A Wimbledon Village deposit can run to £8,500, a Mitcham one a fraction of that, and the clean that protects either costs a fraction again. That gap is the reason this page runs as long as it does.
On 24 March 2026 the entire borough became an Article 4 area, up from seven wards before. After the Cabinet vote on 16 February, an immediate direction swept in the other 13, so a landlord splitting a house into a shared HMO anywhere from Wimbledon Town to St Helier now needs planning permission first. That single change sits behind nearly every check-out in Merton this year, and it is why the agent inspecting your flat photographs more than they did in 2024. Move-out cleaning has not got harder. The price of doing it badly has gone up.

Start with the money you stand to lose
Deposit stakes here scale with the market. A studio in Colliers Wood or Morden sits at roughly £900 to £1,400, a two-bed conversion £1,800 to £2,800, a Merton Park John Innes three-bed £3,000 to £4,800, and a four-bed Wimbledon Village family house £4,500 to £8,500. The Mitcham and Pollards Hill Victorian terraces hold less, £1,400 to £2,400 on a typical two-bed, but the deductions bite just as hard.
After a decade of borough check-outs, the list of what gets taken barely changes. The oven costs £100 to £200, worse in the long family lets where grease has built up for years, and the Abbey Mills integrated appliances need a full strip-down or they fail too. Grout and limescale run £80 to £180, because south-west London water is brutally hard. Victorian cornicing on the 3 to 3.2 metre ceilings goes for £100 to £300, because nobody cleans what they cannot reach. Period sash windows, £80 to £200. One real job, lightly anonymised, makes the point. Three-bed Victorian terrace in Merton Park, John Innes conservation area, off Dorset Road: three-metre ceilings, ornate cornicing, original pine boards, sash windows with working shutters. Five-year family let, deposit £3,800, agent Brinkleys. Three cleaners for a full day, pole work on the cornicing, pine boards given a pH-neutral treatment, photo report on every room. The check-out signed off next morning and the full deposit came back five days later. The clean cost £345 and headed off easily £1,500 in likely deductions.
How a Merton check-out actually unfolds
The clerk has a route, the same one every time. The oven gets opened first. Then the washing-machine door seal, that black mould ring nobody thinks about. Then limescale and grout, the straight pass-or-deduct line. Then the high cornicing in the Wimbledon Village and Merton Park Victorian stock and the Abbey Mills engineered-wood floors that fail on the wrong product. Walls and carpets come last, where stains and compression are often a written extraction clause, so see carpet cleaning. These three jobs are not the same, and the difference decides which one you book. An end-of-tenancy clean exists to pass an inventory and get a deposit back: measured against the agent’s benchmark, property empty, with the 48-hour re-clean. A deep clean resets a home you are staying in, thorough but with no formal external standard and a 24-hour redo. A regular domestic clean from £22 an hour is ongoing upkeep. End of tenancy and deep clean both run from £30 an hour; the test, not the price, separates them.
Five rental markets wearing one borough’s name
Merton is small, about 14.7 square miles and roughly 200,000 people, one of the lowest-crime boroughs in London with 62 primary schools, which is why family demand here never really softens. The averages hide the truth. Per the latest ONS data the headline rent is £2,079 a month and the headline house price £614,000, flat year on year and above the £554,000 London figure, with home-mover purchases at £772,000 because the Wimbledon family belt drags the number up.
Look closer and the borough splits hard. Per Homemove’s March 2026 figures across 3,479 live listings the average asking price is £800,892, from flats near £465,739 to detached homes at £3,180,782. SW19 and SW20 Wimbledon, Raynes Park and Colliers Wood sit near £700,000, while SM4 Morden and CR4 Mitcham have historically run at about half that. Wimbledon town centre alone saw a spending increase by 122% between 2019 and 2023 on Love Wimbledon BID data. Foxtons carries roughly 67 Merton lettings at an average asking rent of £3,575, Openrent around 62 at £2,152, which is the borough in a single line. Room by room, what we actually do
Every Merton booking runs off the same 57-point checklist, built over a decade of south-west London check-outs and tuned to what Merton clerks flag. The summary is below; the full list comes on request. None of it is guesswork.
Kitchen, where most Merton deposits go
The oven comes fully apart: racks soaking, glass split, interior, fan and seals. Family-belt kitchens often run a Rangemaster or AGA, the Abbey Mills flats carry integrated Bosch or Neff, and Morden and Mitcham tend to keep freestanding cookers. Hob rings come off and the knobs get washed, the extractor is degreased and its filter replaced, every cupboard is done inside and out, and the fridge and freezer are cleaned inside once you have defrosted them. We pull out the fridge, dishwasher and washing machine and clean behind them. The washing-machine door seal is the first thing a clerk opens, so the seal, drum, drawer, dishwasher filter and microwave all get done. Sink and taps are descaled, and tiles and grout are scrubbed, not wiped. Standalone oven cleaning and floor cleaning are there if that is all you need.
Bathrooms, the other deposit-killer
Limescale comes off the taps, shower head, screen and tiles, with the descaler matched to fittings that run from Victorian cast-iron baths through 1930s suites to designer Abbey Mills new-builds. Grout is scrubbed back toward white, and where it is past saving we photograph the pre-existing state so it cannot be pinned on you. The toilet gets done inside, under the rim, base, cistern and behind the pedestal. The shower screen is cleaned both sides, tracks and sealant included. Bath, taps, underside, overflow and plughole; on roll-top baths the feet always get inspected, so they always get cleaned. The extractor vent is wiped, which matters more in the internal Abbey Mills bathrooms. Floor into the corners and behind the loo.
Bedrooms, living areas and period detail
Inside every wardrobe, drawer and built-in cupboard. Skirting, frames, doors and handles, the original ceiling roses that hold years of dust. High ceilings and cornicing are the headline here: 3 to 3.2 metres in the Victorian belt, 2.5 to 2.7 in the 1930s semis, 2.4 to 2.7 in the new-builds, and we carry poles and extending ladders for all of it. Window sills and frames inside, sash pulleys in the period houses, non-abrasive care on leaded casements; exterior glass is a separate window cleaning add-on. Radiators, picture rails, architraves and original fireplaces are cleaned to suit the material, and walls are spot-wiped, though nail holes and scuffs are a decorator’s job. Carpets are hoovered under beds and sofas, rugs lifted, with hot-water extraction common in the family tenancies, so see carpet cleaning; furnished Abbey Mills flats sometimes need professional upholstery cleaning. Switches, sockets and concierge panels, internal doors both sides, stairs and bannisters. Then a final walk-through with before-and-after photographs of every room, which is your evidence pack and, in the licensed wards, what the council inspection expects to see.
Prices, and the four bands behind them
The rate is £30 per hour per cleaner, kit, products and in-borough travel included. The prices below assume a property in reasonable lived-in condition; heavy wear, a big Wimbledon Village house, or an Abbey Mills operator checklist push it up, and we say so on the phone, not after. Colliers Wood Abbey Mills and the central new-builds are the modern premium, because stripping integrated appliances eats time. The Raynes Park, Motspur Park and Morden 1930s semis are the outer family band, and Mitcham, Pollards Hill, Figge’s Marsh, Graveney and St Helier the affordable one.

The fortnight that scrambles the SW19 calendar
Merton has a turnover cycle no other London borough has, built around two weeks in summer. The Championships at Wimbledon are the oldest tennis tournament in the world, first played in 1877 at the All England Lawn Tennis and Croquet Club, and they pull over 500,000 spectators across late June into mid-July. For that fortnight, suitable houses in Wimbledon, Wimbledon Park and Merton Park let short at £2,500 to £15,000 a week, a second handover season on top of the normal September-to-September calendar.
Those turnarounds are tight, often 24 to 48 hours between one guest leaving and the next, and the standard is unforgiving because the incoming tenant is paying a lot. If your tenancy ends near the Village in early July, book well ahead, ten to fourteen days, or you are competing with every other turnaround in SW19. The diary fills fast.
The AELTC expansion onto the old Wimbledon Park Golf Club, a third show court and 39 grass courts, won Wandsworth and Merton approval in September 2023 and the Mayor’s in July 2024, then a Save Wimbledon Park judicial review partly succeeded in October 2025, so its future was unsettled at the time of writing. Either way, the Wimbledon Park corridor has already shifted toward professional and corporate lets with managed check-outs.
Wimbledon Village itself is the conservation area at the top of the hill, the Cannizaro House end, with the Grade I 1817 Windmill and Wimbledon Common’s 1,140 acres. Down in the Wandle valley, the Abbey Mills development sits on the site of Merton Priory, founded in 1114, later the works where William Morris and Liberty printed textiles, now part heritage market and part Prospect House flats by Colliers Wood station. Over in Morden, Morden Hall Park gives the suburban belt its National Trust parkland. None of this is scenery: the period and conservation stock behind those names is exactly where the fiddly, deduction-heavy cleaning lives.
Why the council’s paperwork lands on your deposit
Here is the bit that is not obvious. When the council inspects a landlord, that landlord inspects you harder at the end. Merton runs one of the tighter licensing regimes in south-west London, with three schemes overlapping. Mandatory HMO licensing covers the whole borough for five or more people from two or more households. Additional HMO licensing has run since 24 September 2023 across seven eastern Mitcham-belt wards: Colliers Wood, Cricket Green, Figge’s Marsh, Graveney, Lavender Fields, Longthornton and Pollards Hill. Selective licensing has run since September 2023 across the four hardest of those, where every privately rented single-household home needs a licence.
If your tenancy is in one of those four Selective wards, the property has likely had a council inspection on file, and the clerk will want dated photographs to match. We supply those as standard. In the licensed wards the photographs are not a nicety. They are the difference between a clean disagreement you can win and a deduction you cannot.
Then the Article 4 expansion landed on 24 March 2026. The original direction (17 November 2022, confirmed permanent the following April) only touched those seven Additional wards. The new one covers the remaining 13, from Abbey and Cannon Hill through Merton Park and Wimbledon Park to Wimbledon Town and Dundonald and the Village. Convert a house into a C4 HMO anywhere in Merton now and you need permission, no exceptions.
The money side sharpened at the same time. From 1 May 2026 the Renters’ Rights Act 2025 is live: Section 21 no-fault evictions gone, every assured shorthold tenancy turned periodic, two months’ notice whenever you like. Your cleaning obligation did not change. The Tenant Fees Act 2019 still bars a landlord from forcing you to buy professional cleaning, and the inventory-benchmark rule still decides disputes; the government’s guide to the Renters’ Rights Act covers the rest. The penalty for unlicensed letting rose from £30,000 to £40,000 an offence, plus Rent Repayment Orders of up to twelve months’ rent. Merton enforces it: one prosecution carried fines exceeding £30,000 against a landlord who chopped a house into flats without permission. Add-ons, and the boroughs over the boundary
Several jobs tend to ride along with a Merton move-out. Most go on the same booking. Carpet cleaning is a frequent contractual requirement in the family tenancies, on the same visit from £36 a room. Do I really need professional end-of-tenancy cleaning in Merton?
Legally no, since a landlord cannot make it a contractual requirement under the Tenant Fees Act 2019. In practice almost always yes: the check-in inventory was set by a professional clean, and most DIY attempts lose more in deductions than a clean would have cost.
What about Merton’s property licensing regime?
Three schemes overlap, set out in full above: borough-wide Mandatory HMO licensing (fee £1,774.88 for five units plus £52.92 per extra unit), Additional HMO licensing since 24 September 2023 in the seven Mitcham-belt wards (fee £1,450 to £1,550), and Selective licensing since September 2023 in four of those (fee £692). The Article 4 Direction went borough-wide on 24 March 2026, so C3 to C4 HMO conversion anywhere needs planning permission. Unlicensed landlords face civil penalties up to £40,000 an offence from 1 May 2026, plus Rent Repayment Orders of up to twelve months’ rent.
Does the Renters’ Rights Act 2025 affect Merton tenants?
