How the check-in report quietly decides your deposit

Start with the mechanism, because hardly anyone does, and it is the whole game. When you moved into your apartment at The Heron, a clerk walked it and wrote a report describing every surface, photographed on day one when the glass was spotless and the stone floor still had its factory polish. Almost nobody loses a deposit in a tower like this on damage. The flats are young, the fittings are good, and tenants here tend to look after them. Money comes off for one reason: the hand-back finish did not match the itemised inventory, and in a glass apartment that inventory is unusually easy to mark against. A tide-line on a shower screen, a cloudy film along the bottom of a window, a splashback wiped while greasy so it dried smeared, an integrated oven that looks clean from the front and is brown across the back wall. None of that is damage. All of it is deductible, because the inventory says the surface was clear and now it is not.

The money is not small. City rents make these deposits worth arguing over, and the agent is on the hook for protecting one that sits in a scheme, so the inspection is genuinely careful. The clerk does not grade effort; they photograph the surface, set the shot beside the check-in picture, and write a line. Cleaning is the most disputed deposit category year after year, and the one a proper clean settles, because it turns on evidence rather than opinion.

Two things sit behind this in law. A landlord cannot make professional cleaning a contractual condition, so nobody can force you to book us. The deposit itself has to be protected in a government-backed scheme, and the government’s deposit-protection guidance sets out where the fair-wear line falls. A flat handed back not professionally clean, when it was let professionally clean, is a defensible deduction, and a dated professional clean is what answers it.


The daylight problem nobody sees coming

One thing makes The Heron different from almost every property we clean. Streaks that pass unnoticed under a ceiling lamp are obvious here. Floor-to-ceiling glazing, a glass shower screen, gloss handle-less kitchen fronts and a polished stone floor all show every mark in that light, and the clerk turns deliberately to face the window to catch them.

So we clean to the light, not to a finish that only looks done in a dim hallway. The full-height window glass is taken to a streak-free finish on the inside, and the stone is buffed rather than left damp and cloudy. On a high floor the window is the single surface the inventory clerk is most likely to photograph, so it is the one we finish to the highest standard. None of this is clever work. It is patient, surface-by-surface work in the clerk’s order, done in good light.

What Thames Water does to a glass apartment

The City sits in London’s hard-water zone, and that one fact causes more borderline check-outs at The Heron than anything else we see. The supply is Thames Water, which runs hard across the capital, roughly 260 to 290 milligrams of calcium carbonate per litre. On a tower where most vertical surfaces are glass, that mineral content dries to a white haze a kitchen spray will not touch. Tenants scrub it, the haze stays, and they assume the glass is just old. It is not old. It is scaled, and it needs a proper descaling pass.

The wet room is where it lands hardest. A glass shower screen on hard water collects a dried tide-line low down and a spray-haze across the face, and a wipe that leaves a film when it dries is exactly the finish a clerk photographs. We take the screen, the taps, the showerhead and the tile grout back to clear with a real scale remover and physical effort, then dry and buff the chrome so nothing returns a bloom by the afternoon walk-through. The basin, the bath where there is one, the WC and any brushed fittings get the same treatment. The standard is simple: nothing should show a water mark when the clerk turns it to the light.

The same scale builds in the kitchen, on the mixer tap and the sink, and gets the same descaling pass. Where a fitting or a run of grout is genuinely past saving in a longer let, we photograph its state before we start, so the clerk cannot bill you for wear that was already there at check-in. The kitchen takes most of the time, because handle-less gloss units and integrated appliances hide grease in exactly the places a clerk checks. The integrated oven is taken apart as far as it is designed to come, the door glass split so the brown film between the panels comes out, and the back wall and roof of the cavity cleared rather than just the front wiped. The integrated fridge-freezer, dishwasher and washer-dryer are cleaned inside, seals and drawers included, and eased out on their runners so the sides and floor behind them are done. The splashback, hob, extractor canopy and filter are degreased, the gloss fronts cleaned at the push points, and the sink and chrome descaled clear.

The bathroom or wet room is the second hard area, and the work there is mostly the descaling already described, taken methodically through every fitting. Glass screens and any enclosure get the full descaling pass, tiling and grout are cleaned and the silicone lines wiped back, and mirrors, any mirrored cabinet and the extractor vent are done before the floor is finished last.

Open-plan living space and bedrooms in these apartments are mostly hard floor, built-in storage and glass. Engineered or stone flooring is cleaned to the correct method rather than over-wetted, and built-in and walk-in wardrobes are cleaned inside, rails, shelving and the tops of units included. Skirting, floor edges, internal doors and frames, switches and sockets are wiped, radiators and convector grilles done, and the slats of any fitted blinds dusted, because that dust shows against the daylight. Then everything else a clerk can run a finger or eye along: internal glazing and any glass balustrade both faces, light fittings and vents, the tops of doors, and any utility or heat-interface-unit cupboard. Hard floors are finished last so nothing is walked back over.


One tower, and the City around it

The Heron is one building, and it is worth being precise rather than pretending it is a neighbourhood. It is a residential tower at 5 Moor Lane and Silk Street, EC2Y, in the Cripplegate ward of the City of London, designed by David Walker Architects and finished in September 2013: thirty-six storeys, 284 apartments from studios up to penthouses, an eight-storey atrium through the middle, a 24-hour concierge. It rises out of the Milton Court redevelopment, the lower part of which is the Guildhall School of Music and Drama’s Milton Court, a 625-seat concert hall and a theatre, so there is a working performing-arts venue directly beneath the flats. The stock is uniform in a way most areas are not: glazed, integrated-appliance, hard-floor apartments to a single high specification, let mostly to City professionals and as corporate or pied-a-terre flats. There is no period stock inside The Heron and we are not going to pretend otherwise.

The wider EC2Y context is the Barbican Estate next door, a different animal again. Chamberlin, Powell and Bon built it between 1965 and 1976, roughly 2,014 flats and around 4,000 residents across the terraces and three towers, and those towers, Cromwell, Lauderdale and Shakespeare, the last 44 storeys and once the tallest residential building in Europe, are concrete brutalist rather than glazed. The terrace blocks, Defoe House, Ben Jonson House and the rest, carry their own fitted detail. We clean the Barbican flats to the same inventory discipline, but the surfaces are board-marked concrete, parquet and original joinery rather than the gloss and glass of The Heron, so the method shifts to suit. The Barbican Centre, the City’s own arts centre, sits in the middle of the estate.

Access at The Heron is the easy part for once. Moorgate is a few minutes’ walk, with the Circle, Hammersmith & City, Metropolitan, Northern and Elizabeth lines plus National Rail, and Barbican station on the Circle, Hammersmith & City and Metropolitan lines is closer still. Oven deep-cleaning is already included in the end of tenancy price; as a standalone it is £77 for a single oven, £110 for a double and £114 for a 90cm range cooker. Does the Renters’ Rights Act 2025 change my deposit position?

Not the cleaning side. The Renters’ Rights Act 2025 went live on 1 May 2026, ending fixed terms and Section 21 no-fault evictions, and existing assured shorthold tenancies converted to periodic ones. Your deposit still sits in a government-backed scheme, the cap is unchanged, and a clean below the check-in standard can still be charged for. The real effect in the City is timing: corporate and pied-a-terre lets turn over more often and less predictably, so the slot you want is harder to get late on.

My apartment has stone or engineered floors, not carpet. Does that change the price?

No, the band price stands. Carpet shampoo is only an add-on where a flat actually has carpet, and most apartments at The Heron are hard floor. We clean stone and engineered boards to the correct method for the floor rather than over-wetting them, and finish them last so nothing is walked back over before the clerk arrives.

What does the 48-hour re-clean guarantee actually cover?

It covers anything on the 57-point agent-approved checklist that the inventory clerk marks as not clean within 48 hours of us finishing. We come back and re-do that item free, as long as nobody has moved in and the flat is in the state we left it. It does not cover damage or wear that is not a cleaning fault.
