Why Moorgate deposits get deducted

The City of London is not a normal London letting market. Most of EC2 is offices. The resi pocket is small, premium, and dominated by a dozen-odd named blocks: The Heron at 5 Moor Lane, Roman House on Wood Street, Britannic House by the old BP HQ, City Forum on the Hackney border, the Brewery flats on Chiswell Street, and the residential fringe blocks on Finsbury Square that look out over Bunhill Fields. Every one of those is managed by an agent who deals with City tenants on six-figure salaries, and every one runs a tighter inventory than a standard London borough.

That tight inventory is why deductions happen. A Foxtons or JLL clerk on a Moor Lane two-bed will spend forty-five minutes on the kitchen alone. They lift the Miele induction hob to look at the seal underneath. They take the extractor mesh out and photograph the back of it. They pull the integrated dishwasher cutlery basket and photograph the spray arm. They open the under-sink waste cupboard and check the bin runner. None of that is unusual for a £900,000 flat. None of it is what most outgoing tenants are prepared for.

The deductions split into four buckets. Kitchen detail (the appliance interiors and the cabinet runners) is the biggest. Shower descale comes second because Thames Water hardness in EC2 sits in the 250-350 mg/l band that scientists call “very hard” and that you can see as a milky bloom on chrome under any flash photograph. Window glass and reveals come fourth, mostly because the floor-to-ceiling glazing on the newer blocks shows every smear from the inside.

The Renters’ Rights Act 2025 — what changed

The Renters’ Rights Act 2025 abolished Section 21 no-fault evictions for assured shorthold tenancies and folded existing tenancies into periodic tenancies from October 2025 onwards. For Moorgate that matters in two ways. First, more landlords are inspecting mid-tenancy than they used to, because the route to recovering possession at the end of a fixed term has gone. Second, the act tightened the rules around what counts as a permitted deduction. The City of London Corporation as your council

EC2 sits inside the City of London Corporation, which is your council in everything but name. The Corporation’s private renting pages point tenants at the same statutory protections as the rest of England, but the Corporation itself runs a small private-housing team that gets involved when a managing agent for a block has stopped responding. That doesn’t usually affect a clean directly. What does affect it is the Corporation’s restrictions on commercial vehicles in the City core during the working day, which is a logistics problem we’ll come back to lower down. There is no residents’ parking permit scheme of the type you’d see in Hackney or Islington — just a handful of pay-and-display bays on Finsbury Square that fill by 8am.

Block-specific quirks we see repeatedly

Each named block has a checkout pattern. The Heron at 5 Moor Lane runs concierge access between 8am and 8pm, so we book in for a 9am start and finish before evening handover. Roman House lifts are tight and slow, which means floor steam-cleaning kit gets staged in two trips. Britannic House has porter-controlled service-lift booking that needs 24 hours’ notice. The Brewery flats on Chiswell Street have a service-yard entrance that’s easier than the front, but the gate code rotates monthly. Finsbury Square fringe blocks have window-cleaning restrictions that limit external glass to scheduled contractors only — internal sides are us, external sides aren’t, and most check-out inventories accept that distinction if it’s documented in the original tenancy.

In the new-build towers (Heron, One Crown Place, City Forum) it’s appliance interiors and Lutron faceplates — the integrated Miele or Gaggenau ovens have removable trim, the dishwashers have removable spray arms, and the lighting control plates collect a fingerprint film that nobody routinely wipes. In the period conversions (Britannic House, Roman House, the Finsbury Square buildings) it’s the high cornicing and picture-rail dust, the original sash windows where the resi conversion kept them, and the parquet edges where furniture has marked the wax. In the loft conversions on South Place and Eldon Street it’s the exposed brick, the steel beams that pick up cobwebs at ceiling height, and the kitchen extractors which in some lofts vent through long internal ducts that drop grease at the bend.

Moor Lane, the tower frontage

Moor Lane runs from London Wall up to Silk Street. The Heron sits on the west side. North of it is the Barbican boundary; south is the Moorhouse office block. The bus stop on Moor Lane (route 100, Shadwell to St Paul’s) is the simplest crew arrival point if we’re coming from the Tower.

Wood Street and London Wall

Wood Street is Roman House’s address but the entrance is round the corner from the dining options on Wood Street itself. London Wall is six-lane traffic from 7am, and the resi entrances all sit on the quieter side streets. Service vans need to use the back where allowed.

Finsbury Square and the Bunhill side

This is the quieter end. Finsbury Square has the underground car park (City of London Corporation managed) which fills with commuters by 9. The fringe resi blocks all have bin chutes that get audited by management — kitchen waste left in a flat at check-out is a common deduction we see, and we always strip the kitchen bin and wash the chute opening.

What’s included

The 57-point agent-approved checklist runs through every room in a defined order so nothing gets missed. The order matters because dust falls. We do high surfaces first.

Kitchen

The Moorgate kitchen is almost always integrated. Miele, Gaggenau, Bosch, occasionally Bulthaup or Boffi at the higher-end blocks. We pull the hob, take the extractor mesh out and degrease both sides, remove the oven trim and clean the door glass interior, take out the dishwasher cutlery basket and clean the spray arm and seal, lift the fridge and freezer drawers and wipe the runners, clean inside the integrated wine fridge if there is one, descale the kettle, run a hot wash through the dishwasher with a tablet, wipe every cabinet door front and the runners on the soft-close drawers, clean the splashback grout, descale any chrome on the tap and waste, and polish out the sink. Bathrooms and en-suites

Limescale removal is the headline job in EC2. Thames Water hardness in this part of London is in the 250-350 mg/l band according to Thames Water’s water quality data, which means scale build-up on a chrome rainfall handset that hasn’t had a proper descale for six months will be visible to a flash camera. We use a scale remover paste on every chrome surface, leave it for the dwell time, then rinse and polish. The shower screen tracks get a separate descale. Toilet U-bend, cistern interior, taps, waste covers, all the way through. Mirrors finished with a microfibre. Extractor grilles unclipped and washed. Tile grout in colour-matched fashion (we don’t bleach dark grout white).

Bedrooms and living spaces

Wardrobes emptied and the interiors wiped, including the rails. Skirting boards behind the bed (where furniture pads have left a felt mark on the paint we’ll note it but won’t repaint — that’s redecoration, not cleaning). Picture-rail and cornice dust. Window reveals and ledges. Internal glass on the floor-to-ceiling windows in the towers (external glass is usually a building contractor and not in scope). Carpet vacuumed in two directions. If carpet shampoo has been booked we run the extraction unit on a slow pass.

Throughout

Hallways, lift lobbies if private, internal doors both sides, door frames, light switches, sockets, thermostats, intercom panels, smoke detector covers, internal floor edges. The whole flat finishes with a hot-water mop on hard floors and a final walk to check we haven’t missed anything. The crew lead signs off the 57-point sheet.
