Why the licence on the wall changes your check-out

Something changed here in March 2026. It has quietly raised the bar at check-out. Havering Council brought in a selective licensing scheme covering seven wards, Squirrels Heath among them, running from 18 March 2026 to 17 March 2031. Every privately rented home in the ward let to a single family or two unrelated sharers now needs a licence to be let legally.

Alongside it, a borough-wide additional scheme licenses the smaller HMOs that the mandatory scheme never caught. The two schemes are not cheap for a landlord. A selective licence runs to £950 and an additional HMO licence to £1,400, with applications open since 25 January 2026. Here is why that lands on your clean. A licence comes with conditions: gas and electrical certificates kept current, management standards documented, the property kept to a minimum condition. A landlord who has just paid the fee and signed up to inspection is watching every tenancy, and a greasy cooker hood filter is no longer just untidy to them. What the 2025 rules changed, and what they left alone

The renting law changed in 2025. Here it matters mostly because of timing. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and brought the biggest shake-up of private renting in a generation onto the statute book. Its first major phase landed on 1 May 2026.

From that date Section 21 no-fault evictions ended, and assured shorthold tenancies were replaced by periodic assured tenancies that roll month to month with no fixed end. What none of it softened is the cleaning standard. The Act did not touch what a house has to be handed back as, and it left the Tenant Fees Act 2019 firmly in place. That earlier law caps your deposit at five weeks’ rent and bans a blanket “professional cleaning” fee charged just for being a tenant. It also makes an old clause demanding a paid professional clean unenforceable on a tenancy that began or renewed after it came in. A landlord can only deduct for a genuine shortfall against the documented check-in condition, and only with evidence. A fair number of check-out reports still lean on a cleaning fee the agent cannot charge, and a tenant who knows where that line sits can call it.


Getting a crew and a van onto your street
