Why Sutton Town deposits get deducted
Sutton Town isn’t the cheapest rent area in the borough, but it’s the densest. Average asking rent on a two-bed flat in SM1 sits around £1,606 a month against a Sutton Plaza data set updated in April 2026, and individual two-bed flats on the High Street itself list at £1,450 to £1,700. Three-bed Edwardian semis off Benhill Avenue or Wellesley Road push past £2,400 a month. With deposits typically capped at five weeks’ rent under the Tenant Fees Act 2019, that means anything from £1,800 on a one-bed flat above the parade up to £2,800 on the larger semis behind the High Street, and Sutton landlords have got noticeably stricter on inspection standards as the local market has held its value through 2025 and into 2026 (ONS housing data for Sutton).
The housing stock in the SM1 town centre is genuinely mixed. Three layers sit on top of each other. The High Street itself, between Sutton station at the south end and the St Nicholas Centre and Trinity Square in the middle, is dominated by 1960s and 1970s post-war flats above the shop parade and a band of 1990s flats around the St Nicholas Centre development from when the centre opened in 1992. Walk one street back behind the High Street, onto Benhill Avenue, Lind Road, Robin Hood Lane and the streets between Wellesley Road and Carshalton Road, and the stock shifts to Edwardian and late-Victorian bay-fronted semis with original picture rails, encaustic-tile front paths, and stained-glass detail in the front porch. Push further out onto the Wrythe and the streets feeding Carshalton Road, and you get inter-war 1930s suburban semis with leaded-light casements and pebbledash front gables. End of tenancy expectations are different in each layer. The inventory checklist still covers the same line items, but the failure points sit in different places.
The third factor is the water. Sutton Town is supplied by SES Water (Sutton and East Surrey Water), drawing from the chalk aquifer that runs under the borough, with hardness measured around 310 parts per million on the SES Water hardness map (SES Water hardness report). That’s serious hard water. Mineral scale on shower screens, kettle elements, toilet rims and chrome taps comes back faster than tenants expect, especially on the smaller windowless bathrooms in the 1960s flats above the parade where ventilation is limited and the screen sits damp between uses. Renters’ Rights Act 2025 – what changed on 1 May 2026
Section 21 no-fault evictions were abolished nine days ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and the headline reforms commenced on 1 May 2026: rolling periodic tenancies replace fixed-term ASTs, Section 21 is gone, and any Section 21 notice served on or before 28 April 2026 has to be acted on with a possession claim by 1 August 2026 or it’s invalid. Sutton Council ran landlord briefings through Q1 2026 walking local landlords through the changes alongside the new Town Centre CPZ extension consultation. From a tenant’s point of view this means the deposit-return process is the cleanest exit – a documented inspection, deposit back, you walk. From a landlord’s point of view the inventory carries more weight than ever, because possession routes are now narrower and the deposit dispute is the main remaining lever for unrecovered cleaning costs.

Sutton Council’s parking and licensing regime in 2026
Two things matter for move-out logistics in SM1. First, the Sutton Town Centre Blue CPZ runs 8am to 6.30pm Monday to Saturday across the streets immediately surrounding the High Street and the St Nicholas Centre. Removal vans and cleaning vehicles need either a paid visitor permit through the council’s pay-by-phone system, a resident’s visitor scratch card, or a load/unload window outside the operational hours. The council closed an informal consultation on 11 September 2025 proposing to extend the Town Centre Blue CPZ to include Benhill Road between Duke Street and Erskine Road, plus Duchess Close, Duke Street, Lavender Road and Munslow Gardens, and is reviewing feedback before deciding on statutory consultation (Sutton Council CPZ page). If your move-out is on one of those streets, the parking situation could change inside the next twelve months.
Second, mandatory HMO licensing under Part 2 of the Housing Act 2004 (three or more storeys, five or more occupants forming two or more households) applies across the borough, with potential fines up to £30,000 for non-compliance. Sutton’s Additional Landlord Licensing Scheme, launched borough-wide on 22 March 2026, brings smaller HMOs into the same fee band. The boundary between Section 257 HMOs and the new additional category was the subject of council clarification through Q1 2026.
Practical effect: if your move-out is from a licensed HMO room or a four-share above one of the High Street parade flats, the licence-holder is now sitting on a tighter paper trail. Shared-area condition that wouldn’t have been picked up six months ago gets walked. Stairwells, communal kitchens, shared bathrooms get logged separately. What’s particular about cleaning a Sutton Town flat or semi
