The RM15 check-out has changed
The deduction that costs Aveley tenants most is cleaning, and since 5 January 2026 it is harder to argue. That is the date Thurrock’s Selective Licensing Scheme came in, running until 4 January 2031, with Aveley and Uplands named as one of the sixteen designated wards. Every privately rented home in the ward needs a licence now, shared houses and family lets alike, and the landlord has to be a fit and proper person holding the property to written management standards. Operating without a licence can cost up to £30,000. None of that is the tenant’s problem to fix, but it changes how your check-out is run, because a licensed landlord with documented standards photographs everything.
So the inventory clerk who used to glance at the kitchen now lifts the extractor filter and shoots it.
There is a second scheme on top. Thurrock’s Additional HMO Licensing has been borough-wide since 7 September 2025, so any house shared by three or four people from two or more households is caught even when it falls under the five-person mandatory threshold. If you are leaving a converted terrace on the High Street or a shared house up on Kenningtons, the place is almost certainly licensed, and the check-out will be more forensic than it was a couple of years back. The point of our 57-point list is to leave the clerk nothing to photograph.
Aveley sits sixteen miles east of Charing Cross, just inside the M25, technically Essex but really part of the outer-London commuter belt. The built-up area held 9,360 people at the 2021 census. Around 23% of Thurrock’s homes are now privately rented, one of the highest shares anywhere in Essex, which means RM15 agents run hundreds of check-outs a year and the standard they apply has settled into something pretty consistent. Local knowledge counts here because the housing is not one thing, and neither is the cleaning.
Three eras of Aveley housing, three cleaning jobs
Most RM15 lets fall into one of three builds, and each one fails the check-out in its own way. Get the build wrong and you bring the wrong kit. We have cleaned all three since 2014, so the van is packed for whichever one you are in.
The oldest is the village core, along the High Street and around St Michael’s Church. St Michael’s parish church is Grade I listed, parts of it dating to the early 12th century, and the conservation area around it sets limits on outside work: no jet-washing exposed lime mortar, no acid cleaners on original brick. These are Victorian and Edwardian cottages, the odd 17th-century one with lime-plaster walls and low lintels, and they come with period kitchens, original floorboards, deep skirting, picture rails and sash windows. All of that wants careful hand-cleaning, not aggressive chemistry. The Old Ship at 58 High Street, on CAMRA’s National Inventory of Historic Pub Interiors, is two minutes from a fair few of these lets.
The middle era is the 1950s. North of the High Street, the Kenningtons estate was built by the London County Council from 1950 to rehouse Londoners and staff the Purfleet and West Thurrock riverside factories, originally 4,000 houses and 1,320 flats, now a mix of still-council, housing-association and ex-right-to-buy private rentals. The Belhus estate to the north-east is the same vintage, built on parkland that Capability Brown had landscaped in the 1750s for the Barrett-Lennard family, most of which is now Belhus Woods Country Park and the golf course. These houses have the classic kitchen-at-the-back layout, fitted units that have been swapped out more than once, dated silicone, older lino under the vinyl, and in some blocks metal-framed single glazing. We carry spare silicone for the resealing these always seem to need.
Get the build wrong and you bring the wrong kit.
The newest era is the private estates: 1990s and 2000s stock along Dacre Crescent, Meadow Drive and Ravel Gardens, plus the wave of Beam Park-style flats and townhouses going up across the Purfleet and Thames-side fringe. Integrated appliances, tight silicone lines, engineered flooring that needs a pH-neutral approach rather than a wet mop. Tenants in these moved in two or three years ago on a thorough check-in inventory, so the clerk has good photos to compare against. The grouting is unforgiving when it is that new.
- Check-in inventory
- The dated, photographed record of the property’s condition when you moved in. Your check-out is measured against it, so the cleaning standard you owe is the standard in those photos, no higher.
- Selective Licensing
- A council scheme requiring most private lets in a designated ward to hold a licence. In Aveley it runs 2026 to 2031 and pushes documented condition standards onto landlords. See Thurrock’s Selective Licensing Scheme for the ward list.
- End of tenancy clean
- A one-off, move-out clean priced flat-rate to an inventory specification, covering ovens, behind appliances and limescale. Not the same as a regular clean.
- Deposit deduction
- Money an agent withholds at check-out. For cleaning, they must evidence it against the check-in inventory with dated photos, not simply assert the place “was not clean”.
What the deposit maths looks like on an RM15 let
Rents in Aveley run from about £780 a month for a single room in a shared HMO, through £1,250 for a one-bed flat on Park Mews and £1,580 for a two-bed terrace on Hall Avenue, up to £2,054 for a four-bed family house. A standard five-week deposit on those sits between £900 and £2,370, depending on the property. The cleaning deduction we most often see flagged in RM15 is around £220. Set that against a professional move-out clean from £156 to £425 by bedroom count, and the sum tends to make itself.
That 97% first-time pass rate is the number that matters when your deposit is on the line, because it means the clerk signs off the cleaning on the first visit nine times out of ten and the deposit is released without a fight. The law sits behind all of this. The Renters’ Rights Act 2025 took effect on 1 May 2026, scrapping Section 21 no-fault evictions and moving every tenancy onto a periodic footing. A landlord can no longer end a tenancy on a whim, so when one does end the argument lands harder on the condition of the property at hand-back. A clean check-out matters more under the new regime, not less, and the evidence you need on the cleaning side has gone up accordingly.

The deposit schemes back the tenant on this, if the paperwork is right. All three statutory schemes, TDS, mydeposits and DPS, make a landlord prove a cleaning deduction with dated, itemised photos set against the check-in inventory. They cannot just say it was dirty. They have to show which areas dropped below check-in standard. A 57-point clean is built to leave them nothing to show.
What an Aveley clerk photographs on the way out

- Window trickle vents and drainage slots on the post-2005 UPVC units.
- Sash cord wells in the older High Street cottages, where dust collects out of sight.
- Skirting in the bedrooms, especially behind where a wardrobe or bed has stood.
- Carpet edges and the stairs, the high-traffic lanes and anywhere a pet has been.
- Inside the fitted wardrobes, shelves and rails.
- Radiator fins and the floor directly below them.
- Light fittings and pendant shades, simple dust.
- Front door furniture, the letter plate interior, the glazed panel surround.
- Garden waste, the shed, and the wheelie bin interiors, which now get flagged under the licensing property standards.
- The loft hatch and the area right under it, where accessible.
That last cluster is new. Since the selective licensing scheme brought external condition into scope, we see cobwebs in the porch, dirt on the outside light fittings and grime in shed interiors written up where two years ago a clerk would have walked past them. It is petty until it is your £220.

Danielle moved out of a two-bed terrace on Hall Avenue at the end of February 2026. William H. Brown managed it, and the check-in inventory had been brutal: they flagged the extractor hood, the oven door glass and the grout behind the kitchen sink on the way in, so she knew exactly what the camera would find on the way out. Room by room, to the inventory spec
Every clean is a flat price, not an hourly rate, and it covers the full 57-point inventory specification. Here is what that means in each room. The list is long because the camera is thorough.
The kitchen
The kitchen is where most deductions live, so it gets the most hours. The oven comes apart: racks and trays out to soak, the door glass split and degreased on both sides, the fan cover off and cleaned. The hob burners lift out, the pan supports are degreased, the ignition terminals wiped and the splashback polished. On the extractor we pull the filter to soak it, empty the grease trap and polish the housing.
- Fridge and freezer: defrosted if frozen, seals detailed, shelves and drawers washed, exterior polished, and vacuumed behind and underneath.
- Dishwasher: filter cleared, spray arms checked, seals wiped, interior descaled.
- Washing machine: drum wiped, detergent drawer out and cleaned, the door seal folded back and scrubbed, filter checked.
- Microwave inside and out, turntable and door seal.
- Every cupboard and drawer, inside and out, handles degreased.
- Worktops, splashbacks and tiled areas degreased, with the grout lines detailed.
- Sink and taps descaled, limescale off the tap bases, plughole cleared.
- Floor swept and mopped, including the edges and under the units.
- Bin area washed inside, disinfected outside.
Bathrooms
Bathrooms are mostly a limescale and mould job, and the clerk knows exactly where to look. The bath and shower get a full descale and the enamel polished; silicone lines are treated for mould; the shower screen is done both sides; the shower head and hose come off to soak where they are removable. On the older Kenningtons stock the extractor fan cover gets pulled and cleaned, because it is the thing nobody else touches.
- Tiles and grout: lines detailed, tidemarks gone, any mould treated.
- Toilet: bowl, rim, hinges, pedestal base, cistern top, flush button.
- Sink and pedestal: limescale removed, overflow cleared, waste trap checked.
- Mirror, splashbacks, shaving point, extractor vent.
- Floor, skirting, door and frame.
- Radiator and towel rail, including behind and underneath.
Bedrooms and living areas
This is where the build matters most. In the village-core cottages the original Victorian floorboards are dry-swept and wood-safe cleaned with no standing water, the deep skirting is hand-detailed, and the sash windows have their frames, sills, beading and cord wells dusted before the glass is cleaned inside. Original fireplaces in the High Street properties get the hearth swept and the tile surround polished, and no acid touches the original brick. In the Kenningtons and Belhus houses the UPVC windows get frames, sills, handles, trickle vents and drainage slots instead. The same room, two different methods.
- All floors: carpets vacuumed with the edge tool and under furniture, hard floors swept and mopped.
- Picture rails, dado rails and cornicing where present, dusted with extendable tools.
- Doors, frames, handles and finger plates.
- Radiators: tops, sides, grilles, valves and the floor behind.
- Light switches, sockets, thermostats and smoke alarms, dusted, not tested.
- Fitted wardrobes inside and out, rails and drawer runners included.
- Mirrors, picture hooks, curtain rails and pelmets.
- Behind and under any furniture the tenant has arranged to be moved.
- Loft hatches and the tops of door frames, both quiet deduction triggers.
Throughout
The bits between rooms still get checked. Stairs get treads, risers, spindles, the handrail, the newel posts and the under-stair cupboard. Hallway and landing floors, skirting and cornice. Every internal door done on both sides, with the frame, handle and hinges. All the reachable light fittings, lampshades and pendants. Cobwebs out of every corner and ceiling edge. Then a final walk-through with photos and an itemised completion sheet, which is the document you hand your agent.

What if I have had pets in the property?
Tell us when you book. We allow extra time, bring enzymatic cleaners for carpet and upholstery, and usually suggest a machine carpet clean to lift dander. Pet-related deductions are among the top three deposit disputes in Thurrock, so it is worth doing properly.
Do you clean the garden, shed or garage?
