Why Ebbsfleet deposits get clipped

Ebbsfleet Garden City has no Victorian terraces and no Edwardian semis. The whole place was farmland, chalk pits and the old Blue Circle cement works until 2015, when Ebbsfleet Development Corporation was set up under its 2015 Order to deliver up to 40,000 homes. Planning, licensing and Article 4 across DA10 and DA11
Ebbsfleet is unusual. The planning authority across the garden city is Ebbsfleet Development Corporation, not Dartford or Gravesham. The corporation determines residential planning applications inside its boundary under the Ebbsfleet Development Corporation (Planning Functions) Order 2015. Around it, Dartford Borough Council holds Article 4 powers north of the A2 from 9 December 2025 (Dartford Council HMO planning rules) and south of the A2 from 10 December 2026, meaning any C3-to-C4 small-HMO change of use needs planning permission. Gravesham Borough Council operates standard mandatory HMO licensing for five-or-more-person, three-storey-plus HMOs through its HMO licensing scheme. None of that is the clerk’s problem at check-out, but it shapes the kind of let you are likely on. Almost every Castle Hill, Springhead Park or Ashmere let is single-family C3, not HMO.
