Three kinds of flat, three different check-outs

Upton is the strip of E7 and E13 sitting between Forest Gate and East Ham, hung off Upton Lane in the west and Green Street, the old West Ham and East Ham boundary, in the east. Most of it is late-Victorian and Edwardian terraces, and a very large share of those have been carved into separate flats or run as licensed shared houses. Then there is the new stock: Upton Gardens, the 842-home Barratt London development that went up across 15 blocks on the old Boleyn Ground, the ground West Ham played on from 1904 until the demolition crews moved in during September 2016. And threaded between the two there is a band of older ex-council flats. Three kinds of property, and an inventory clerk inspects each of them by a different rulebook.

In a converted terrace the deduction almost always lands in the kitchen and the bathroom, because those are the rooms a shared house wears out fastest. Grease on the trim above and behind the cooker. The inside of an extractor nobody serviced in two years. A bathroom where hard water has cemented round the taps and the screen well past the point a cloth touches it. In an Upton Gardens flat the lived-in grime is not the problem at all. There the clerk works off a photographic inventory shot on a spotless handover day, so the comparison is line by line against the photos and the tolerance is tighter, not looser, than it sounds. In the older council-built flats it is something else again: condensation. A flat heated hard through an east London winter with the windows shut grows a tide line of mould in a cold corner, behind a wardrobe or along a reveal, and that is the first thing a stock check-out goes looking for.

It helps to be honest about why the conversions end up the way they do. A terrace off Upton Lane was built for one family well over a hundred years ago, and now it holds two or three households, sometimes more if it is a licensed house in multiple occupation. One oven, one extractor, one shower, shared by people on different shifts who each assume the last person cleaned it. By the time the tenancy ends nobody can say when the filter last came out, and the grease behind the hob has had years to bake on rather than months. None of that is unusual here. The streets earn their character from Green Street, the long retail spine that has run along the old West Ham and East Ham line for generations, packed now with fabric shops, jewellers and food stalls. The flats above and behind it turn over fast, and a kitchen one floor up from a busy parade picks up cooking grime quickly. The ex-council flats are a different story again. The kitchens and bathrooms in those tend to be smaller and simpler, often with older fittings, and the recurring fault is not shared-house grease but damp. A flat heated hard all winter with the windows kept shut will frequently carry a tide line of mould in a cold corner, behind a wardrobe or along a window reveal, and that is what a clerk on a council-stock check-out looks for first. What 1 May 2026 did to Upton move-outs, and what it did not

The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is gone, and every assured shorthold tenancy in England has rolled over to a periodic one, so a tenant can give two months’ notice at any point in the year instead of waiting out a fixed term. That matters in Upton because this is a high-turnover patch, full of one-year lets and shared houses, and rolling notice spreads move-outs across the calendar and makes them harder to predict.

Here is the part people get wrong. The cleaning side of moving out did not change one bit. Your deposit is still held in one of the three government-backed schemes. A landlord still cannot dock it for fair wear and tear, only for genuine damage or for cleaning that hands the flat back below its check-in standard. Why a Newham licence makes the check-out tighter

Newham was the first council in England to bring in borough-wide selective licensing, back in 2013, and it still runs one of the strictest regimes in London. The borough is now on its third consecutive five-year term. The current selective licensing designation started on 1 June 2023 and runs to 31 May 2028, and the additional HMO licensing scheme runs alongside it, from 1 January 2023 to 31 December 2027. Both cover every ward in the borough bar two, Royal Victoria and Stratford Olympic Park, so all of Upton sits inside both. Newham’s own licensing pages can block automated visitors, so rather than send you to a dead link: a standard selective licence is set at £750 per property, and the schemes between them cover roughly 22 of the borough’s wards.

What that means for a tenant leaving an Upton flat is simple enough. A licensed house, and especially a licensed shared house, is on the council’s radar. The landlord carries duties on its condition, and the check-out tends to be done properly rather than nodded through. The cleaning standard you hand back at feeds into how that condition gets judged, and a landlord under that much scrutiny is not the one who lets a borderline clean slide. We see the difference in practice: the shared houses around Green Street and Plashet Grove get inspected harder than an owner-let flat two streets away.

What Green Street hard water does to a bathroom

Upton sits in London’s hard-water zone, and that one fact loses more deposits in this area than anything except the kitchen. Thames Water puts the London supply at roughly 293 parts per million of calcium carbonate, which is firmly in the very hard band, and you see it on every chrome surface in an Upton bathroom. Calcium builds on the taps, the showerhead, the screen and the tile joints faster than tenants expect, and a wipe with a cloth does nothing to it once it has set. The clerk checks for it on purpose. They run a thumbnail down the tap. They look at the shower screen edge-on against the light. They pull the showerhead in close.
