The report nobody reads decides the deposit

Start with the document, because almost nobody does, and it is the whole game. When you moved in, a clerk walked the flat and wrote a report describing every surface, usually with photos, usually with “new” or “as new” against the kitchen and bathroom. Those words were true that day, because the flat had just had a professional clean. At check-out a clerk walks it again and compares line by line. Anything materially worse than the check-in entry, past fair wear and tear, comes off your deposit. You are being marked against a professional clean. That is exactly why a mop and a free Sunday rarely gets a shared Mare Street flat over the line.

The money is not abstract. One date in May, two changes for E8 landlords

The first of May 2026 was a busy day in Hackney. Two separate things landed at once, and tenants around Mare Street keep muddling them, so here they are straight.

First, the Renters’ Rights Act 2025 went live. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting out a fixed term.

Second, and this is the local one, Hackney’s new property licensing began the very same day. Borough-wide additional licensing now catches most houses in multiple occupation, and a ward-based selective scheme covers single-household and small shared lets across seventeen wards. Hackney Central and London Fields are both on that list, which takes in a large share of the flats this page is about. A licensed property has a condition standard the landlord must keep to between tenancies, and they will hold your hand-back clean to that bar before they re-let.

Here is the part people get wrong. None of this changed the cleaning side of a move-out. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is exactly what it was in April. What changed is timing and standard: more frequent, less predictable move-outs on rolling notice, and a higher floor on the licensed shared flats. Both point the same dull, money-saving way: book the clean earlier than you used to, and do it properly the first time.

None of this changed the cleaning side of a move-out.


The 57 things, room by room

The kitchen, where most E8 deposits go

The oven is stripped, not wiped. Racks go in a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan, element and seals all get done. That film is the single most-flagged oven fault on these streets. If the oven is the only thing your agent pulled you up on, standalone oven cleaning covers it on its own. After the oven we work the rest of the room. Hob burners and control knobs come off and get washed; the extractor hood is degreased inside and out and the filter soaked or swapped. Every cupboard inside and out, the deep awkward-cornered ones in the older Well Street kitchens, and the greasy tops of the wall units a clerk checks standing on a chair. Fridge and freezer cleaned through once you have defrosted them. Appliances pulled out so the gaps behind the fridge, dishwasher and washing machine are done, then put back. And the washing machine itself: drum, drawer out and scrubbed, and the door seal, which is the first thing the clerk opens. Sink, taps and plughole descaled, because the hard water never gives that a miss. Tiles and grout scrubbed, the grease film cleared off the wall behind the hob, bins washed, floor hoovered and mopped.

Scale comes off the taps, shower head, screen and tiles first. Grout is scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the rest, in plain order.

Bedrooms, living rooms and everything between

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, switches, and the ceiling roses, which in a period Hackney flat hold years of dust and always get checked. Window sills, reveals and frames on the inside, with the old sash windows in the larger terraces needing slow careful work. Radiators behind, under and on top; a cast-iron one takes longer than a modern panel. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed with the right product for the material. Two of these often need their own pass: hot-water extraction on carpets is written into a fair few Hackney tenancies as a hard requirement, which is what the carpet cleaning add-on covers on the same visit, and a hard-used sofa in a shared let sometimes needs full upholstery cleaning rather than a hoover.

Then everything else: switches, sockets, intercoms; internal doors both sides; the stairs and bannisters where the flat has them. Cobwebs out of the ceiling corners. Then a final walk-through, photographed before and after, every room. That photo set is the evidence you keep.


What Thames Water leaves on an E8 bathroom

Mare Street sits in London’s hard-water zone, and that one detail loses more deposits here than almost anything except the oven. Thames Water supplies E8, and the water carries a lot of dissolved mineral, so calcium builds on taps, shower heads, screens and tile joints faster than tenants expect. A wipe with a cloth does nothing to it. The clerk checks for it: a thumbnail down the tap, the shower screen edge-on against the light, the shower head pulled in close. Scale set into chrome is not a quick job, and on the older fittings in some of these terraces a brute-force descaler would do more harm than good, so it gets the careful approach.

Grout is the other one. Kitchen and bathroom grout is the line between a pass and a deduction more often than anything to do with carpets. We scrub it rather than wipe it. Where it is genuinely past saving, which happens in a long Mare Street tenancy, we photograph the state before we start, so the clerk cannot bill you for wear that was already there at check-in. That photo has settled more disputes than any argument has. It is dated, it is timestamped, and a clerk cannot charge a tenant for grout that was already grey in the check-in pictures.

Specialist surfaces sit outside the scrub-and-go work. An original tiled hallway in a Georgian terrace, engineered board in a regeneration new-build, parquet under an old carpet: each takes its own product, which is what the floor cleaning add-on is for. Exterior glass on an upper-floor flat is a separate job too; that is window cleaning, folded into the same visit when the inventory asks for it.


Along the street: the stock changes as you walk it

Mare Street is the long spine of Hackney Central, running from the Town Hall and the Hackney Empire down past the Narrow Way to St John-at-Hackney church, with the Hackney Picturehouse and the markets a minute either side. It is a short street to name and a varied one to clean. The housing is not one thing, and one method does not pass all of it, so we read each flat for what it actually is.

The grandest stock is the Georgian and Victorian terraces and townhouses off Well Street and the London Fields side, a lot of them carved into two, three or four flats decades ago and run now as shared houses or licensed HMOs. The check-out problem here is build-up nobody touched between tenants: grease behind the cooker, dust in the grout of a tiled hall, the seal on a bathroom that never had decent extraction. We win these on the dull, slow work, not on anything clever. Then the flats above the shops along the Narrow Way, the pedestrianised old high street that runs down by St Augustine’s Tower, the medieval tower that is the oldest building in Hackney. These are smaller, often single lets and studios, high-churn, with awkward stair access, so the practical side of the day matters as much as the clean.

Two more bands round it out. The big ex-local-authority estates, Frampton Park and Pembury among them, where the flats are solid and the kitchens and bathrooms take the wear. And the new-build apartments from the recent regeneration around the station and the railway, which come with corporate inventory checklists stricter than most private landlords bother with: floor-to-ceiling glass, engineered floors, integrated appliances, sometimes a concierge sign-in. Does Hackney’s new licensing affect my E8 check-out?

A licensed property has a condition standard the landlord must meet before re-letting, so on a shared E8 flat the bar at hand-back is higher than it was. Why does hard water matter so much for a Hackney flat?

Thames Water supplies E8 and the water is hard, so scale sets fast on taps, shower heads, screens and the inside of the toilet. A clerk runs a thumbnail down the tap and looks at the screen edge-on against the light. Cloudy chrome reads as a flat that was not properly cleaned, so we take every metal and glass surface back to bright.

Can you clean a shared HMO off Well Street or the Narrow Way?

Yes, and a lot of our Mare Street work is exactly that.
