End of tenancy cleaning across Surrey, done to the standard the inventory clerk will actually sign off, not the standard that looks fine at 11pm with the keys due back at nine. A Weybridge job, start to finish
One real job explains Surrey better than any checklist. This came in from a tenant on the St George’s Hill Estate in March 2026, and it carried every problem the county throws at a move-out behind one door. Here it is in the tenant’s own words.
“Four-bed detached on the St George’s Hill Estate, Weybridge KT13. Gated private estate, six minutes from Weybridge station, 27 minutes to Waterloo. Two-year corporate-relocation let, deposit £11,500. Premium kitchen with a Wolf range, a Sub-Zero fridge-freezer and a Miele integrated dishwasher and coffee machine. Period features throughout, underfloor heating, oak floorboards, a private pool and a triple garage. The agent was Knight Frank Cobham. Monster sent four cleaners plus a specialist for the original oak and the pool house, two long full days. They did a premium-appliance strip-down including the Wolf range hood and Sub-Zero compressor access, an oil-based treatment on the oak floor, the underfloor-heating vents, the pool-house tile joints and humidity control, and an operator-specification photo pack for Knight Frank’s clerk. The operator signed off the next afternoon. Full deposit back six days later. The clean cost £895 and avoided easily £3,200 and more in deductions on the premium appliances and the oak alone.”

Pull that job apart and you have the rest of this page. A five-figure deposit nobody sane risks on a DIY clean. A gated operator handing over on his own paperwork. Premium appliances that take a specialist, not a sponge. A Caterham two-bed is a small fraction of that cost, on the same 57-point checklist and dated evidence. The job scales; the standard does not move.
The number that decides whether this clean is worth it
The deposit is the only figure that decides whether you pay a professional or scrub the oven yourself at midnight, so start there. Surrey deposits are large and climb fast as you move into the money. A studio in Guildford or Woking runs £800–£1,400. A two-bed flat sits around £1,700–£2,800 across most of the county, rising to £2,500–£3,800 in the Elmbridge villages and £2,800–£4,500 on the Wentworth Estate.
Bigger houses get serious. A four-bed in Esher, Cobham, Oxshott or Weybridge holds £4,500–£11,000; a four-bed on the Wentworth Estate £6,000–£18,000, a five-bed there £8,000–£25,000 and up. You do not gamble those on good intentions.
Now the bill for getting it wrong. After a DIY clean, the deductions we see on Surrey check-outs start at £100–£250 for an oven, more on long Elmbridge or Wentworth tenancies where the grease has baked on for years. Then £80–£200 for grout and limescale, because the water is hard right across Surrey. Period cornicing and sash windows in the Godalming, Farnham, Haslemere, Dorking and Reigate conservation areas run £150–£400. Carpets in the larger premium houses, £200–£600. Engineered-wood flooring in the Victoria Square and North Street flats, £100–£300. A Wentworth gated operator wanting its handover spec met, £250–£600. University of Surrey and Royal Holloway student lets at year-end, £150–£400.
- Check-in inventory
- The dated report and photos taken the day a professional cleaner finished, before you moved in. Your deposit is measured against that, not against how the place looked while you lived there.
- Deposit-scheme adjudication
- If a cleaning deduction is challenged, the protected deposit is decided on documentary evidence. Dated photographs win the argument, which is why Shelter tells tenants to keep them.
- End of tenancy versus deep clean
- An end of tenancy clean is judged against the agent’s inventory benchmark, property empty. A deep clean resets a home you are keeping and answers to no formal standard.
A £255 clean to release a £3,500 Esher deposit is arithmetic that argues for itself. The cruel part is that the cheaper the rent band, the more often people try it themselves and lose £300 saving £200.
You do not gamble those on good intentions.
Surrey is four rental markets wearing one county’s name
Treat Surrey as one place and you clean to the wrong standard. It is at least four markets under one county name, and the stock, the deposit and the clerk’s checklist change completely between them.
The Elmbridge stockbroker belt and Wentworth
Elmbridge is Surrey’s dearest borough, built around the old stockbroker-belt villages: Esher, Cobham, Oxshott (heavily footballer and celebrity stock), Weybridge with the St George’s Hill Estate, plus Walton-on-Thames, East Molesey, Thames Ditton, Claygate and Hinchley Wood, all KT7 to KT13. St George’s Hill is a 420-home gated private estate built from 1912 that has held John Lennon’s Kenwood and Ringo Starr’s Sunny Heights. Period and interwar houses dominate. Add Virginia Water (GU25) and the Sunningdale edge, which carry the Wentworth Estate: 2.5 square miles of private gated property laid out from 1922 by W. G. Tarrant, home to the Wentworth Club, whose West Course hosts the BMW PGA Championship. Stock there runs from £2 million to £35 million and beyond. Elmbridge’s average rent is £1,836 a month, the highest in Surrey, though it slipped about 0.5% in late 2025.
Guildford and the regeneration flats
Guildford (GU1 to GU4) is the county town, and the University of Surrey sets its clock: roughly 17,000 students across the Stag Hill and Manor Park campuses, with heavy student-let turnover every late June and early July and a second pulse around Easter. The centre is a Georgian and Victorian mix, with the North Street regeneration by Native Land adding modern stock. Guildford rents reached £1,692 a month in February 2026, up 4.7% year on year against a South East average of 3.4%. The regeneration tier sits in the same band: Victoria Square Woking, the Moyallen 429-home scheme completed in 2021 whose Victoria Tower is, at 34 storeys, the tallest building in Surrey, plus the Guildford North Street flats. These run integrated Bosch, Siemens or Neff appliances, engineered-wood floors, balconies and operator paperwork. Woking rent averages £1,615 a month, broadly flat year on year.
The Waverley period villages
Godalming (GU7, Charterhouse School), Farnham (GU9, Farnham Castle, University for the Creative Arts) and Haslemere (GU27, Hindhead Common and the Devil’s Punch Bowl) form Surrey’s period-village belt, with Cranleigh (GU6, often billed as England’s largest village) alongside. The stock is conservation-area Tudor, Jacobean, Georgian and Victorian: leaded windows, exposed beams, inglenook fireplaces, sash windows. It wants conservation-appropriate products and a slower hand. Waverley rents rose 4.3% in the year to October 2025.
The family belt
This is most of Surrey by area and population, where the rent is lower but the inventory is enforced just as hard. Epsom (KT17, KT18, KT19) sits beside Epsom Downs Racecourse, home of the Epsom Derby since 1780 and The Oaks since 1779, with Ewell (KT17) next door, in a market that has been flat and dipped slightly in late 2025. Reigate (RH2) and Redhill (RH1) sit on the Brighton line, Redhill a junction with direct trains to London Bridge, Victoria and Gatwick. Horley (RH6) sits on the Gatwick perimeter, giving it an airline-crew profile: pilots, cabin crew and ground staff on short-stay serviced apartments and rolling 12–16-week training-programme lets. Dorking (RH4, RH5) sits under Box Hill, Leatherhead (KT22) is the Mole Valley seat, and Camberley (GU15) and Frimley (GU16) run on the Royal Military Academy Sandhurst, which brings US, NATO and Commonwealth military families on rotation. Rents here still climbed in the year to October 2025: Reigate and Banstead 4.2%, Surrey Heath and Spelthorne 3.6%, Tandridge 4.6%, Guildford and Mole Valley sharpest at 5.3%, above the 5% UK average. Since 2021 the steepest cumulative rise is Surrey Heath at 31.1%, then Reigate and Banstead 27.3%, Spelthorne 25.9%, Waverley 25.4% and Woking 25.2%.
Sale prices have not kept pace. Guildford stood at £523,000 in January 2026, flat year on year; Woking £445,000, down 2.1% and into a third straight year of decline; Tandridge down 3.8%. First-time-buyer averages run £386,000 in Guildford, £339,000 in Woking. The point for a tenant is blunt. Rents rise while sale prices stall, so landlords hold their stock for longer and guard the deposit harder than they did three years ago.
The five places a Surrey check-out clerk finds the money
Every booking runs on the same 57-point agent-approved checklist, whether the flat is a Camberley two-bed or a Wentworth six-bed. What shifts is where the money hides, and after more than a decade of Surrey check-outs, five places account for nearly every deduction.
The kitchen, and the oven inside it
This is where most Surrey deposits leak. The oven comes apart completely: racks into a soaking tank, door glass split and cleaned on both inner faces, then the interior, fan, element and seals. The brand changes the job. Elmbridge and Wentworth kitchens often run Wolf, Sub-Zero, Miele, Gaggenau or AGA, and a long tenancy bakes years of grease into them. The Victoria Square and North Street flats use integrated Bosch, Siemens or Neff. Guildford and Godalming period kitchens lean on Rangemaster, Smeg or a restored AGA. Then the hob, every ring and burner lifted; the extractor hood degreased and its filter soaked or swapped; every cupboard inside and out; the fridge and freezer interiors (defrost before we arrive, please) and behind the fridge; the dishwasher filter and spray arms; the washing-machine drum, door seal and detergent drawer; the microwave; the sink and taps descaled; tiles and grout scrubbed; and the floor pulled back where it lifts. Standalone oven cleaning is available on its own if that is genuinely all you need. Floors get matched to the material, engineered wood in the regeneration stock, original oak in Elmbridge, Wentworth and the Waverley villages, period quarry tile in Farnham and Godalming, all under floor cleaning.

The bathroom, which is the other big one
Hard water everywhere in Surrey means limescale everywhere in Surrey. We take it off the taps, the shower head, the screen and the tiles. Grout goes back to white, or we photograph the pre-existing state so it cannot be charged to you. The toilet is done inside, under the rim, around the base, the cistern and behind the pedestal. The shower screen is cleaned both sides, tracks and sealant bead included. Roll-top baths in period Elmbridge, Wentworth and Waverley stock always get the underside and feet checked, because that is where a clerk looks. Then the mirrors and cabinets, the extractor vent, the sealant, and the floor into the corners.
High ceilings, cornicing and period detail
This is the part a DIY clean never reaches. Elmbridge and Wentworth Edwardian and interwar rooms run 3 to 3.5 metres; Godalming, Farnham and Haslemere period stock 2.8 to 3.2; Guildford Victorian about the same; the regeneration flats lower at 2.4 to 2.7. We carry telescopic poles and clear cobwebs and dust off cornices, picture rails, dado rails, architraves and ceiling roses. Period features get the slow treatment: original panelling and underfloor-heating vents in Elmbridge, leaded windows, exposed beams and inglenooks in the Waverley villages, sash windows and marble fireplaces in Guildford conversions. Window detail follows the glass: non-abrasive work on conservation sash windows and interwar Crittall casements, a smudge-free finish on the floor-to-ceiling glazing at Victoria Square and North Street.
Carpets, soft floors and upholstery
Carpets are hoovered thoroughly as standard. A deep machine clean is an add-on on the same visit, which matters in the larger Elmbridge, Wentworth and Waverley houses where a clerk marks a tired carpet hard. That is carpet cleaning. Hard floors are washed with a material-appropriate product. Sofas in furnished lets are hoovered down; upholstery cleaning is the fuller treatment when the inventory lists upholstery.
Everything the clerk touches on the way round
Light switches, sockets, thermostats and intercoms. Internal doors both sides, handles and hinges. Skirting boards and the tops of radiators, where dust sits until someone points at it. Stairs and bannisters. Walls spot-wiped for marks. One thing we will not do is hide structural damp. Damp and mould are a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we document them rather than paint over them. The job ends with a final walk-through and dated before-and-after photos of every room, the record you push back with at adjudication.
Two laws are changing under your feet, and one obligation is not
This matters more in Surrey than most counties, because the county is taking its own local government apart just as the national rental law resets. Neither change touches the one thing that decides your deposit: the flat still has to come back at the inventory standard.
The Renters’ Rights Act 2025, live since 1 May 2026
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 “no-fault” evictions are gone, every existing assured shorthold tenancy has converted to a periodic tenancy, and tenants can give two months’ notice at any point. What did not change is the bit that costs you at the end. The Tenant Fees Act 2019 still stands, so a landlord cannot contractually force you to buy a professional clean, and the inventory-benchmark rule still stands behind the deposit. One detail bites harder here than almost anywhere. Civil penalties for unlicensed HMO letting rose from £30,000–£40,000 per offence on 1 May 2026, and Rent Repayment Orders were extended to two years’ rent. At Elmbridge’s £1,836 a month, Guildford’s £1,692 and the higher Wentworth figures, a two-year order can land between £40,000 and well past £250,000 on the top-end stock. Scrapping Section 21 also closed the no-fault route landlords used for year-end student turnover at Guildford and Egham and for corporate departures across Elmbridge and Wentworth. Those moves still happen, just on the tenant’s notice now.
Surrey’s councils are being abolished on 1 April 2027
Surrey is run today by Surrey County Council plus eleven borough and district councils. All twelve are scheduled for abolition on 1 April 2027 under the Surrey (Structural Changes) Order 2026, replaced by two new unitaries. Surrey County Council publishes the official position.
Property licensing is fragmented today and about to be re-cut (the detail is in the questions below). For your move-out it points one way: documentary evidence at check-out matters more, not less. A dated before-and-after photo pack is already standard across the premium segments, and sensible everywhere else.

Questions Surrey tenants actually ask
Do I really need a professional end-of-tenancy clean in Surrey?
Legally, no. A landlord cannot contractually require it under the Tenant Fees Act 2019. Practically, almost always yes. Surrey rents are among the highest in the South East (Elmbridge £1,836 a month, Guildford £1,692, Woking £1,615) and the check-in inventory was set by a professional clean. With deposits of £800–£25,000 and up, a DIY attempt usually draws deductions that beat the cost of the clean.
How does Surrey’s property licensing actually work right now?
Each of Surrey’s eleven borough councils runs its own framework. All operate mandatory HMO licensing (5 or more people, 2 or more households sharing facilities) with fees that vary borough to borough, for example Surrey Heath’s £758.53 accredited-landlord fee on a five-year licence. No borough runs borough-wide Additional HMO or Selective Licensing as of April 2026, and Article 4 Directions sit only in specific wards. From April 2027 the two new unitaries are expected to re-cut it.
Does the Renters’ Rights Act 2025 change anything for Surrey tenants?
From 1 May 2026, Section 21 evictions are abolished and every assured shorthold tenancy in England converts to a periodic tenancy, with tenants able to give two months’ notice at any point.
