Why this borough is licensed three times over

Most London boroughs run one private-rented licensing scheme, or none. Tower Hamlets runs three at the same time, and between them they reach almost every home that is not owner-occupied. That is the first thing to understand before you book a clean here, because it changes how your check-out is judged. Updated fees took effect on 1 April 2026, following Mayor in Cabinet approvals on 7 and 28 January 2026 and adoption by Full Council on 25 February 2026.

Which one your flat falls under decides how closely the council has been watching it.

Mandatory HMO Licensing
The national scheme, borough-wide, for properties with five or more people from two or more households sharing facilities. Tower Hamlets issues these for three years where most boroughs issue five, so renewals come round sooner and the council keeps more eyes on the stock.
Additional HMO Licensing
Borough-wide, live since 1 April 2024 and running to 31 March 2029. It covers every privately let home occupied by three or more people from two or more households, whatever the number of storeys, including purpose-built blocks and Section 257 HMOs, which are converted blocks where every flat is privately rented and the conversion never met Building Regulations. The council reckons around 9,000 properties qualify.
Selective Licensing
Running 1 October 2021 to 30 September 2026, with renewal under consideration, across the Weavers, Whitechapel, Spitalfields and Banglatown, and Stepney Green wards on pre-22 May 2014 boundaries. It applies to every privately rented home in those wards regardless of how many people live there, down to a single household or two unrelated sharers.

There is more on top. The council has issued two Article 4 directions, one stripping the permitted-development right to turn a home (use class C3) into a small HMO (C4), the other for commercial-to-residential conversions. That is planning-level enforcement few boroughs bother with, and the penalties bite. Fines reach £30,000 per breach by Civil Penalty Notice, with criminal prosecution and unlimited fines on conviction. The council once fined two landlord firms £15,303 for letting an unlicensed property with no carbon monoxide alarm, faulty locks, and no How to Rent booklet or gas safety certificate given to the tenants. A tenant in an unlicensed home can claim a Rent Repayment Order of up to twelve months rent through the First-tier Tribunal.

What does this mean for your clean? It means the clerk inspecting your check-out works in a borough where condition is documented for a living. Inspection visits are built into all three schemes, so clerks here are routinely more careful than in lighter-touch boroughs, and a disputed deduction usually ends up in formal adjudication at TDS, DPS or mydeposits. The money on the line, in pounds

The figure on your tenancy agreement is not an abstraction. On a typical Tower Hamlets letting a deposit runs roughly £1,500 to £2,400 for a studio, £2,000 to £3,200 for a one-bed, and £3,000 to £5,500 for a two-bed flat or conversion. Move into the prime stock and it climbs fast: £4,000 to £8,000 on a two-bed Canary Wharf tower or Wapping London Dock flat, £4,500 to £7,500 on a two-bed Spitalfields Georgian, and £6,000 to £14,000 on a three-bed Canary Wharf tower or Wapping riverside. Penthouses at Maine Tower, Landmark Pinnacle and Newfoundland sit higher again.

Now set the deductions against those numbers. When someone has cleaned the flat themselves, the line items are predictable. The oven runs £100 to £180, more in the Canary Wharf kitchens that have seen serious cooking. Grout and limescale, £80 to £180, because central London water is some of the hardest in the country and the premium fittings punish a careless cleaner. Then £100 to £350 for damage in a concierge-managed corridor, £200 to £500 for carpets in the larger family houses, £100 to £300 for marks on Georgian woodwork, £150 to £400 for polished concrete or engineered-wood damage, and £50 to £200 for balcony debris a concierge inspection writes up. Most of those cost more than the clean would have.

That is the whole case for booking a professional. The clean is small; the deposit is not.


Room by room, and why the product has to match

We send the full list on request. What changes between one job and the next is the stock, and the stock decides the product.

The kitchen, where most Tower Hamlets deposits go. The oven comes apart completely, and the cleaner has to match the product to the appliance. Canary Wharf towers run integrated Miele, Gaggenau, Siemens or Neff. Vertus flats at Newfoundland, One Park Drive and 10 Park Drive are Miele throughout, Greystar stock at Sailmakers and Fizzy Stepney Green uses Bosch and Siemens, and Spitalfields Georgian and Bethnal Green period stock often hides a Rangemaster or Lacanche range. If the oven is the only thing flagged, we do standalone oven cleaning. The washing-machine door seal, that black mould ring, is the first thing every clerk here opens, so the drum, seal and detergent drawer get done properly. Sink and taps are descaled with a product chosen so it will not harm the chrome or PVD finish on Dornbracht, Vola or Hansgrohe fittings. Grout gets a scrub, not a wipe. The floor might be engineered wood in the towers, polished concrete on pH-neutral only in the conversions, stripped boards in the Bethnal Green Victorians, or original parquet in the Spitalfields townhouses, which is why floor cleaning is its own discipline.

Bathrooms, the other deposit-killer. Limescale comes off everything, with the descaler matched to the fitting, whether that is an original Victorian suite in a Bethnal Green flat or premium Duravit, Villeroy & Boch and Keuco in a new-build. Grout is scrubbed back to white, or as close as honest effort reaches, and photographed if it is past saving. The extractor vent matters in the internal tower bathrooms on mechanical ventilation, because concierge inspections flag it. Sealant is cleaned to usable condition; re-sealing is a handyman job, and we will say so rather than pretend.

Bedrooms and living areas, where old stock and new stock both bite. Push-open bespoke wardrobes in the towers, brass door furniture cleaned to suit the metal in the Spitalfields, Wapping and Bethnal Green period stock, the original ceiling roses that hold decades of dust. Ceilings are a genuine job here. You have 3 to 4 metres of plasterwork in Spitalfields Georgian, 3 to 3.5 in the Bethnal Green and Mile End Victorians, 4 to 6 in the Shoreditch-edge conversions, against 2.6 to 2.8 metres of floor-to-ceiling glass in the towers, so we carry telescopic poles and extending ladders as standard. Sash windows need the cords, runners and shutters seen to, and Crittall steel frames have several track channels. Tower glazing needs interior-side detailing, while the exterior glass is a separate window cleaning add-on because it is usually a building-level job. Exposed brick on the Shoreditch-edge conversions along Commercial Street, Hanbury Street and Bethnal Green Road is hoovered and dry-brushed only, never wet-cleaned, because wetting it wrecks the aged finish and triggers a deduction. Entryphones and smart-home panels at the towers, Wapping London Dock, Fizzy Stepney Green and Bromley-by-Bow Upper East are wiped without leaving marks. Carpets get hot-water extraction, common in the Bethnal Green and Bow family houses, so see carpet cleaning, and the designer pieces in prime Canary Wharf, Wapping London Dock and Spitalfields flats sometimes need professional upholstery cleaning. Balconies and terraces collect the bird mess and resident marks that a handover inspection writes up.

Then the standard run that applies everywhere. Switches and sockets. Internal doors, both sides. The moulded handrails and original spindles on the period staircases. Cobwebs off the high ceilings. A final walk-through with before-and-after photos for your records.

The order a clerk works in

After a decade here, the sequence is reliable enough that we prioritise to it. The oven first, the Canary Wharf Miele and Gaggenau especially. Then the washing-machine door seal, that mould ring again. Limescale and grout next, the pass-or-deduction line in most flats. Then the interior-side glazing in the towers and at Wapping London Dock, the balconies, the high-ceiling cobwebs, the period features, and the concierge-managed corridors where damage caused by other residents has a way of landing back on your deposit. Carpets often carry an explicit extraction clause, so again carpet cleaning earns its place. And the walls.

Damp is not your problem to mask. Structural damp is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we document it rather than paint over it.

Five postcodes, several different markets

Tower Hamlets does not have one rental market. It has several, sitting side by side, each with its own stock, its own tenants and its own clerk expectations. Which one you are in changes the clean.

The Canary Wharf and Isle of Dogs towers (E14). One of the densest runs of luxury residential towers anywhere. The cluster covers Canary Wharf proper across Ability Place, Landmark Pinnacle, Maine Tower, Harbour Central, Carmine Wharf, One Park Drive, 10 Park Drive, 8 Water Street, Newfoundland, Calico Wharf and Orchard Wharf, plus dozens more: floor-to-ceiling glazing, integrated Miele and Gaggenau kitchens, concierge, gyms, underground parking. The flats average £3,257 a month on Hutch data, mostly corporate tenure on two to three year rotations. Off the tower cluster, the rest of the island runs through Isle of Dogs, Millwall, Cubitt Town, South Quay, West India Quay, Heron Quays, Westferry, Blackwall and Leamouth, hundreds of mid-rise blocks from the 1990s on, mid-market rather than prime, investor landlords, fast turnover. Poplar, Limehouse, Shadwell, Narrow Street, Lansbury and East India Dock sit on the same DLR spine, river-edge conversions mixed with period terraces.

Wapping and the docks (E1, E1W). One of London’s most coherent Georgian riverside runs, along Wapping High Street, Wapping High Street and Wapping Wall and Pennington Street, then 1980s to 2000s warehouse conversions, then premium new-build at London Dock around Emery Way, the Tobacco Dock edge and St Katharine Docks. Sash windows, exposed brick that is never wet-cleaned, ornate cornicing and wooden floors in the old stock; designer fittings and concierge in the new. City bankers, senior professionals, deposits high.

Spitalfields, Brick Lane and Whitechapel (E1). The oldest domestic architecture in the borough. The Georgian merchant townhouses around Spitalfields Market, on Fournier Street and the streets off it, are Grade I and Grade II listed with conservation-area cover. Brick Lane runs south into the Bangladeshi cultural heart around the Truman Brewery, with period flats above the shops used for student, creative and long-settled Banglatown community lets. Whitechapel picks up the market feel to the south, Aldgate sits on the City boundary, and Commercial Street and Hanbury Street carry warehouse-conversion stock.

The Victorian belt: Bethnal Green, Cambridge Heath, Mile End, Bow (E2, E1, E3). The densest run of bay-fronted Victorian terraces in the borough, cornicing and picture rails, often split into upper-and-lower conversions or family lets. Bethnal Green, Cambridge Heath and the Weavers ward sit near Columbia Road and Broadway Market, with the Shoreditch edge and Bethnal Green Road carrying loft conversions. Mile End, Stepney, Stepney Green and the Queen Mary University area mix terraces and post-war estates with the Fizzy Stepney Green build-to-rent scheme run by Greystar. East again, Bow, Bromley-by-Bow, Bow Common, Old Ford and Roman Road run terraces and post-war estates, including the Lansbury Estate with its Festival of Britain heritage, alongside regeneration at Upper East and Merchant Quarters. Victoria Park closes the northern edge.

The borders get genuinely confusing, and it matters at booking. Shoreditch splits across Tower Hamlets, Hackney and the City. Victoria Park splits with Hackney. Aldgate and St Katharine Docks both straddle the City line, and Hackney Wick is in Hackney, not Tower Hamlets, even though it sits right across the A12 and people mix them up all the time. Houses from the 1720s under towers from the 2020s

Spitalfields has houses older than the United States. The Georgian townhouses on Fournier Street, Princelet Street, Wilkes Street and Elder Street went up for Huguenot silk-weavers from around 1720, and people still rent and live in them today. Walk south-east and you are under Landmark Pinnacle, seventy-five storeys, the tallest residential tower in Western Europe when it topped out. Both are Tower Hamlets. So is everything in between.

That gap is why one clean does not fit the borough. This is the most architecturally split patch of London, packed into 19.8 square kilometres, only the 28th largest of the 33 boroughs. The housing runs from 1720s panelling to 2024 floor-to-ceiling glass, and a clerk treats each completely differently. A clean that passes in a Bow Victorian terrace is the wrong clean for a Newfoundland tower flat, and the wrong clean the other way round too.

The money behaves oddly here as well. Average rent is £2,391 per month on the latest ONS data, £118 above the London-wide £2,273 and up 1.8% over the year. House prices did the opposite, falling 9.5% in the year to January 2026, the steepest drop of any London borough against a London-wide fall of just 1.7%, with flats down 9.8%, the average price landing at £464,000. Rents climbing while prices slide is a Tower Hamlets signature right now, driven by Canary Wharf’s post-pandemic corporate-let adjustment colliding with a huge new-build pipeline across the Isle of Dogs, Bromley-by-Bow and the Leamouth peninsula.

Yields explain why landlords stay busy. The E14 corridor produces some of the highest rental yields in central London, around 5% on average, and Canary Wharf itself reports 5.9% on Hutch rental data from a 21-branch dataset in December 2025. High yield means fast churn. The tenant base turns over quickly: bank, law and fintech staff on two to three year rotations; Queen Mary University of London postgraduates at Mile End; NHS workers around the Royal London Hospital in Whitechapel; creative-sector renters on the Shoreditch edge; and a long-settled Bangladeshi-heritage community around Whitechapel, Brick Lane and the Banglatown wards. A lot of check-outs. A lot of deposits on the line.

The law that lands on 1 May 2026

From 1 May 2026 the Renters’ Rights Act 2025 is in force. Section 21 no-fault evictions are abolished, every existing assured shorthold tenancy converts to a periodic tenancy, and tenants can give two months notice at any point. None of that changes what you owe on the way out. The Tenant Fees Act 2019 still applies, and the inventory-benchmark rule still applies, so the clean is judged exactly as before. The Tower Hamlets twist is how the Act meets the licensing regime. The council has confirmed that from 1 May 2026 landlords of unlicensed properties cannot use the no-fault possession grounds under the Act, and that tenants and the council can pursue strengthened Rent Repayment Orders. Put the two regimes together and you get more movement, extra mid-tenancy churn on top of the usual end-of-month rush. The honest advice is to book earlier than you are used to.

Booking it, start to finish

Questions tenants ask us

Do I really need professional end-of-tenancy cleaning in Tower Hamlets?

Legally no. Under the Tenant Fees Act 2019 a landlord cannot make professional cleaning a contractual condition. Practically, almost always yes. The check-in benchmark was set by a professional clean, and with deposits here running £2,000 to £14,000, a DIY attempt usually ends in deductions larger than the clean would have cost.

What about Tower Hamlets’ property licensing regime?

Three schemes run in parallel. Borough-wide Mandatory HMO Licensing sits on unusually short three-year licences. Borough-wide Additional HMO Licensing has been live since 1 April 2024 and runs to 31 March 2029, covering every property with three or more people from two or more households, plus Section 257 converted blocks. Selective Licensing covers the Weavers, Whitechapel, Spitalfields and Banglatown, and Stepney Green wards from 1 October 2021 to 30 September 2026.
