From a market charter to a move-out day: what shapes an RM1 clean

Romford Market has traded on the same Market Place since 1247, when Henry III granted the town a royal charter and, with it, the old rule that no rival market could open within a day’s drove of it. Nearly eight centuries on, the market still runs Wednesday, Friday and Saturday, and it still shapes the traffic and the parking on those three days more than anything else in the centre.

The other name that built this town is Ind Coope. The old Star Brewery grew from a single pub in 1708 into one of the biggest employers Essex ever had, running close to a thousand workers across 20 acres just off the High Street at its 1970 peak. It closed for good in 1993, folded into Carlsberg-Tetley, and the site sat empty for years before The Brewery shopping and leisure centre opened on top of it in 2001. Much of the town centre you would recognise today, the cinema, the restaurant terraces, the leisure units, sits on land that once smelled of hops.

Romford became part of outer London only on a map, and it still runs two housing patterns at once: short lets above the shops, long family tenancies further out. Those two patterns produce two very different check-outs, and the rest of this page is built around that split.


Romford Town street by street: tower, semi and terrace

Split Romford Town Centre into three bands and the cleaning problems change with each one.

Nearest the Market Place and South Street sit the newest blocks. The Liberty shopping centre has stood for sixty years and is now mid-redevelopment: a planning application went in during January 2026 for up to 800 new homes in blocks as tall as 23 storeys, with the first phase on Western Road and South Street alone bringing 380 flats, new shops and a public square. Anyone handing back a flat in that stretch is usually in a floor-to-ceiling-glass one-bed above a concierge lobby, and the glass is exactly where the hard water shows.

Move out past the ring road and the ground gives way to 1930s semis: dark red brick, bow-fronted bay windows, three-bed family homes along the avenues off Main Road, Hare Street and Collier Row Lane. These tend to be longer tenancies, and the grease behind a freestanding cooker builds for years rather than months.

Closer to the historic core, around the church and the older lanes off the Market Place, the stock turns to Victorian terraces from the railway-boom years after 1839: narrow hallways, original picture rails, sash windows that need slow careful work rather than a quick wipe. We clean all three bands to the same checklist. We just bring a different order of work to each one.

What Havering’s licensing rules require in Romford Town, and what they don’t

Two council rules bite here. One used to and no longer does.

The first is planning. Romford Town has sat under Havering’s HMO Article 4 Direction since 13 July 2016, alongside Brooklands, Heaton and Gooshays wards, so turning an ordinary house into a small shared home needs planning permission before anything else happens.

The second is licensing, and Havering rebuilt the whole system in 2026. From 18 March 2026 a borough-wide additional HMO licensing scheme replaced the old one, which had only ever covered six wards and expired that January. The new licence covers any shared home let to three or four unrelated people sharing a kitchen or bathroom, and the fee has gone up sharply, from £900 to £1,400.

The one that used to apply and doesn’t any more is selective licensing. Romford Town sat inside Havering’s old selective scheme alongside Brooklands, but that scheme also expired in January 2026. Its replacement, running from 18 March 2026, covers seven different wards: Beam Park, Harold Wood, Rainham and Wennington, Rush Green and Crowlands, Squirrels Heath, St Albans and St Edwards. Romford Town is not one of them. An ordinary single-family flat in RM1 needs no selective licence today. A shared HMO almost always needs both the Article 4 permission and the new additional licence, and that paperwork tends to travel with a stricter, clerk-led check-out. The Renters’ Rights Act, more than a year on

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every assured shorthold tenancy in England has converted to a periodic one, and a tenant can now give two months’ notice whenever they choose rather than waiting for a fixed term to run out.

What it did not touch is cleaning. The Tenant Fees Act still stops a landlord making a professional clean a contractual condition, and a deposit deduction still has to be measured against fair wear and tear, exactly as before. The change that matters here is timing: shorter, more frequent and less predictable move-outs across the town centre’s rental stock, stacked on a market that was already high-churn because of the Elizabeth line. Book earlier than you used to.


Chalk water, and the film it leaves on glass and grout

Thames Water supplies this postcode, and the RM1 reading comes out at roughly 300 parts per million, classed as very hard. Chalk and limestone sit under most of the Thames Valley, and the practical result is a scale film that builds on taps, shower screens and tile grout faster than anyone renting here expects.

On the new towers around South Street it shows worst on the floor-to-ceiling glass and the shower enclosure, both exactly where a clerk’s camera goes. On the older terraces it is the bath taps, the kettle and the shower head that fur up first. A wipe with a cloth does nothing to set limescale, it just spreads the haze around, so we work it off with the right remover and a bladed finish instead of a general wipe-down, and we descale kettles and shower heads as a matter of course because a clerk lifts both more often than tenants think.

Grout is the other one. In a long family let it goes grey years before anyone notices, and if it is already grey in the move-in photos, a clerk cannot fairly charge you for it at check-out. We scrub grout back as far as honest effort takes it and photograph anything genuinely past saving before we start.

Kitchen

The oven is stripped, not wiped: racks soaked, the door glass split apart so the film between the panels comes out, interior, fan, element and seals all done. Window sills, reveals and frames, with the sash windows in the older terraces needing slow hand work rather than a spray-and-wipe. Radiators behind, under and on top. Walls spot-cleaned for marks, with a realistic line drawn around what is genuinely dirt and what is a decorator’s job. Carpets vacuumed where fitted, hard floors washed where they are not.

Throughout

Hallways, switches, sockets, internal doors both sides. Balcony floor and railing in the tower flats, because clerks step out and check. Cobwebs out of the ceiling corners. Then a final walk-through, photographed before and after, room by room. That photo set is the evidence you keep.

Ovens, carpets and the tower-block glass

A handful of add-ons come up on nearly every Romford Town booking. The oven is the most common: a single oven is £77, a double £110 and a 90cm range cooker £114, and it stands as its own visit if the oven is genuinely the only thing the agent flagged. That covers standalone oven cleaning without the full flat job attached.

Carpets are next. If your move-in inventory recorded them as professionally cleaned, you will usually need to match that at check-out, and our carpet cleaning covers it: £36 a bedroom, £43 a living room, or £115 for the whole carpeted run of a two-bed. Exterior glass on the higher floors is a specialist window cleaning job, and it is worth booking separately if the inventory calls for it, because it is not something two cleaners can safely reach from inside a flat.

Booking around market days and the ring road

One honest note on timing. Wednesday, Friday and Saturday are market days, and South Street and the Market Place get genuinely difficult for a van around those hours.
