The first thing the inventory clerk does in a flat off Westferry Road is walk to the glass. The glass decides it before the clerk reaches the kitchen
Westferry is not the Georgian end of Limehouse. The pocket around Westferry DLR and running south down Westferry Road is dock-edge London: high-rise and mid-rise flats put up between the mid-1980s and the 2020s, when the London Docklands Development Corporation turned the old wharves and the empty West India Dock land into housing. The clean that hands a deposit back here is built for that stock, not for a period terrace, and three faults drive almost every deduction we see.
Start with the water, because it is the one nobody books for. Thames Water supplies the whole of E14, and on the company’s own hard water figures this sits near 300 parts per million off the chalk, firmly in the very hard band. In a dockside flat that means a chalky film on the shower screen, a dull crust round the chrome mixer and the riser, a white tide mark in the kettle, and spotting on the glass balustrade that the dock light shows up mercilessly. It builds slowly, you stop noticing it, and the clerk clocks it on sight because the check-in photographs show all that glass clear on the first day.
Second comes the kitchen. The newer blocks here run tight galley and open-plan kitchens with integrated ovens, induction or ceramic hobs, a hood and a fridge that does not get pulled out for the length of a tenancy. Grease creeps. It films the splashback, the hob trim and the underside of the hood, and a normal wipe never lifts it. The clerk opens the oven door, lifts the hob and runs a finger along the top of the extractor.
Third is the soft stuff and the edges. Two years of feet on the same hallway carpet, dust banked on the tops of the tall windows these blocks are full of, the shadow where a sofa stood against the wall, a little condensation marking a bathroom corner. What 1 May 2026 changed for a Westferry move-out
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and every assured shorthold tenancy in England has rolled onto a periodic footing, so a tenant can give two months’ notice at any point instead of waiting out a fixed term.

Where Westferry sits in the Tower Hamlets licensing map
Westferry falls in Tower Hamlets, which runs one of the tighter property-licensing regimes in London, and it is worth knowing where your flat sits in it. The council’s selective licensing scheme covers four named wards only, Whitechapel, Weavers, Spitalfields and Banglatown, and it is due to expire on 30 September 2026. Limehouse with Westferry is not in those wards, so a standard dockside let here is not a selective-licensed property.
What does reach this patch is the borough-wide additional HMO scheme, in force since April 2024, which covers smaller shared houses and flats let to three or more occupants. The fee climbed hard this year: for applications from 1 April 2026 the additional HMO licence rose by about 75%, to £1,323 online, plus a per-room charge. An unlicensed licensable property exposes the landlord to a civil penalty, not the tenant. None of that is your bill, but it shapes how the market behaves. Westferry Road, top to bottom: the stock changes as you go south
The name is a clue to the place. Westferry Road was laid out by the Westferry import and export company for its riverside warehouses in the nineteenth century, and the road now runs the length of the west side of the Isle of Dogs, from Westferry Circus at the top down past Burrells Wharf toward the south tip. Walk it and the housing changes under you, and so does the clean.
At the top, by Westferry DLR and Westferry Circus, you are on the edge of Canary Wharf: glass-fronted blocks, integrated appliances, concierge lobbies and a Friday handover you do not get to overrun. A short way south stands Cascades, the striking stepped tower from 1988 that was the first private high-rise the LDDC approved on the island, and the run of riverside developments near it, Millennium Harbour, Island Point and the rest, are the same idea grown taller: balconies, a lot of glass, communal entrances on a fob. These are the flats where the balustrade spotting and the shower-screen film cost a deposit.

Keep going and the stock loosens. Burrells Wharf is an early-1990s conversion of the old Millwall ironworks, big-volume flats with their own access rules. Between the landmark blocks sit 2000s apartment buildings, and set back from the main road you find older Limehouse terraces and ex-council flats that predate the whole regeneration. We are on these address types most weeks, so the routine is built for a dockside hand-back: heavy on the glass, the chrome and the oven, careful on the high window lines the tall blocks are full of.
The transport is part of why these flats churn the way they do. Westferry DLR runs west to Bank in a few minutes and east to Canary Wharf in one stop, which fills the road with short professional lets that turn over on a one or two-year cycle. That is good for us in one sense, because we clean the same kinds of flat over and over and know where each agent’s clerk puts their torch, and awkward in another, because the move-outs bunch hard at month-end when everyone’s notice lands together.

Chrome, taps, the riser and the waste descaled to match the check-in pictures. Tiles and grout scrubbed, any mildew shadow on the sealant and the ceiling treated rather than painted over. Toilet done around the base and the hinges as well as the bowl. Mirror, extractor vent, glass shelves, and the floor worked last into the corners.
Bedrooms and living space
Dust off everything: the high ledges, the tops of the tall windows the riverside blocks are full of, picture rails, the tops of doors and wardrobes, skirting all round. Throughout the flat
Interior glass and the inside of the windows cleaned, because the dock light shows every streak. Sills and reveals, internal doors and frames, handles and switches, the visible vents, the balcony door track where these flats gather grit. Hallway and any internal stairs. Light fittings dusted, cobwebs off the ceiling line, your own entrance threshold if it is on the inventory. We leave the flat aired so it does not hand over smelling of product.
