How the check-in report quietly runs the show

Start with the document, because it decides everything and almost nobody reads it twice. When you moved in, a clerk walked the flat and wrote down the state of every surface, usually with photos, usually with the word “clean” against the kitchen and bathroom because the place had just been done professionally between tenancies. That report is the benchmark. It has changed faster than almost anywhere in Newham, and the reason is a train. Since the Elizabeth line began running through Forest Gate station in 2022, the flat you could have rented cheaply in 2019 is now let to a couple priced out of Hackney or Walthamstow, at a rent that would have looked absurd a decade ago. The deposit sitting in the scheme moved up with it. So did the agent’s standards.

Two kinds of tenant meet on these streets now. There are the long-standing, mixed communities who have been here for years, and there are the young professionals and families who arrived on the back of the train and the Woodgrange Road cafes. The result is high churn, a lot of one-year and two-year lets, and a move-out market that is busier and less predictable than it used to be.

The flat you could have rented cheaply in 2019 is now let to a couple priced out of Hackney, and the deposit moved up with it.

The Renters’ Rights Act 2025 came into force on 1 May 2026, and it changed the timing of all this without changing the clean itself. Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to rolling periodic tenancies, so a tenant can now give two months’ notice at any point in the year rather than waiting out a fixed term. The cleaning obligations at the end are exactly what they were. What changes on the ground is that move-outs in a high-turnover patch like this get more frequent and harder to predict, so the sensible move is to book the clean earlier than you used to, before the slot you want has gone.


Why Newham’s licence makes the clerks stricter here

Newham was the first council in the country to license the whole borough, back in 2013, and it has run the longest borough-wide selective licensing scheme in England ever since, re-designated more than once and renewed again into the current term running through to 2028. Forest Gate North is inside it. Nearly every ward is: the only wards outside the selective scheme are Royal Victoria and Stratford Olympic Park. On top of that, Newham runs an additional HMO licensing scheme across the borough as well. So a landlord letting a flat on Sebert Road or above the parade on Woodgrange Road holds a property licence, and that licence carries conditions.

Here is what that means for the clean, because the link is not obvious. A failed clean does not breach a licence on its own. But the licence pack ties the landlord to a property-condition standard, and Newham’s licensing team has been more active than most London boroughs since the scheme began, so agents in this patch check harder at the end of a tenancy than the London average. The clerk who walks an upper flat off Woodgrange Road on a Friday morning is reading from a tighter brief than a clerk in a borough with no scheme at all. That is the practical reason a Forest Gate North check-out is not a place to cut corners.

The Woodgrange grid, street by street

The stock here is period, and it is worth knowing what yours is, because the clean is different on each. The heart of it is the Woodgrange Estate, the conservation area of double-fronted Victorian houses built between 1877 and 1892 and kept remarkably intact, the sort of terrace where the report will name the ceiling rose, the picture rail and the tiled front path individually. Around the estate the grid off Woodgrange Road is a mix of bay-fronted Victorian and Edwardian terraces, many carved into upper and lower flats from the 1970s on, with a scatter of larger single-family houses, ex-council pockets and a bit of new-build infill towards the main roads.

West Ham Park and Wanstead Flats sit either side of the patch for green space, and Wanstead Park on the Suffragette line is the nearest Overground stop. Most crews park on the resident-permit bays and sort a visitor permit or the daily rate with you at booking, because the controlled-parking hours on these streets will catch you out otherwise. Woodgrange Road is where a lot of tenants leave a key with the agent on the way out.

The kitchen, where the deposit usually goes

The oven is stripped, not wiped. Racks come out to soak, the door is split so the brown film baked between the panes of glass comes off, and the interior, fan, element and seals all get done. Every cupboard inside, outside, on top and underneath, including the deep awkward corners in the older conversions. Fridge and freezer cleaned through once defrosted, the integrated units checked. Appliances pulled out so the gaps behind and under the fridge, washer and dishwasher are done, then put back. The washing machine drawer out and scrubbed, and the door seal, which is the first thing the clerk opens and where hard water leaves a grey film in a fortnight. Dishwasher filter, seals and spray arms. Sink, taps and drainer descaled, tiles and grout brushed, splashback polished, bin washed. Floor mopped last, once the dust has settled.

Bathrooms, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, and on the better-restored houses that means the careful approach on original chrome rather than a brute-force descaler. Then, in plain order:

  • Toilet done properly: inside, under the rim, the hinges, the base, and behind the pan where nobody looks but the clerk
  • Shower screen both sides, the runner and the sealant bead
  • Bath, taps, the underside of the taps, overflow and plughole
  • Mirror, cabinet, shaver socket, and behind them where they lift off the wall
  • Extractor grille wiped, and the cold-side window reveal treated with a fungicidal wash where condensation bloom has formed on a single-pane original
  • Floor into the corners and under the basin

Bedrooms, living rooms and the hallway

Inside every wardrobe, drawer and built-in, wiped and lined where you ask. Skirting, door frames, doors, handles and finger plates. Light fittings, switches and the ceiling rose, which in one of these period rooms holds years of dust and always gets checked. Window sills, reveals and the inside of the frames, with the older timber windows worked by hand rather than sprayed, because old glazing putty can lift under spray pressure. Radiators behind, under and on top. Original cast-iron fireplace surrounds dusted with a soft brush, never sprayed. On the wider front bays up towards Wanstead Flats we strip the dust off the bay underside twice on a late-spring job, because the pollen and grass-cutting drift off the open ground settles there and the clerks who walk these check-outs in May and June know to look. Carpet vacuumed in two directions and marks spot-treated; a full carpet shampoo is a paid add-on. Hard floors mopped, edges by hand, including the stripped original boards some of the restored flats keep in the front room.

Throughout, and the bit most jobs skip

  • The stair carpet on the access staircase up to an upper flat: a hot-water extractor head along the stair-nose edge of every tread, three passes either side of the worn centre line, with a pre-treatment soak on the darker stripe.   • All internal doors, frames and architraves, including the flat top edge nobody dusts
  • Banister, spindles, newel post, and the under-stair cupboard where the conversion keeps one
  • Hallway and landing skirtings the full length
  • Inside glass on every window, frames and locks dusted
  • Front door, letterbox flap, and the communal-stair side of the flat door, the bit the clerk walks past on the way in
  • A final walk-through by torchlight to catch what daylight hides under the bay

A vacuum will not lift the worn stripe up the middle of the stairs. That is the line the clerk looks at first on an upper flat.


What Thames Water leaves on a Forest Gate bathroom

The whole of E7 is Thames Water hard-water territory. London sits on chalk and limestone, so the supply runs high in calcium carbonate, and the readings across the E7 belt land around 280 to 300 milligrams per litre (Thames Water hardness data). At hand-back that means a chalky film on every chrome shower head, kettle, mixer-tap base, screen runner and washing-machine drawer in the flat, and it forms inside a fortnight. The inventory clerks here know it. They run a thumbnail down the tap, they look at the screen edge-on against the light, they photograph what they find.

A wipe with a cloth does nothing to set scale, which is why a flat can look clean to the tenant and still fail on the fittings. We use a measured weak-acid soak with proper dwell time, then hand-buff the chrome dry the same day, and we keep anything abrasive off it, because a scratched original fitting is a bigger deduction than the scale ever was. If your last cleaner was going at it with a general kitchen spray, the film will not shift however hard they scrubbed. That is a chemistry problem, not an effort one.

Do I need to be there for the clean?

No. Most clients drop a key with the letting agent on Woodgrange Road or leave one in a key safe at the front of the building. We send the photo pack and a written check-out report by email the same evening.
