What 1 May 2026 changed, and what it did not
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point instead of waiting for a fixed term to run down.
Here is the part people get wrong. The cleaning side of a move-out did not change at all. Your deposit still has to sit in a government-backed scheme, a landlord still has to evidence any cleaning deduction, and the check-in benchmark still decides the argument. The maths is exactly what it was the week before.
What changed is timing, and timing is what bites in South Lambeth. This was already a high-churn corner of the borough, full of one-year lets, sharers and short professional tenancies. Let people leave on a rolling two months rather than a fixed end date and the move-outs get more frequent and less predictable. The Vauxhall ward and the Waterloo and South Bank ward are the two left out of selective licensing, so a flat on the far Vauxhall side of the corridor can fall outside the scheme while a near-identical flat a few streets toward Stockwell is inside it. Why does this matter to a tenant getting a deposit back?
