One document decides it, and you signed it at check-in
Every deposit dispute we see in CR0 runs on the same piece of paper. The day you moved in, an inventory clerk walked the flat and wrote down the condition of every surface, usually with photos, usually with “professionally cleaned” somewhere in the opening paragraph. Two West Croydons, and they fail the inspection differently
Stand outside the station for ten minutes and you can see both of them. West Croydon is the busiest interchange in the borough: the Overground terminates here, Southern trains run through, the trams stop outside, and the rebuilt bus station funnels half of south London past the door. Renters cluster around interchanges, and the housing they rent splits into two very different stories.
The first story is vertical. The pair of modular towers at 101 George Street went up in 2020 and were, for a while, the tallest modular buildings anywhere; the 50-storey College Road tower followed and took the title. Add Saffron Square on Wellesley Road and the build-to-rent blocks scattered around the town-centre fringe and you have thousands of newish flats with en-suites, engineered floors, integrated appliances and corporate check-out checklists that are stricter than any private landlord’s. These flats fail on water and glass: hazed shower screens, scaled taps, and the balcony sliding-door track that fills with grit and gets written up as its own line item. The Whitgift redevelopment next door has been coming for a decade, and while it stalls, the towers keep filling with tenants on one and two-year lets.
The second story runs up London Road. Shops with flats above them, from the station past Reeves Corner, where the House of Reeves furniture shop has traded since 1867 and lends the tram stop its name, then on toward Broad Green. Behind the shopfronts sit Victorian and Edwardian terraces on Pawsons Road, Sumner Road and Handcroft Road, a large share of them split into flats, flatshares and licensed HMOs. These fail on the slow stuff: grease behind cookers that have not moved in years, tired grout, skirting dust in rooms that never quite empty. The market lanes off Surrey Street mark the southern edge of our patch before the town centre proper.

The kitchen, where the older stock loses
The oven gets stripped rather than wiped: racks in a soaking tank, door glass split so the brown film between the panes comes out, interior, fan, element and seals all done. Grout scrubbed, the silicone bead treated where mould has started, toilet done inside, behind and under the rim, mirror and cabinet fronts polished, extractor vent dusted, floor into the corners. Everything else, including the line item nobody expects
Inside every wardrobe and fitted cupboard, on top of them, behind the doors. Skirting, frames, doors, handles, switches, sockets, radiators front and back. Windows cleaned inside with sills and reveals wiped; exterior faces on upper floors are a window cleaning job with the right access, not a stretch off a ladder. And the West Croydon special: the balcony. Tenants clean the flat and forget the sliding door, whose bottom track fills with grit and whose outer glass carries a weathered film the clerk can see edge-on against the light. We do both faces where they can be reached safely and clear the runner. Carpets are hoovered as standard; where a tenancy requires professional washing, the carpet cleaning add-on runs on the same visit, and hard-used sofas in the sharers sometimes want upholstery cleaning rather than a vacuum. The haze test, and what the water here does to glass
Croydon’s supply comes off chalk. Thames Water classes the water across its region as hard, in the 200 to 300 milligrams of calcium carbonate per litre band, and you can read that number straight off a West Croydon shower screen. Minerals build on glass, taps and tile joints faster than tenants expect, and a normal sponge does nothing once the build-up has had a year to set.
Scale is the local failure.
Clerks here test for it the lazy, reliable way: dry the screen, wait, look. They run a thumbnail down the tap and hold the shower head up to the light. Limescale that has bonded to chrome is slow work with the right chemistry and impossible work without it, which is why the DIY hand-backs we rescue in CR0 nearly always list the bathroom first. Grout is the other half of the story, and on grout we are honest in both directions: we scrub it as far as effort takes it, and where it was already grey at your check-in we photograph it before we start, so the wear that predates you stays off your bill.

Two dates that changed renting in this postcode
The first date is 1 May 2026, when the Renters’ Rights Act 2025 went live. Section 21 no-fault evictions are gone and every assured shorthold tenancy in England has converted to a periodic one, so a tenant can give two months’ notice at any point in the year. The cleaning side of a move-out did not change at all: same benchmark, same deposit maths. What changed is timing. Around a station with this much churn, move-outs are now more frequent and less predictable, and the good end-of-month slots go earlier than they used to.
The second date is 25 September 2026, and it is Croydon-specific. The council signed two licensing designations in March 2026 that both come into force that day and run for five years. Selective licensing will cover privately rented homes in 14 of the borough’s 28 wards, and the wards this page sits across, Broad Green, West Thornton and Fairfield, are all on the list. A separate additional licensing scheme for smaller shared houses runs borough-wide from the same day. In plain terms, most landlords around West Croydon will need a licence for the first time since the borough’s old scheme lapsed in 2020, licensed homes get inspected against written standards, and the hand-back bar in the split terraces off London Road gets firmer, not looser. We are already seeing agents tighten inventories ahead of it.

Anything unusual, a part-clean, a single room in a sharer, a flat mid-refurbishment, runs at £30 per hour per cleaner with kit and products included.
