The City’s eastern gate, and why it matters for a clean

Stand at the junction where Aldgate High Street meets Fenchurch Street and Leadenhall Street and you are next to Aldgate Pump, the little Grade II water fountain with a wolf’s head on the spout that has marked the eastern edge of the City of London for centuries. Distances to Essex were once measured from this spot. For most of the last hundred years the streets around it emptied out at six in the evening, because this was an office district and nobody had a flat here to go home to.

That is the fact that shapes end of tenancy work in Aldgate. The resident population is new. It arrived with the towers: Aldgate Place off Whitechapel High Street, the seven blocks of Goodman’s Fields down towards Leman Street, the Vine Street development tucked behind the Minories. Berkeley alone put roughly 900 homes into Goodman’s Fields, studios up to three-bed flats, twenty-four storeys at the tallest point. These are not period houses carved into bedsits. They are high-spec rented flats, a lot of them let furnished on twelve-month assured shorthold tenancies or held by an employer on a company let, and they turn over fast because the people in them move for work.

So the clean here is its own thing. You are not scraping decades of paint off a Victorian skirting board. You are returning a flat that was handed over new a few years ago, to an agent who still has the original handover photos and an inventory clerk who will hold you to them. Below is how we approach that, what it costs, where the licensing line runs, and what the deposit rules actually say when a clerk wants to keep money for cleaning.


Who rents in Aldgate now

The renter in Aldgate is usually here for a job. The eastern City cluster is a short walk away, 30 St Mary Axe (everyone calls it the Gherkin) and the towers around it, so a good slice of the demand is finance, law and tech people who want a ten-minute commute and will pay for a new flat to get it. Plenty of the lets are corporate. A firm signs the tenancy, an employee lives in it for a year or two, and when they rotate out the company wants the flat returned clean and the deposit closed without fuss.

That changes who you are really cleaning for. On a company let, the person moving out often is not the one whose name is on the deposit, so nobody in the flat is fighting hard over a cleaning charge. The agent and the relocation manager just want it signed off. We like those jobs because the brief is clear: hit the inventory, pass the check-out, done. The flip side is that the inventory clerks on these blocks are thorough, because the agents use the same two or three firms again and again and they all know each other.

There is a second kind of resident too. A fair few of the flats are owned by buy-to-let investors who let to young professionals sharing, so you get two or three people splitting a two-bed to make City rents work. That sharing pattern is what brings licensing into the picture, and the answer is different depending on which side of one particular street your flat sits, which I will come to.

Transport shapes the working day here in a way it does not in most of the patches we cover. Aldgate station, on the Circle and Metropolitan lines, sits almost on top of the residential blocks, and Aldgate East on the District and Hammersmith and City lines is a couple of minutes the other way, so a lot of our Aldgate cleaners come in by Underground rather than van. That suits the area, because parking a vehicle anywhere near the towers in the daytime is awkward and the loading bays are tied up with deliveries. When we do bring a van for a bigger job with carpet and oven kit, we time it around the morning delivery rush rather than fighting it.

One more local quirk worth knowing. Petticoat Lane runs through the middle of all this, the clothing market along Wentworth Street most weekdays and spreading onto Middlesex Street on a Sunday. If your move falls on a Sunday morning, the streets right around the market get busy and parking a van near Middlesex Street is a non-starter, so we plan those jobs early or work from the loading bay side of the block instead.


What a tower flat handover actually involves

The dominant property type in Aldgate is the new-build high-rise flat, and it cleans differently from an older London home. The surfaces are the giveaway. You get a lot of glass: floor-to-ceiling windows, glass balustrades on the balconies, and glass screens in the wet rooms instead of curtains. Glass shows every streak and every drip of hard-water residue, so the bulk of the time on these jobs goes on glass and on the hard floors.

London water is hard, and it leaves a white film on chrome, on shower screens and around taps. Limescale is the thing the clerk looks for in a bathroom, so we treat the wet-room screen, the taps, the shower head and the toilet base properly rather than wiping over them. We do not use the harsh scouring some people reach for, because the polished chrome and the composite stone surfaces in these flats scratch, and a scratched surface is its own deduction.

Kitchens in the towers are usually open-plan and fitted with an integrated oven, an induction or ceramic hob, and a concealed extractor. The extractor filter is the single most missed item in the whole flat. People clean the hob, they wipe the oven door, and they never touch the metal mesh filter above their heads, which by the end of a tenancy is loaded with grease. The clerk knows exactly where to look. We pull the filters, degrease them, do the oven interior including the racks and the door glass, and wipe down the unit fronts.

Then there is the underfloor heating. Most of these flats have engineered wood or large-format tile over a heated screed, no carpet in the living space at all. That helps, because there is less to go wrong, but grout lines on the tile pick up a grey haze and timber floors mark, so the floor gets cleaned to suit what it actually is rather than mopped the same way throughout. Carpet, where it exists, is usually only in the bedrooms.

Balconies are their own small job. Most of these flats have one, and a year of London air leaves a grey film on the decking and the glass balustrade that the clerk will notice. We clean the balcony floor, the inside and outside of the glass where it is safe to reach, and the door track, because the runners on those big sliding doors fill with grit and stop the door sealing.

The last thing is access and timing. You are working at height in a managed building, which means booking the service lift through the concierge, observing the loading bay rules, and often a fixed window for moves. Many of these blocks restrict van access to a bay with a time limit, and a few of the Goodman’s Fields cores only release the goods lift for booked slots, so a job that should take a morning can stall in the lobby if the lift was never reserved. We sort that with the building manager before the day so the team is not stood waiting for a key.

The boundary that decides your licensing

Aldgate straddles a real administrative line, and for a landlord letting to sharers it matters a lot. The western and central part sits in the City of London, run by the City of London Corporation. Cross east of the boundary, roughly past Middlesex Street and Mansell Street, and you are in the London Borough of Tower Hamlets. Same area to look at, two completely different licensing regimes.

In the City of London, only mandatory HMO licensing applies. A property needs a mandatory licence if it is occupied by five or more people forming more than one household who share a kitchen, bathroom or toilet, which is the national test under section 254 of the Housing Act 2004. The City Corporation runs no borough-wide additional scheme and no selective scheme, and it has said it has no plans to bring one in. The City has very few HMOs in the first place, so for most City-side Aldgate flats let to one household or a couple, no licence is needed at all. Tower Hamlets is stricter, and that catches the eastern edge of Aldgate. Tower Hamlets runs a borough-wide additional HMO licensing scheme that came into force on 1 April 2024 and covers smaller shared houses, those let to three or more people in more than one household. So a two-bed flat east of the line, shared by three young professionals, may well need an additional licence in Tower Hamlets where the identical flat on the City side would need nothing. Tower Hamlets also runs selective licensing in four wards, Whitechapel, Spitalfields and Banglatown, Weavers, and that scheme is currently set to run until the end of September 2026.

Why does this sit on a cleaning page? Because licensing drives churn. A licensed sharer HMO has more tenancies ending, more individual room turnovers, and tighter agent oversight, so the demand for a fast, inventory-grade clean is higher exactly where the licensing is. If you are not sure which side of the line your address falls, the postcode is a decent first clue: EC3 leans City, E1 leans Tower Hamlets, but the boundary does not follow the postcode tidily, so check the actual address against the council map before you assume.

Mandatory HMO licence
A licence required across England for a house or flat occupied by five or more people in more than one household sharing facilities. This is the only HMO scheme that applies on the City of London side of Aldgate.
Additional licensing
A council scheme that extends licensing to smaller HMOs, typically three or four occupants. Tower Hamlets runs one borough-wide from 1 April 2024, so it reaches the eastern part of Aldgate.
Selective licensing
A scheme that licenses ordinary private rentals rather than only shared houses, in named wards. Tower Hamlets applies it in Whitechapel, Spitalfields and Banglatown, and Weavers until late September 2026.

What it costs in Aldgate

Most Aldgate tower flats are studios, ones and twos, so the bulk of what we quote here sits at the lower end of that list. Getting the deposit back when the clerk disagrees

A clean is only worth what it saves you off the deposit, so it helps to know the rules. If your tenancy is an assured shorthold, your deposit must be held in one of the three government-backed protection schemes, and at the end of the tenancy your landlord or agent has to return it within ten days of you both agreeing how much comes back. The part tenants get wrong is the standard they are held to. You have to return the flat as clean as it was when you moved in, no better. You do not have to leave it cleaner than you found it, and a landlord cannot write a clause into the tenancy forcing you to pay for professional cleaning as a condition, because tenant fees like that are banned. Shelter spells this out: a landlord cannot deduct for fair wear and tear, and cannot make you pay for professional cleaning as a contractual requirement. The reason a professional clean still pays, despite all that, is evidence. To keep money for cleaning the landlord has to show the flat came back dirtier than it went out, usually with check-in and check-out photos and the inventory. A documented professional clean and a clean check-out report take that argument away. If you do end up in dispute, every protection scheme runs a free alternative dispute resolution service, you submit your evidence, the adjudicator decides, and you usually get the agreed money back inside ten days. The wider law is shifting too. The Renters’ Rights Act 2025 abolishes assured shorthold and fixed-term assured tenancies and moves all private renting to periodic tenancies, which changes how and when tenancies end. The deposit protection duty and the cleaning standard above are unaffected, but if you are moving in or out during the transition it is worth checking where your tenancy stands.

Do I need an HMO licence for a shared flat in Aldgate?

It depends which side of the boundary your flat is on. On the City of London side, only mandatory HMO licensing applies, for five or more people in more than one household, and there is no additional or selective scheme. East of the line in Tower Hamlets, a borough-wide additional scheme covers smaller HMOs of three or more people.
