The ground on the north and west of One Tree Hill tips over into Southwark, in the Peckham Rye ward. People guess wrong about which side they are on all the time, and for a move-out it changes which licensing regime your landlord sits under.
On the Southwark side, the council runs a selective licensing scheme that started on 1 November 2023 and runs for five years, covering fourteen named wards. Peckham Rye is one of them, so a private landlord letting a flat on the Southwark slice of Honor Oak Park almost certainly holds a borough licence, with explicit conditions on the state of the property at hand-back. Southwark also runs an additional HMO scheme borough-wide from 1 March 2022 to 28 February 2027, on top of the national mandatory HMO licence for larger shared houses. Cross the line into Lewisham and there is a separate selective scheme, live since 1 July 2024 and running to mid-2029, which takes in almost every privately rented street in SE23, Forest Hill and Crofton Park included. Either way the practical point is the same: most flats you rent here come with a landlord licence attached, and the licence conditions give the clerk one more reason to inspect the hand-back closely.

What 1 May 2026 changed, and what it did not
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone. Every assured shorthold tenancy in England has rolled over to a periodic tenancy, so a tenant can now give two months’ notice at any point in the year instead of waiting out a fixed term.

Bedrooms and living rooms
Tops of the picture rails and dado rails on every wall that has them. Inside the original fireplace surround. Carpets vacuumed including the perimeter strip along the skirting. Skirting boards their full length, behind the radiators, and inside the wardrobe including the top shelf and the rail. Curtain poles and window reveals dusted, and the inside glass done where the window opens to allow it. On the conversions with working shutters or a box-sash frame, the runners and the reveal get the slow, careful pass they need.
Everything else
Hallway and the stairs where you rent a floor with shared access, light fittings and shades, the bannister rail, door frames, handles, sockets and switches, and the doormat lifted so the floor underneath gets cleaned. Cobwebs out of the ceiling corners. Then a final walk-through, photographed room by room, before and after. That photo set is the evidence you keep if the check-out tries to push back.
The stock changes as you climb the hill
Honor Oak Park is a hill neighbourhood, and the housing changes as the streets rise from the railway up towards One Tree Hill and the wooded ridge with the Oak of Honor and its long view back over London. No single method passes all of it, so the clean has to read the property first.

A Manor Mount job from March
A fair example of the pattern here: the upper conversion of an 1890s terrace off Manor Mount, three years in, sharers moving on. If your check-in inventory listed the carpets as professionally cleaned, you will most likely need the shampoo rather than the vacuum to match it.
Do you clean the windows inside and out?
Inside glass is part of the clean, including the reveals and the runner channels. Outside glass above the ground floor is not, on safety grounds, and nearly every flat on these hills has at least one upper window. If the inventory asks for full exterior glass we bring in our window team on the same visit rather than reach off a sill.
