Why a Golden Lane move-out is not a normal City clean

Most of the City has no real residents. The Golden Lane Estate is the exception, and it is unlike any other patch we clean. It is nine residential blocks built between 1953 and 1962 by Chamberlin, Powell and Bon, the practice that went on to design the Barbican next door, and the whole thing is listed. The City of London Corporation, which is both the local authority and the freeholder, got the estate listed at Grade II in 1997, with Crescent House along Goswell Road pulled up to Grade II* in the same listing for its barrel-vaulted top-floor flats. That status is the single fact that changes the clean.

Listing binds what you can alter, not how clean you leave the place. Nobody is going to fail your check-out because the flat is listed. What the listing does is rule out the aggressive shortcuts a rushed clean leans on. The Corporation publishes Listed Building Management Guidelines for the estate, updated in 2013, that tell leaseholders and tenants what needs listed building consent and what does not. The short version for cleaning: original surfaces get treated gently, and no caustic chemical, wire wool or steam goes near an original finish that contributes to the listing. We brief the team on that before we turn up. It is the only EC1Y job where that briefing is built in.

The estate is roughly half tenanted and half leasehold now. Of the 559 homes, the Corporation rents out a little over half as social housing and the rest are owned on long leases, most of them granted under right to buy from the early 1980s. So a move-out here is sometimes a Corporation tenant handing keys back to the estate office, and sometimes a leaseholder’s tenant handing back to a letting agent. Different paperwork, same clean.

Nobody is going to fail your check-out because the flat is listed.

One more thing changed this spring, and it is not about the clean. The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 is gone, and the old assured shorthold tenancies have rolled onto periodic terms, so a tenant can give two months’ notice whenever they like. Your cleaning obligation at the end of a tenancy is exactly what it was the week before. The only practical effect on the estate is timing: move-outs are less tied to a fixed end date now, so the slot you want fills less predictably. Book a few days earlier than you think you need to.


What the check-out clerk actually opens first

But the order matters, because the clerk on a Golden Lane flat does not work the room the way they would in a glass new-build down by Moorgate. The original parquet, every time

In the flats that were never modernised, the living room and bedroom floors are original wood-block parquet laid in a herringbone pattern. It is the estate’s signature deduction. Skin dust, grit and old polish work down into the joints between the blocks, and a wet mop just glazes the surface and misses the lines. We vacuum across the run and against it, then hand-work the edges and the joints, then finish with a barely-damp microfibre and dry it. A long tenancy usually needs two passes by hand. A steam mop is barred from this floor, both because the listing protects the original timber and because steam lifts a 1950s block floor clean off its bitumen bed.

The windows, and a real catch on the older blocks

Glazing on the estate is a mixed picture, which trips up cleaners who assume one method covers it. Great Arthur House, the 16-storey tower in the middle, had its whole single-glazed curtain wall replaced in a recent Corporation refurbishment, yellow glass bands and all, so those flats have modern sealed units that clean like any double glazing. The lower blocks and the maisonettes still carry original metal-framed casements and hoppers, and after sixty years of repainting many of the inside opening lights have been painted shut. A clerk knows to try every kitchen and bathroom hopper. If one will not open, the inside bead cannot be cleaned, and that reads as a cleaning fault unless somebody proves it was painted shut before you arrived. We do not chip paint off a listed frame, because that needs consent and is not our call. What we do is clean the bead as far as it opens, work the hinge gently, and photograph the painted-shut state so the line lands on the landlord’s maintenance, not your deposit.

The kitchen and bathroom fittings

After the floor and the windows the clerk goes to the wet areas: the oven and hob, the splashback, the sink, the basin and bath taps, the shower screen where there is one. In a modernised flat that is a standard strip-and-degrease. In an unmodernised one the original fittings get the gentle treatment. The estate block by block, because the flats are not the same

The nine blocks are not interchangeable, and the clean changes with the block. Tell us which one you are in when you ring and we price it properly. Here is the lie of the land.

Great Arthur House is the tower in the centre, sixteen storeys of one-bed flats, eight to a floor. It was the first building in the City to break the old hundred-foot height limit and was briefly the tallest home in the country. Since the curtain-wall refurbishment these are warm, sealed, modern-glazed flats, so the windows are easy and the focus is the kitchen, the bathroom and any carpet that went down over the original floor.

Crescent House runs the length of Goswell Road above the ground-floor shops and the Shakespeare pub, and it carries the Grade II* listing on its own. The top-floor flats have the barrel-vaulted ceilings the block is famous for. These get the most careful pass on the estate: soft work overhead, original surfaces by hand, nothing wet where it does not belong.

Cullum Welch House is the studio and bedsit block. Compact, often a single original room, so the clean is intense in a small footprint, with the kitchenette and the one bathroom doing all the heavy lifting in the inventory. Cuthbert Harrowing House is two-storey maisonettes, mostly two-bed with a handful of three-bed at the western end, and the internal stair and the upstairs landing are extra surfaces a flat would not have.

The rest, Stanley Cohen House, Bayer House, Bowater House, Basterfield House and Hatfield House, run from the Fann Street edge near the Barbican round to the gardens, a mix of flats and maisonettes on the lower floors. Whichever block you are in, access is the variable that bites: porter or estate-office arrangements, key handover, and the lifts in Great Arthur House, all of which we sort on the booking call rather than on the day.

A landmark worth knowing, because residents ask: the estate’s own leisure centre and swimming pool off Fann Street closed on 30 April 2026 when the operator went under, and the Corporation has a refurbishment lined up. It does not touch your clean. It is just the kind of estate detail a clerk who works EC1Y will mention, and we would rather you heard it from someone who knows the patch.

What Thames Water leaves on a 1950s bathroom

The estate is on Thames Water’s central London supply, which is very hard, around 290 parts per million of calcium carbonate (Thames Water hard water information). On the chrome taps, the kettle, the shower head and the washing-machine drawer, chalky scale builds inside a fortnight if descaling gets skipped. Clerks on the estate run a thumbnail down the tap and look at the shower screen edge-on against the light, and a cloth-wipe does nothing to set scale.

This is where the listed flats need a careful hand. On a modernised bathroom we descale hard and fast. On an original 1950s fitting we use a slower, gentler descale with proper dwell time and a polish off, never a harsh acid that would mark the original chrome or strip the finish. Same result, different method, which is exactly the kind of distinction the cheapest clean skips. Get the scale wrong and it is the most common single reason a hard-water flat fails its check-out.

Add-ons sit on top: £36 a bedroom or £43 a living room for carpet shampoo, £115 for the whole carpeted area of a two-bed, £77 for a single oven, £110 for a double, £114 for a 90cm range. Now the maths, because it is the whole point. The deposit on most of these tenancies is the legal five weeks’ rent under the Tenant Fees Act, six weeks where the annual rent tops £50,000, which a few of the larger leasehold lets here do. A one-bed in Crescent House lets around £1,950 a month, so the deposit sitting with the scheme is roughly £2,250. Against that, a £207 clean is not really a decision. The time that takes is built into the quoted price, not added on.

How long does the clean take?

A studio in Cullum Welch House takes a half day with two cleaners. A one-bed in Great Arthur House or Crescent House runs five to six hours. A two-bed maisonette in Cuthbert Harrowing House takes six to eight, longer where there is an internal stair. We work to the checklist rather than the clock, so the time depends on how lived-in the flat is.

Do you guarantee I get my deposit back?

We cannot guarantee the deposit, because the inventory has lines we never touch: paint, marks on listed fittings, the landlord’s own furniture. What we guarantee is the cleaning side. Are you insured?

Do I need to be there for the clean?

Will you chip paint off a window that has been painted shut?

My flat in Great Arthur House has new windows. Does that change anything?

It makes the windows easier. Great Arthur House had its single-glazed curtain wall replaced in a recent Corporation refurbishment, so those flats have modern sealed units that clean like any double glazing. The listed-building care then focuses on whatever original surfaces remain inside, plus the standard kitchen, bathroom and floor work.

Do I have to use a professional cleaner, or can I do it myself?

You can do it yourself. The Tenant Fees Act 2019 stops a landlord making professional cleaning a contractual condition. The snag is the benchmark: your check-in report was written against a professional clean, and matching that on a listed flat with original parquet and hard-water scale, without the kit, is hard. With deposits here above £2,000 the maths usually points one way.

Does the Renters’ Rights Act 2025 change my move-out clean?

No. Since 1 May 2026 the Act has abolished Section 21 and converted assured shorthold tenancies to periodic ones, so notice is more flexible. Your cleaning obligation at the end of the tenancy is unchanged. The only practical effect on the estate is that move-outs are less tied to fixed dates, so book your slot a little earlier than you used to.
