The tide line on the bay window, and the water behind it

Start with the bay, because on this patch it decides more deposit conversations than anything else. Licences, HMOs and where an Eastbury semi actually stands

Havering brought in two new property licensing schemes on 18 March 2026, both running to 17 March 2031 (Havering private rented property licensing). It is worth being precise about which one touches Eastbury, because the two get muddled a lot locally.

The selective scheme, the one that puts a licence on ordinary single-family lets, covers seven wards only: Beam Park, Harold Wood, Rainham and Wennington, Rush Green and Crowlands, Squirrels Heath, St Albans and St Edwards. Eastbury sits in St Andrew’s ward, which is not on that list. A three-bed semi off Suttons Avenue let to one household does not need a selective licence.

The second scheme is additional licensing for houses in multiple occupation, and that one does apply across every Havering ward, St Andrew’s included. It only bites a property shared by separate households, though, not a family home. On top of that, an Article 4 direction has been in force borough-wide since 2016 (confirmed in 2015, effective from July that following year), removing the right to convert a flat, terrace or semi into an HMO without planning permission everywhere except Brooklands, Romford Town, Gooshays and Heaton. From the Suttons spine down to the old airfield

Eastbury is not one uniform thing, though it comes close. The bulk of it is the interwar pebbledash ribbon: Suttons Avenue and the longer Suttons Lane, with Sutton Road connecting across. Steep tiled roofs, leaded bays, a tiled fireplace in the front room, oak parquet in the hall. Head south down Suttons Lane and the stock loosens into post-war infill with rendered fronts as you approach Hornchurch Country Park, which is the old RAF Hornchurch airfield, First World War Suttons Farm before that, closed in 1962 and now grassed over the Ingrebourne valley. Tucked off the main roads there are pockets of newer executive homes too, and those we price and clean as a different kind of job.
