One development, one brief, and why it is not Royal Wharf

Royal Albert Wharf is the Notting Hill Genesis-led scheme at the far eastern end of the Royal Docks, on the Royal Albert Dock waterfront in North Woolwich. It is being built over six phases by a partnership of Notting Hill Genesis, Telford Homes and Vistry, the Gallions Quarter blocks among them, and when it is finished it runs to more than 1,800 homes. Gallions Reach DLR is a two-minute walk. London City Airport sits directly across the water, close enough to read the tail numbers, with the University of East London Docklands campus next along the dock and the Elizabeth line at Custom House for ExCeL a short hop west. The stock is young professionals and corporate lets, a maker-and-arts community in the studios, and a turnover that never really stops.

One thing to clear up first, because people muddle the two. This is Royal Albert Wharf, on the Royal Albert Dock, by Gallions Reach. It is not Royal Wharf, which is the Ballymore development further west by Pontoon Dock. Different developer, different dock, different inventory clerks, and a slightly different brief on the day. If you are at the Ballymore scheme, the Royal Wharf end of tenancy page is the one you want. This page is for the eastern dock.

The flats here are modern, top to bottom. No period stock at all. What you get is contemporary apartments from studios to three-beds in managed mid-rise blocks, plus a run of townhouses set back from the water, with full-height glazing, balconies, handle-less gloss kitchens, integrated appliances behind matching doors, engineered floors, and a concierge on the entrance. None of it is forgiving. Gloss shows every smear, integrated appliances hide grease behind the door line, and the glass is the size of a wall. So the clean has to be built for that, not for a generic flat.


The glass decides it before the clerk reaches the kitchen

The Royal Docks sit in a hard-water band, supplied by Thames Water. On an old flat, hard water means a furred kettle nobody cares about at check-out. On a glass-and-gloss flat like the ones here, it is the single biggest finish problem you have. Every time the balcony doors get rained on and then dry fast in the wind coming off the dock, the minerals stay behind as a faint white bloom. Every time the wet-room screen dries, same thing. Against a clear, wall-sized pane with a bright waterside view behind it, that bloom is obvious from exactly where the clerk stands.

“We had been wiping that glass for a year and only making it worse,” is how one tenant in a one-bed by the promenade put it, and that is the trap. Glass spray on dried-on limescale relocates the deposit, it does not lift it. The mineral builds in layers across a tenancy, and a single pass with a cloth never touches the older layers underneath. We deal with it the slow way: a proper scale remover worked panel by panel, then buffed dry, until the pane goes properly clear instead of hazy-clean. This one detail is where the development quietly loses deposits, so it is the thing we plan the whole job around.

The handle-less kitchen is the next surface the film shows up on. With no handles, every cupboard open is a push on the gloss, so the door fronts carry a film of hand grease that wipes off looking clean but reads greasy under the kitchen downlights. The clerks here check it at an angle on purpose. A tenant who moved out of a studio near the City Airport approach told us the clerk “ran a hand across the kitchen doors and then turned them to the window” before signing anything off. Newham, not Greenwich: the council fact people get wrong

We file this page under the Greenwich hub for navigation, because that is how the regional directory is laid out and Greenwich is the name people search for the south side of the river. The actual local authority for North Woolwich and the Royal Docks, though, is the London Borough of Newham, not Greenwich. Royal Albert Wharf sits in Newham’s Royal Albert ward, the dock-side ward drawn up in 2022 from the old Beckton, Custom House and Royal Docks wards. If you are filling in a deposit dispute form or a council form and it asks for the borough, it is Newham.

That matters more than it used to, because of licensing. Newham runs a borough-wide selective licensing scheme, renewed from August 2025, covering nearly the whole borough: the only two wards left out are Stratford Olympic Park and Royal Victoria. The Royal Albert ward, where this development sits, is in scope, and a selective licence runs about £750 for five years. For most tenants here it changes nothing, because a managed Notting Hill Genesis or build-to-rent flat is let by a corporate landlord who handles its own compliance. If you are in a privately sublet flat in this postcode, the rules are on newham.gov.uk and the licence sits with your landlord. Either way the clean is judged on the tenancy and the inventory, not the borough.


What 1 May 2026 did to move-outs in a high-churn block

The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England has converted to a periodic tenancy, so a tenant can now give two months’ notice at any point rather than waiting out a fixed term.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The deposit can still be held against the inventory. The check-in benchmark still applies. What changed is timing. This was already a high-churn development, full of one-year corporate lets and people working at City Airport or over at ExCeL who move on fast. Let those tenants leave on a rolling two months instead of a fixed date and the move-outs get more frequent and far less predictable. The block’s lift booking and concierge handover system, which already gets congested at month-end, is not going to ease off. The dull but useful takeaway: book the clean earlier than you think you need to, because the slot you want will be gone if you wait for the last week.

One tenant who left a two-bed last spring summed up the new rhythm fairly: “everyone on our floor seemed to be moving the same fortnight.” That is the churn the Act has nudged along.
