The extractor hood that lost a deposit, and the one that did not

“We handed back the house off Dock Road after five years, the one we raised the kids in before downsizing. Solid little inter-war terrace, ex-council, the sort half this end of Tilbury is built from, and we had kept it well. But the check-in report had itemised one thing in detail: the extractor hood and the tiles behind the hob, because we cook from scratch most nights and five years of that had set a hard amber film into the grout. I had spent two evenings on it with spray and a scourer and barely moved it. Monster sent two cleaners, took the hood apart, soaked the metal filter, worked a proper degreaser into the grout and went back to it twice. That job is the whole page in one story, so start with the mechanism it turns on, because almost nobody does. When you moved into your Tilbury flat or house, a clerk walked it and wrote a report describing every surface, usually with photos, often with the kitchen and bathroom marked “clean” or “as new” because the place had just been turned around between tenants. At check-out a clerk walks it again and compares, line by line. Anything materially worse than the check-in entry, past fair wear and tear, comes off your deposit. The deductions are not abstract. What 1 May 2026 changed, and what Thurrock Council added on top

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has converted to a periodic one, and a tenant can give two months’ notice at any point in the year instead of waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change. The deposit still sits in a protected scheme, the check-in benchmark still applies, and the sum you do over the deposit is what it was the week before. What changed is timing, and timing is what bites in a high-churn port town: looser end dates mean more frequent, less predictable move-outs, so book the clean earlier than you used to.

Tilbury has a second thing going on, though, and it is local. Thurrock Council, the unitary authority that runs the borough, brought in a selective licensing scheme that went live in January 2026. Most Thurrock wards are now covered, and the Tilbury St Chads ward is one of them, though Tilbury Riverside and Thurrock Park sits outside the designation. There is an additional HMO licensing scheme across the whole borough on top, in force since September 2025. The deadline for landlords to apply ran to the end of March 2026 after a court fight over the scheme, and a landlord caught letting without the licence faces a civil penalty running into five figures.

Why does that matter to you? A landlord paying just over a thousand pounds for a five-year licence, with the council inspecting standards, is not going to wave a borderline check-out through. They want the property re-let fast. The clerk is told to be strict. If you are in a licensed Tilbury house or an HMO room near the port, assume the bar is higher than a relaxed landlord might once have set, and plan the clean to clear it.

The cleaning side of a move-out did not change. What changed is timing, and timing is what bites in a high-churn port town.

The kitchen, where most Tilbury deposits go

The oven is stripped, not wiped. Racks go into a soaking tank, the door glass is split apart so the brown film between the panes comes out, and the interior, roof, fan, element and seals all get done. The hob comes next: rings and burners off, control knobs washed, gas in the older terraces and induction in the newer infill. The metal filter is pulled and soaked, the housing degreased, and the tile grout worked with a proper degreaser, often twice, because in a long-cooked-in dock-end terrace it is the hardest single surface in the property. Scale comes off the taps, shower head, screen and tiles first, with a second pass where it has bonded. Grout is scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the rest.

  • Toilet done properly: inside, under the rim, base, cistern, hinges, and behind the pedestal where nobody looks but the clerk
  • Shower screen both sides, the tracks and the sealant bead included
  • Bath, taps, the underside of the taps, overflow and plughole
  • Mirrors and cabinets, and behind them where they come away from the wall
  • Extractor vent wiped and the silicone cleaned to a usable state, with a straight word from us if the seal is too far gone, because re-sealing is the landlord’s repair, not a cleaning failure
  • Floor into the corners, behind the loo and under the basin pedestal

Bedrooms, living rooms and the bits between

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, switches and the ceiling line, where cobwebs gather. Window sills, reveals, frames and tracks on the inside, and the tracks are a classic miss and a classic write-up. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed with the right product for the material. Carpets hoovered through, with spot-treatment in scope; a full machine carpet clean is an add-on where the inventory or the wear calls for it, which is what the carpet cleaning add-on covers on the same visit. Tired sofas in a part-furnished let are a job for upholstery cleaning rather than a hoover.

Then everything else: sockets, switches and the meter cupboard wiped; internal glazed doors both sides; the stairs, landing and bannister where the house has them; cobwebs out of the ceiling corners; the front and back doors, the frames and the threshold. Then a final walk-through, photographed before and after, every room. That photo set is the evidence you keep.


Hard water off the Thames, and what it does to an RM18 bathroom

Tilbury sits in a hard-water zone, and that one detail loses more deposits here than almost anything except the kitchen. The supply comes through Essex & Suffolk Water, and Essex is classed as hard to very hard, well over the threshold where scale starts to build visibly. Calcium crusts onto taps, shower heads, screens and tile joints faster than a tenant expects, and a wipe with a cloth does nothing to it. The clerk checks for it on purpose: a thumbnail down the tap, the screen edge-on against the light, the shower head pulled in close.

This is the most common avoidable deduction we see in RM18. A general spray will not shift set scale. You need the right acid strength and dwell time, and in the bad cases a second pass, which is what we do on the screen, taps and grout as standard. There is no clever product that skips the dwell time; there is only the right strength left long enough, done twice if the deposit depends on it. In the kitchen the scale doubles up with grease, the other reason the splashback behind a Tilbury hob is the worst surface in the house.

Grout is the line between a pass and a deduction here more often than carpets are. We scrub it rather than wipe it, and where it is past saving, which happens in the long lets near the docks, we photograph the state before we start so the clerk cannot bill you for wear that was there at check-in.

Tilbury street by street: dock cottages to the riverside

Tilbury grew up around its port, and the housing tells that story street by street. A dock-company cottage off Calcutta Road and a modern infill flat near the town centre share a postcode and almost nothing else, so the clean is not the same job in each.

The dock-end terraces and the older Tilbury cottages

Around Dock Road and Calcutta Road, close to the Port of Tilbury, the UK’s third-largest container port and home to the London Cruise Terminal, you find small, solid Victorian and Edwardian terraces, the original port-worker housing. Compact kitchens, original-feel bathrooms, often a tiled hallway. Long tenancies leave decades of build-up in places nobody touched between tenants: behind the cooker, under the fridge, into the grout of that hall tile. We win these on the dull, slow work.

The inter-war and post-war estates

Across Tilbury town and out toward the Chadwell St Mary fringe, the bulk of the stock is large council-built estates, ex-local-authority semis and terraces from the dock-expansion years. This is most of our Tilbury work. The kitchens are either six months old or last touched in 1987, and the deductions cluster on the oven, the extractor and the bathroom scale. The riverside, the station and the modern infill

Run the sum the way the deposit makes you. Rents in RM18 average around £1,266 a month, and the deposit cap in law is five weeks’ rent for most tenancies, so roughly £1,460 is sitting in the scheme. A two-bed clean at £243 to protect that is not really a decision. A job near the old Windrush landing stage

One more story, a different Tilbury tenant. We cleaned a riverside two-bed for a young couple, both on logistics shifts at the port, after eighteen months in the place. It sits a few hundred metres from where the Empire Windrush docked on 22 June 1948, the start of the Windrush generation, a piece of national history that happened right here on the Tilbury riverside.

Their problem was not grease. It was shift-pattern neglect: scale gone wild on the bathroom fittings, and a washing-machine seal grown black. Two cleaners, most of a day, the scale taken back to clear glass, the seal scrubbed out, the front-door carpet machine-cleaned.
