses and the TW9 4 stretch

Keep going and the houses get larger: the family lets on Mortlake Road and the streets toward the National Archives on Ruskin Avenue, where the gardens are bigger and the kitchens busier. These take three or four cleaners and a longer descaling pass. That is a fair picture of the pattern on the estate: a long tenancy, a rail and a grate left until the last week, hard-water scale on the chrome, and an agent who checks properly.
