Cheap to rent, easy to lose your deposit

Most people assume the deposit risk tracks the rent. In Sutton it does not, quite. The two 2026 dates that shifted Sutton renting

For years Sutton ran one of the lightest property-licensing regimes in London. That ended on 22 March 2026. From that morning the borough operates a borough-wide Additional HMO licensing scheme, and the council’s own estimate is that roughly 690 lets that needed no licence the day before now need one. The older national Mandatory HMO licence still applies to anything housing five or more people in two or more households: £285 per letting, £1,425 for a five-bed, with 177 on the public register as of February 2025.

The two dates matter because they stack.

An Article 4 Direction has been in force borough-wide since 22 February 2025, confirmed on 26 November 2024 after a consultation that drew 13 residents and four resident associations in support and not one landlord or letting-agent response. It strips the permitted-development right to turn a family house into a small shared house, so letting to three unrelated people now needs planning permission. Then 1 May 2026 brought the Renters’ Rights Act 2025: Section 21 no-fault eviction gone, every assured shorthold tenancy periodic, two months’ notice available at any point, and the unlicensed-letting penalty up the same day from £30,000 to £40,000 per offence. Councillor Jake Short, who chairs Sutton’s Housing, Economy and Business Committee, framed Article 4 as a response to residents worried about the spread of small shared houses.

Put those together and the squeeze on the roughly 690 newly licensable lets is real: a £40,000 penalty, no no-fault route to possession if unlicensed, a Rent Repayment Order of up to twelve months’ rent through the First-tier Tribunal, and a place on the Mayor of London’s rogue landlord checker. The application is awkward too, with no online form, only a PDF download, the snag London Property Licensing flagged. The 25 November 2025 report to councillors first pulled converted blocks with self-contained flats into scope, then a later notice narrowed that to blocks where fewer than half the flats are owner-occupied, a wobble the same site noted.

None of this changes what you owe at the end of a tenancy. The Tenant Fees Act 2019 still says a landlord cannot force you to pay for a professional clean, and you still hand the property back as clean as the check-in report. What changes is the attention. With 690 lets entering inspection at once, dated before-and-after evidence when you leave is worth far more here now than it was on 21 March. One borough, several different cleans

The mistake a generic firm makes is treating Sutton as one suburb. A Cheam Village period villa, a St Helier cottage and a BedZED unit need three different sets of products and three different methods, and the clerks know the difference.

Cheam Village, SM3. The borough’s premium corner, a conservation area anchored by Whitehall Cheam, a Grade II* timber-framed house from about 1500 the council runs as a museum, and by Nonsuch Park on the Epsom boundary, site of Henry VIII’s lost 1538 palace. Stock runs to Edwardian villas around The Drive and Cheam Park, mock-period interwar houses and original cottages, with Goodfellows and Centro Residential the specialists. Conservation controls bite on the 2.8 to 3.2 metre ceilings, sash windows and shutters.

Belmont, SM2. The rising premium belt, on Belmont station next to the London Cancer Hub, the joint Royal Marsden and Institute of Cancer Research campus set to become Europe’s largest specialist cancer site. The Royal Marsden opened its Sutton campus in 1962, the ICR’s drug-discovery centre in 2020, and the full build-out adds about 1.1 million square feet and roughly 13,000 staff. That has tightened rents within walking reach, and the clinicians it brings expect a clean handover. Stock is substantial detached family housing with Edwardian pockets.

Carshalton and Carshalton Beeches, SM5. Carshalton village sits on the River Wandle, which rises in the Ponds, with the Grade II* Capability Brown landscape of Carshalton Park, the Grade II listed seventeenth-century Honeywood Museum on the Pond, the Grade I listed All Saints Church and a listed Victorian water tower. The historic core is a conservation area; stock mixes Victorian terrace, 1930s semi and post-war infill. Carshalton Beeches, further south, is the premium conservation area, an Edwardian villa belt on big plots around its own station, with Kenyons and Ushers the specialists.

The Sutton mainline new-build cluster, SM1. Around St Nicholas Way and the St Nicholas Centre, recent one-, two- and three-bed flats aimed at commuters, with Burn & Warne and Butlers the Stafford Road independents on much of it; Burn & Warne’s own marketing pitches a roughly thirty-second walk to the station. Integrated Bosch, Siemens or Neff appliances, engineered-wood floors, balconies and concierge access, with photo evidence for an operator-style handover.

St Helier, SM4 and SM5. The 1930s London County Council cottage estate, built between 1928 and 1936 to rehouse Inner London families after slum clearance, named after Lady St Helier. One of the largest cottage estates in Europe, with selected listed structures, anchored by St Helier Hospital. Cottage-style semis and terraces with original oak doors, Crittall windows and period fireplaces.

Hackbridge and BedZED, SM6. In 2002 Peabody finished BedZED, the Beddington Zero Energy Development, the world’s first large-scale carbon-neutral housing scheme: 100 homes by Bill Dunster Architects with BioRegional. You know it by the coloured wind cowls on every roof, a passive ventilation system, with south-facing glazing and bespoke timber throughout. Roundshaw, SM6. The post-war estate sits on what was Croydon Airport, Britain’s first international airport, the Imperial Airways base that ran from 1920 to 1959 before Heathrow took over. The estate went up from the 1960s; the listed 1928 terminal survives nearby at Purley Way in Croydon. Mostly 1960s and 1970s estate stock with later infill, lighter wear and higher turnover.

Wallington and Beddington, SM6. Wallington is the borough’s second town centre, around the High Street, Woodcote Road and the station, with substantial 1920s and 1930s semis; Barnard Marcus is the dominant agent. Beddington is the old village on the Croydon boundary, with Beddington Park, the Grade II* Carew Manor (medieval origins, now a school) and the eighteenth-century dovecote. Interwar detail throughout: oak doors with bevelled glass, picture rails, tiled fireplaces and leaded casements.

Worcester Park, KT4 and SM3. Shared with Kingston, the boundary running along the railway, on the South Western line to Waterloo. Substantial 1920s and 1930s family houses, long tenancies and plenty of wear, with Hunters and Leaders among the active agents.

The rest is no afterthought. Rosehill and Benhilton are interwar semi belts north of the centre; Stonecot Hill runs the Merton boundary; South Sutton and Sutton Common fill the band between the town and Belmont.


The order a check-out clerk works in

A decade of Sutton check-outs hands you a running order. The oven is first, every time, with the worst build-up in long Cheam, Belmont, Carshalton Beeches, Wallington and Worcester Park family lets. Next the washing-machine door seal and detergent drawer, that mould ring again. Then limescale on every tap and tile joint, then grout, kitchen and bathroom, which is the line between a pass and a deduction.

Bedrooms and living space bring the period and eco detail in. Inside every wardrobe and built-in, skirtings and frames, brass door furniture cleaned to the metal, ceiling roses that hold decades of dust in Edwardian stock, high cornicing at 2.8 to 3.2 metres reached with telescopic poles. Window sills get sash-runner and pulley-cord care in the Edwardians, non-abrasive care on 1930s leaded casements, pH-neutral on BedZED’s eco-glazing, with exterior glass a separate window cleaning add-on. Radiators are done behind and underneath, fireplaces to suit cast iron or marble, walls spot-wiped though nail holes are a decorator’s problem. Carpets get hoovered under beds and sofas, with hot-water extraction common in the bigger family lets, which is carpet cleaning; designer upholstery in the furnished mainline flats sometimes needs professional upholstery cleaning. Every switch and entryphone is included, the new-build concierge panels too, then internal doors, stairs, bannisters, cobwebs and a final walk-through with before-and-after photos. That photo set is the point. It is your evidence if the clerk gets creative.
