The report that decides your deposit was written on your first day

Start with the mechanism, because hardly anyone does, and it is the whole game. On the day you moved in, a clerk walked the property and wrote a line against every surface, usually with a photograph attached, and against the kitchen and bathroom that line very often read “clean” or “as new”. It was true when it was written, because the place had just been done professionally. At check-out somebody walks it again with that report in hand, comparing line by line, and anything materially worse than the entry beyond fair wear and tear is chargeable against your deposit.

What 18 March 2026 did to a Rush Green and Crowlands tenancy

This is the local fact that matters, and it is recent enough that plenty of people renting here have not caught up with it. On 18 March 2026 Havering’s selective licensing scheme came into force, running to 17 March 2031. Rush Green and Crowlands is one of the seven designated wards, alongside Beam Park, Harold Wood, Rainham and Wennington, Squirrels Heath, St Albans and St Edwards. Rent privately inside the ward and your landlord needs a licence.

The fee is £950 a property before discounts, structured as Part A at £570 and Part B at £380, with £100 off Part B for accredited landlords and £75 off for an EPC of C or above. None of that is money you pay, and none of it changes a line of what you owe on the way out.

It lands on your clean anyway. A landlord holding a licence with conditions attached has started paying an independent clerk to document the property properly between tenancies, because the paperwork now has consequences. Through the spring we have watched Crowlands check-outs get noticeably more forensic. Torches into the cooker gap. Extractor canopies photographed from underneath. One postcode sector, two boroughs, two sets of rules

Worth knowing if your address begins RM7 0, because that sector does not sit inside one council. Its northern part is Havering, in the Rush Green and Crowlands ward, so it falls under the ward-based scheme above. Keep going south and west and the same sector crosses into Barking and Dagenham, where selective licensing is not ward-based at all: it applies borough-wide, and it ran from 6 April 2025 to 5 April 2030.

Two neighbours, one postcode sector, two different licensing regimes. It has no effect on the standard of clean either of them needs. It has a real effect on which council your landlord answers to and which conditions sit behind the check-out. 1 May 2026, and why month-end in RM7 got worse

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point in the year instead of waiting out a fixed term.

None of it changed the clean.

The check-in benchmark still applies, the deposit rules are what they were the week before, and nobody can make a professional clean a contractual condition of your tenancy. What changed is the shape of the calendar, and in a rental market like this one that matters more than it sounds. Crowlands already churned faster than the leafier end of the borough, because the terraces here are the affordable family stock within walking distance of Romford station and the Elizabeth line, which is exactly the sort of property people take for two years and leave again. What Essex water leaves on a Crowlands bathroom

Here is a thing most people renting in RM7 get wrong, including a fair few landlords. Crowlands is not on Thames Water. The Essex supply zone run by Essex and Suffolk Water covers the London Borough of Havering, so the water coming out of your taps on Crowlands Avenue arrives from the Essex side of the map, and it is hard.

Hard water writes its own record of your tenancy. Calcium builds on the tap bases, the shower head and the screen faster than anybody expects, and a cloth does not lift it, it polishes it. The clerk checks for it in a specific way: thumbnail down the tap, screen viewed edge-on against the light, shower head pulled close to see whether the jets still run round. Limescale set into chrome is a slow job with the right product and no job at all with the wrong one, and on the older suites still sitting in plenty of these houses the original glaze will not survive a strong acid descaler, so it gets a paste, a soft brush and time.

Grout is the other one, and in this ward it is the line between a pass and a deduction more often than carpets are. We scrub it. Where it is past saving, which happens on a five-year family let, we photograph it before we start so nobody can bill you for wear that was already in the check-in pictures.

Crowlands street by street: what RM7 actually rents out

Crowlands is inter-war Romford, laid out between the town centre and Rush Green, and the stock is remarkably consistent for a London ward: terraced and semi-detached family houses, two storeys, most with a kitchen extension stuck on the back at some point in the last forty years. Crowlands Avenue is the spine of it. Romford station is under a mile away, which is what keeps these streets rentable and why the tenancies churn.

The extension is where the deposits go. It is almost always the kitchen, it almost always holds the hob and the extractor, and it is almost always the worst-lit room in the house, so grease builds on the canopy underside for a year and nobody sees it. Standing height does not show it. The clerk leans down and looks up, every time.

The other patterns worth knowing. Under-stair cupboards here are deep and get treated as a shed, so they arrive full of whatever never made it to the van. The stair carpet in a family let takes a beating a flat’s does not, and the nap on the tread fronts goes flat and grey. Built-in wardrobes in the back bedrooms have tops nobody has touched since they went in. And most of these streets are owner-occupied, which sounds irrelevant and is not: a landlord with one house among homeowners tends to care intensely about its state, rather than shrug like a portfolio operator with a maintenance budget.

Round the edges it shifts. Toward London Road and Cottons Park, where Crowlands Primary School sits, you get a scatter of older terraces and flats over the parade. South toward Rush Green the houses stay much the same but the council changes underneath you.

A fair example of the pattern here. Booking it, and the Romford month-end problem
