Why Gillingham South deposits get deducted

Hempstead at the top of the ward is 1980s and 1990s detached family stock with integral garages. The Rainham-edge feeders around Beechings Way and Hollingbourne Road are post-war infill: bay-fronted three-beds, a band of 1960s short terraces, a few 1970s flat blocks. Each archetype hides a different inspection failure mode.

The third constant is the chalk water. South East Water serves ME7 and ME8 from chalk aquifers in the North Downs; hardness sits at 271.8 milligrams of calcium per litre in ME7 and 274.1 in ME8, both classified hard to very hard (South East Water hardness data). At handover that means every chrome shower head, mixer tap base and kettle element carries a chalky film within a fortnight. Generic kitchen spray won’t shift it. We use a measured weak-acid soak with proper dwell time, then a polish.

Renters’ Rights Act 2025 and the deposit lever

Section 21 no-fault evictions were abolished one week ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and the headline reforms commenced on 1 May 2026: rolling periodic tenancies replace the fixed-term assured shorthold, Section 21 has gone, and any Section 21 notice served before 28 April 2026 must be acted on with a possession claim by 1 August or it’s deemed invalid. Medway Council Article 4 Direction and selective licensing

Medway Council’s cabinet approved an Article 4 Direction in late 2025 covering seven wards. Gillingham South is one of those wards by name – alongside Gillingham North, Luton, Watling, Fort Pitt, Chatham Central and Brompton, and Strood North and Frindsbury. The direction strips the permitted development right that let landlords convert a family house into a small three-to-six-tenant HMO without planning permission; new house-shares now need full planning approval (Medway Council private rented sector licensing). Gillingham South alone accounts for roughly a fifth of all HMOs in Medway. A separate selective licensing consultation closed on 31 May 2026 and proposes that all private rentals in those seven wards must hold a council licence to be let.

For an end of tenancy job that means: if you’re moving out of an HMO room around Beechings Way or one of the older Twydall conversions, the licence holder has standing to deduct for shared-area condition. On Capstone Road 1950s detached the kitchen extractor and the integral garage utility (washer drawer, tumble dryer fluff trap) are the standard fail. Hempstead executive stock fails on en-suite shower head scale and the integrated dishwasher filter. The Rainham-edge feeders fail on bay window underside and the inside of the front-door glass. HMO conversions around Beechings Way fail on the shared kitchen extractor and the inside of the communal front door, where letting-agent paperwork has been blu-tacked for a year and left a grease shadow on the paint.

If your previous cleaner used a generic kitchen spray, the chrome will look chalky however hard they scrubbed.

What about the original tile fireplace surrounds on Twydall semis?

Most original Twydall front rooms still have the 1950s tile fireplace surround. The tile face takes a soot ring round the perimeter and the mortar joints darken even on rarely-used fireplaces. We wipe the tile face down, brush the mortar joints clean, and dust the picture rail above the chimney breast where wallpaper-paste residue sits.
