The 25-day clock and the report you forgot you signed

That clean-in report is the whole game. On the day you moved in, someone photographed every room and wrote down its condition, and at check-out a clerk repeats the walk and lays the two sets of photos side by side. The flat does not have to be spotless. It has to match the report, line by line, allowing for fair wear. Most tenants here lose money because they treat a quick tidy as close enough, when the comparison is forensic and the clerks working the towers at Circle Square, the Salford Quays blocks and the Mayfield and Ancoats new-builds are paid to be exact about every surface.

Why 25 days matters to you: every empty week is rent the landlord is not collecting, so the pressure to sign off the flat fast and re-let it runs straight through your check-out. Get the obvious faults wrong and your landlord can deduct from the deposit. The Tenant Fees Act 2019 stops a tenancy contract making a professional clean compulsory, but it changes nothing about the standard the flat is held to. People read “they cannot charge me for cleaning” and skip it. Then they lose more in deductions than the clean would have cost. That is the trap, in two sentences.

The clerk’s clipboard: what gets written down

Start with the faults, because they are the same faults every time. After a decade of Greater Manchester check-outs we can almost predict the order a clerk works in, and the items below are the ones that turn into deductions when a DIY clean falls short. None of this is our opinion. It is what gets photographed and written on the report.

The oven is first, and it is the big one. Interior, the glass sandwiched between the door panels, the seals and the racks all get checked, and the brown film between that door glass is the single most-flagged oven fault at Manchester check-outs. If the oven is genuinely the only thing standing between you and a pass, standalone oven cleaning is available on its own. After the oven the clerk moves through the wet items: the washing-machine door seal and detergent drawer, the limescale on taps and shower heads, then the grout in the kitchen and bathroom, which is a straight pass-or-deduct line with very little grey area to it.

Then the things tenants forget exist. Extractor filters, both the kitchen hood and the bathroom fan. The fridge door seal and the drip tray underneath. Behind and under the big appliances, pulled out and put back. Skirting boards and the tops of radiators, where dust sits in a line you only notice once it is pointed out. Carpets get judged on staining and compression, and in student houses the tenancy often names professional hot-water extraction as a hard clause, so we fold carpet cleaning into the same visit. Walls are the one to be careful about. Surface marks and scuffs we clean, but structural damp and mould is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we photograph and document it rather than let it be written up as a cleaning fault you can be charged for.

The completion photos are the point of all this. If something gets flagged unfairly, you walk into TDS, DPS or mydeposits adjudication with a dated record instead of an argument.

The single thing that changes how a move-out runs here is not the housing style, it is the calendar each submarket moves on, because that decides when our diary fills and how strict the clerk on the other side is. The late-June student stampede

M14 is the highest-yielding buy-to-let postcode in Manchester, and student houses do nearly all of that yield. Fallowfield alone turns over thousands of student tenancies in the last week of June and the first week of July, every year, like clockwork. Rusholme, Victoria Park, the Wilmslow Road end of Withington and the shared lets in Hulme all move on the same fortnight, and Moss Side sits in the same belt on the same dates. We block-book capacity for it. If your check-out lands in that window, ring two to three weeks ahead, because the diary fills and the parking around the Owens Park side is the worst part of the whole job.

A student HMO at year-end is its own kind of chaos. Four to seven people, a year of cooking, an oven nobody has touched since freshers, and a contract that often names professional carpet cleaning with a receipt as a hard requirement. The carpets take the worst of it, hallway traffic on top of three terms of spills, and a clerk who has walked a hundred Fallowfield lets knows the exact stair carpet to photograph. We price these per room when the tenancy is written that way, or per property when the whole group leaves together, and where one housemate has plainly done none of it, splitting the bill four or five ways still beats the deduction, which is usually the maths that gets a group to agree on the phone.

Month-end churn in the city towers

The city-centre new-build belt runs on calendar month-ends, not the academic year, and it is a different animal. Manchester City Centre flats in M1 to M4, the Northern Quarter, Ancoats, Deansgate, NOMA, Spinningfields, Mayfield and the Salford Quays and MediaCityUK corridor are run mostly by build-to-rent operators with concierge desks, underground parking and their own corporate inventory checklists. Those checklists tend to be stricter than an independent landlord’s. Floor-to-ceiling glass, engineered-wood floors, integrated appliances, and amenity space that sometimes falls inside the inventory scope all go into the brief.

The slower south and the family belt

South Manchester runs on a calmer, more spread-out calendar, and its houses need handling a city-centre flat never does. Chorlton, Didsbury, West Didsbury and Levenshulme are full of late-Victorian and Edwardian houses with original tiled halls, sash windows, coved ceilings, picture rails and chimney breasts that hold staining even after a conversion. Burnage sits on the same stock a little further out. No aggressive chemicals on original features, and varnished hardwood gets the right product rather than a guess. Dust gathers in the detail of the cornicing, and the clerks here know the period features are there and will photograph them, so we make sure they photograph them clean.

These are bigger floor plans than the flats, so they take longer and cost more, and a three-bed semi off Beech Road is a different quote from a two-bed terrace. Specialist flooring is common, original encaustic tile in the hall and stripped boards in the reception rooms, so the floor cleaning is matched to the material instead of mopped flat.

North of the Irwell, and the regeneration sites

North of the centre the picture is shifting fast. The £4 billion Victoria North regeneration and the £7.3 billion Old Trafford Mayoral Development Corporation scheme are pulling new-build stock into M40, M9, M4, M16 and M17 at pace, the first tenants are already in at Collyhurst Phase 1, and these new-build check-outs are clerked by the developer’s appointed inventory firms to a high standard. We clean to it. The older north-Manchester housing in Cheetham Hill, Crumpsall and Collyhurst sits right next to the new towers, so one street can hold both jobs on the same morning.

The Bury-side suburbs keep to a quieter calendar. Prestwich and Whitefield are mostly family lets on month-end move-outs rather than the June student spike, which makes them easier to book at short notice.

The borough edges that bill differently

Salford sits between the city centre and the western suburbs and behaves like both, terraced rentals in Ordsall and Pendleton, then the towers at Salford Quays. West and south of that, Old Trafford, Stretford, Urmston, Sale and Altrincham are commuter-town rentals, more semis and converted flats and fewer corporate checklists. Stockport across the SK postcodes is a market of its own again, the Heatons and Bramhall at the pricier end and a council boundary that catches anyone who assumes a Heaton Mersey address is Manchester. It is not. It bills differently and it is clerked differently.

The oven comes fully apart: racks into a soaking tank, door glass separated to clear the film between the panels, interior, fan, element and seals all done. Every hob ring and burner is lifted, grates scrubbed, control knobs off and washed. The extractor hood is degreased inside and out and its filter soaked or replaced. Inside and outside of every cupboard, including the shelf edges and the kickboards. Fridge and freezer cleaned inside, defrosted before we arrive please. Fridge, dishwasher and washing machine pulled out, cleaned behind and under, put back. Washing-machine drum, door seal and detergent drawer out and scrubbed. Dishwasher filter, seals and spray arms. Microwave inside, outside and underneath. Sink, taps, drainer and plughole descaled. Tiles, splashback and grout fully scrubbed. Bins emptied and washed. Floor lifted at the edges where it comes up, hoovered and mopped to the material.

The other deposit-killer. Limescale off the taps, shower head, screen and tiles. Grout scrubbed back to white, or as close as honest effort reaches, and where it is genuinely past saving we photograph the state it was already in. Toilet inside, under the rim, base, cistern, hinges and behind the pedestal. Shower screen both sides including the tracks and the sealant bead. Bath, taps, the underside of the taps, overflow and plughole. Mirrors and cabinets, and behind them where they lift off the wall. Extractor vent wiped. Sealant cleaned to usable condition, though re-sealing is a handyman job and not ours. Floor done into the corners, behind the loo and under the basin pedestal.

The rooms a clerk walks last

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, shades, ceiling roses and switches. Window sills, reveals and frames on the inside, with the exterior glass as a separate window cleaning add-on if the inventory calls for it. Radiators behind, under and on top. Walls spot-wiped for marks, though nail holes and scuffs are a decorator’s job and you should be realistic about what a landlord can fairly charge for. Carpets hoovered right through, under beds and sofas, rugs lifted, with professional carpet cleaning added when the tenancy requires it, and a hard-used sofa may want upholstery cleaning on top.

Then the bits people forget. All switches, sockets, thermostats and intercom units. Internal doors both sides, handles, hinges. Stairs and bannisters where there are any. Cobwebs out of the ceiling corners. And a final walk-through with before-and-after photos for your own records, because that record is the difference between winning and losing an adjudication.

Booking it, and what the day looks like

Questions Manchester tenants actually ask

Is a professional end-of-tenancy clean actually required in Manchester?

You can legally do it yourself. Under the Tenant Fees Act 2019, a Manchester landlord cannot write a professional clean into the contract as a condition. They can still deduct from the deposit when the flat does not match the clean-in benchmark, and in Manchester that benchmark was almost always set by a professional clean in the first place. Most people who try to match it with supermarket spray lose more than the clean would have cost. Manchester City Council’s private rented housing guidance is worth a read first.

What does the Renters’ Rights Act 2025 change for my move-out?

From 1 May 2026 the Renters’ Rights Act 2025 ends Section 21 no-fault evictions and turns every assured shorthold tenancy in England, Manchester included, into a periodic tenancy with no fixed end date. Tenants can give two months’ notice at any point. The cleaning standard at end of tenancy does not change, and the deposit protection rules are unchanged. The practical effect here is more frequent and less predictable move-outs, spreading past the old month-end and academic-year peaks, so book as early as you can.

Which Greater Manchester boroughs do you actually cover?

Salford (M5 to M7, M27, M30, M50), Stockport (SK1 to SK8), Trafford (M16, M17, M32, M33, M41, plus Altrincham and Hale on WA14 and WA15) and Tameside (M34, M35, M43, OL6, OL7) are all covered, alongside Manchester proper. How far ahead of check-out should I book a Manchester clean?
