What the inventory clerk checks before anything else in Gillingham

Start with the mechanism, because it explains everything else on this page. What 1 May 2026 changed for Gillingham move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault eviction is gone. Every assured shorthold tenancy in England converted to a rolling periodic tenancy on that date, and a tenant can now give two months’ notice at any point in the year rather than waiting for a fixed term to expire.

A lot of the Victorian terraces on Canterbury Street and Saxton Street had a bathroom bolted onto the back in the 1960s or 1970s, usually with one small window that does not shift enough air, and mould gathers on the silicone bead between tile and bath. We hand-treat it, leave proper dwell time, rinse, and check again under a torch rather than daylight. Toilet inside, under the rim, base, cistern and hinges. Shower screen both sides and the sealant bead. Bath, taps and overflow. Mirrors and any cabinet, including behind it. Extractor fan grille wiped, which usually comes away browner than you would expect. Floor into the corners and behind the pedestal.

Bedrooms, living rooms and everything in between

Every wardrobe, drawer and built-in cupboard, inside and out. Skirting, door frames, handles and finger plates. Light fittings, switches and, in the older terraces, the ceiling rose that collects a decade of dust nobody looks up to see. Window sills, reveals and frames on the inside; the timber sash windows on the handful of Georgian officers’ houses around Mansion Row and Prospect Row need slower, more careful work than a modern casement. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn between a scuff and a decorator’s job. Carpets vacuumed properly, with hot-water extraction on stair edges and high-traffic runs as an add-on where the tenancy calls for it. Upholstery hoovered through, or fully cleaned as a separate job on a furnished let.

Then everything else: switches, sockets, thermostats and door entry panels in the newer riverside blocks; internal doors both sides; stairs and bannisters, which matter most on the narrow Victorian terrace stairs where the same six inches of carpet edge takes every footfall for decades; cobwebs out of the ceiling corners; a final walk-through with a torch, photographed before and after.


Chalk water and the tide mark nobody wipes

Gillingham sits on the North Downs chalk, and South East Water draws the mains supply from that aquifer, which makes the water here hard to very hard: ME7 postcodes test at roughly 270 milligrams of calcium carbonate per litre (South East Water hardness data). New Brompton and the Great Lines

The streets running off Canterbury Street, Saxton Street and the High Street are New Brompton: long Victorian and Edwardian terraces thrown up fast in the second half of the 1800s to house the Chatham Dockyard workforce once it outgrew the older village of Brompton next door. The Great Lines Heritage Park, the open ground that used to be the dockyard’s defensive earthworks, still separates the terraces from a handful of Georgian officers’ houses on Mansion Row, Prospect Row and Garden Street in the Brompton-Lines conservation area. Terrace kitchens here are usually small and rear-extended, stairs are narrow, and a fair number of the original tiled entrance floors survive under a rug nobody has lifted in years.

Priestfield, Capstone and the 1930s belt

East and south of the centre the housing gets younger. Streets around MEMS Priestfield Stadium, home to Gillingham FC, run mainly Edwardian semis, and further out along Capstone Road the stock turns to 1930s semi-detached houses with bay windows and integral garages, a lot of them backing onto Capstone Country Park. These properties have more room to store furniture over a long tenancy, which usually means more surfaces to check at the end of it, not fewer.

The riverside and the Chatham Maritime edge

On the northern edge, toward the river and the old dockyard basin, newer flats have gone up on the stretch running into the Chatham Maritime and Innovation Park development next door. Integrated appliances, engineered flooring, concierge or key-safe access rather than a straightforward front-door key, and inventory checklists that read more like a corporate spec sheet than a landlord’s handwritten notes. Article 4, and the licensing scheme still to be decided

Medway is a unitary authority, so there is no separate Gillingham council sitting underneath it. Two rental-licensing changes matter here, and they are at different stages. The first is already law. Medway’s cabinet approved an Article 4 direction on 16 December 2025 covering seven wards, including Gillingham North and Gillingham South, and it came into force on 22 January 2026 (Medway Council Article 4 directions). It removes the automatic right to convert a family house into a small house in multiple occupation, so any new HMO in those two wards now needs full planning permission first.

The second change is not law yet. The council ran a public consultation on an additional HMO licensing scheme and a selective licensing scheme across the same seven wards between 23 March and 31 May 2026. If members approve it, both schemes are expected to start in autumn 2026 and would require a landlord licence for most private rentals in Gillingham North and Gillingham South, not only shared houses. As things stand today, that decision has not been taken, so check current status with the council directly if it affects your tenancy.

For a Gillingham end of tenancy job the practical point is narrower than the politics. In a licensed or Article-4-restricted HMO, the shared stairs, hallway, kitchen and bathroom get walked by the clerk as separate rooms, and we price common parts the same as any other room. Do I need to be there on the day?
