Rowland Plumbe drew up the estate for the Artisans’ Labourers’ & General Dwellings Company between 1883 and 1907, on a 100-acre site bought from the Wood Green tile-yard. The aim was self-contained two-storey cottages for working-class families, with small front and back gardens, rather than tenement flats. Plumbe drew four cottage types from a small two-bedroom up to a larger four-bedroom, and the streets were laid out as a regular grid, with Gladstone Avenue and Russell Avenue as the main spine roads running north off Westbury Avenue. Pelham Road, Buckingham Road, Moselle Place, Mansell Road, Salisbury Road and Lymington Avenue cut the spine at right angles. Each cottage has a small front garden behind a low brick wall, a tile path from the gate to the porch, a bay window on the ground floor, a steep slate roof and decorative polychromatic brickwork in red and yellow stocks. The whole grid is now a conservation area with Article 4 directions that restrict what owners can change on the front elevations.
Haringey private rents averaged £2,202 a month in December 2025, an annual rise of 4.7% from £2,103 (ONS Housing Prices Local for Haringey). Noel Park transacts a little below the borough average because the cottages are small (most of them two-bedroom) but the volume of stock is huge and the Piccadilly line at Wood Green is a short walk down Russell Avenue. The Renters’ Rights Act 2025 and what changed last week
Section 21 no-fault evictions were abolished a week ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and Phase 1 commenced on 1 May 2026. Rolling periodic tenancies replace fixed-term ASTs, Section 21 is gone, any Section 21 notice served on or before 30 April 2026 has to be acted on with a possession claim by 31 July 2026 or it is invalid, and rent rises go through the Section 13 (Form 4A) process. The deposit-return route is the cleanest exit: a clean move-out, a documented inspection, deposit back, you walk. The inventory now carries more weight, because possession routes have narrowed and the deposit dispute is the main lever left. Tenants in dispute should review options with the relevant scheme: Tenancy Deposit Scheme, mydeposits, or the Deposit Protection Service. Clerks are sharper than they were a year ago. Haringey Council’s selective and additional licensing regime
The whole of Noel Park ward sits inside Haringey’s selective property licensing scheme. The scheme designates fourteen wards on the eastern side of the borough, including Noel Park, Harringay, Hermitage and Gardens, St Ann’s, Seven Sisters and West Green, and started on 17 November 2022, running five years to 16 November 2027. Any private landlord renting out a single-household or two-sharer cottage on Gladstone Avenue, Russell Avenue or any other street in the designated wards needs a selective licence; failure to license is a civil penalty offence under the Housing Act 2004. The fee is £680 per property in two instalments, with a £50 discount for accredited landlords and a further £50 for an EPC at A, B or C. Separately, Haringey runs a borough-wide additional licensing scheme for HMOs of three or four unrelated sharers, and the mandatory five-or-more HMO regime under the Housing Act sits over the top.
Practical effect on cleaning: licensed cottages get inspected more closely than unlicensed ones used to be, and the licence creates a paper trail the council references in any subsequent dispute. If your hand-back is a four-share house on Pelham Road or a three-share cottage on Buckingham Road, the licence-holder has standing to deduct for shared-area condition that would not have been picked up on a single-let. The Artisans’ Estate heritage and what that means for the clean
Noel Park is one of the four big estates the Artisans’ Labourers’ & General Dwellings Company built across late-Victorian London — Shaftesbury Park in Battersea (1872), Queen’s Park in Kilburn (1875), Noel Park here (1883) and Leigham Court in Streatham (1889). The estate was named after Ernest Noel MP, a director of the company. Construction ran in three phases to about 1907: Westbury Avenue first, the central Gladstone and Russell grid second, the Lordship Lane streets last. Most cottages are still privately owned and let; a smaller share transferred to Haringey Council in the 1960s and 70s. A few 1970s and 2010s infill blocks sit on old bomb-sites and former corner shops, but the great majority of the stock is the original 1880s-1900s two-up-two-down model.
What that means for end of tenancy cleaning is three things. First, the cottages are whole houses, not subdivided flats — the inventory walks all the rooms in one go, including the small back kitchen extension, the stair, the two bedrooms upstairs, the tile front path and the small back garden. Second, the polychromatic brickwork on the front elevation collects diesel particulate from Westbury Avenue and the High Road, and the timber bay-window cill underneath the front-room bay is one of the first places a clerk looks. Third, the original cornice in the front parlour is shallow (these were artisans’ cottages, not middle-class houses) but the original picture rail and the dado on the stair are usually intact, and a damp duster will not lift the chest-height dust off a 140-year-old picture rail.

Do I need to be there on the day?

How do you clean a recirculating extractor cassette properly?
The cassette is pulled out of the hood, soaked flat in a degreaser bath for about 40 minutes while a second cleaner works the rest of the kitchen, then scrubbed inside the housing and the cassette frame, rinsed, dried, and reseated. The carbon filter (where fitted) gets replaced if it is older than six months; the metal grease element gets a hot rinse and a polish. We bring spare carbon filters in the common Whirlpool, Bosch and AEG sizes.
