The one thing a Green Lanes clerk checks first

Start with the mechanism, because almost nobody does. When you moved in, a clerk walked the flat and wrote a report describing every surface, usually with photos, usually with “new” or “as new” against the kitchen. That is the extractor canopy over your own hob. The mesh ambers fast because the chimney updraft from the grill below pulls cooking vapour past the kitchen window all evening, settling into the mesh, the housing and the grain of the cabinet doors. What 1 May 2026 changed for a Harringay move-out

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every assured shorthold tenancy in England has converted to a rolling periodic tenancy, and a tenant can now give two months’ notice at any point in the year rather than waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The check-in benchmark still applies, the deposit is still capped at five weeks’ rent, and the maths is exactly what it was the week before. What changed is timing, and on Green Lanes timing is what bites.

Selective licensing, HMOs and the paper trail behind your deposit

Both the Harringay and St Ann’s wards sit inside the borough’s selective licensing designation, which covers fourteen wards on the eastern side of Haringey and runs from 17 November 2022 to 16 November 2027. Over the top of that sit two HMO schemes: a borough-wide additional licensing scheme for houses in multiple occupation of three or four unrelated sharers, designated from 17 June 2024 to June 2029, and the mandatory scheme for HMOs of five or more under the Housing Act 2004. Between them, a large share of the sharer flats above the parade and along the Ladder are licensed one way or another.

The practical effect on cleaning is simple. A licensed flat gets inspected more closely than an unlicensed one used to be, because the licence creates a record the council can reference in a later dispute. If your move-out is from a licensed three-share above a Grand Parade shop, or a four-share split on Allison Road, the licence holder can deduct for shared-area condition a single let would never have flagged, so stairwells, communal kitchens and shared bathrooms get walked on their own. Bathrooms, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, carefully where the fittings are older chrome. Grout scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the rest, in plain order.

  • Toilet done properly: bowl, under the rim, base, cistern, hinges, and behind the pan where nobody looks but the clerk
  • Shower screen both sides, the runner track and the sealant bead
  • Bath, taps, the underside of the taps, overflow and plughole
  • Mirror, cabinet and shaver socket, and behind the cabinet where it comes off the wall
  • Extractor grille wiped and the fan vent cleared
  • Rear bathroom-window timber rail hand-wiped dry where winter condensation has fretted the paint, no spray and no soak on the joint
  • Floor into the corners, behind the loo and under the basin

Bedrooms and living areas

Inside every wardrobe, drawer and built-in cupboard, rails and runners wiped, interiors lined where you ask. Skirtings, picture rails and any dado. The original cornicing and the ceiling rose brushed soft then microfibred, which in a period parade flat holds years of dust and is one of the first front-room items the clerk checks. Front-bay window sills and the lower casement edges over the parade, hand-wiped, because the sill holds particulate off Green Lanes traffic. Light fittings, switches, sockets, thermostat, doorbell. The stair and the shared entrance

On a shop-with-flat-above unit the stair takes Saturday food-shop footfall off the parade plus the late minicab queue at the Manor House end, so the half-landing turn and the riser noses are the inventory walk’s first stop in any flat above a food unit. The banister, spindles, half-landing edge and stairwell skirtings all get done, and the front-door architrave gets the key-handover scuffs wiped. Then a final walk-through with a torch to catch what daylight hides, photographed before and after.


Why 302 ppm decides your bathroom result

North London runs on very hard water, and on Green Lanes it costs more deposits than anything except the oven and the canopy. The Thames Water supply here is around 294 ppm calcium carbonate in N4 and about 302 ppm in N8 (Thames Water hard water), fed off the chalk through the Hornsey treatment works, and it sets scale onto taps, shower heads, screens and tile joints fast. The clerk runs a thumbnail down the tap and looks at the screen edge-on against the light, because a cloth does nothing once it has hardened into the chrome.

Grand Parade to the Ladder: the stock changes street by street

The corridor is not one kind of flat, and the clean is not one method. Walk it and the stock shifts every few hundred yards, so we work it in bands, because the surface, the product and the thing the clerk looks for change with it.

These are the units over the greengrocers, grills and patisseries, from the Manor House end up to Turnpike Lane. The layout repeats: a shared street door, a narrow flight up, the kitchen at the rear onto a light-well, the sitting room at the front over the shop sign, the bathroom upstairs. The brief is the same three things every time, in the order they cost time: the grill-canopy extractor, the shared-stair carpet, and the rear bathroom window over a hard-working kitchen. The Harringay Ladder, west of the road

Run west off Green Lanes between the road and Wightman Road and you are on the Ladder, the grid of parallel 1880s-1900s terraced streets that is the housing core here. Salisbury Road, Allison Road, Fairfax Road and the rungs beyond are two-storey terraces, overwhelmingly split into upper and lower conversion flats let to sharers. These transact above the parade average, so the deposits are bigger and the inventory walk is sharper. Anthony Pepe at 407 Green Lanes (N4 1EY) is the most common key drop on the whole corridor. Pick your rung: Harringay Ladder, Harringay, or the wider Hornsey streets at the top.

The Gardens, St Ann’s and the Manor House end

East of Green Lanes the St Ann’s “Gardens” streets (Beresford, Cavendish, Sydney and the rest) are the same period conversion stock with their own ward paperwork; that is St Ann’s. On the corner of Green Lanes and St Ann’s Road stands The Salisbury, the Grade II* listed hotel-pub John Cathles Hill built in 1898-9, the landmark everyone uses to place the middle of the strip. South toward the reservoirs the stock turns to mansion-block flats near Manor House and Woodberry Down, a different clean with communal entrances and lift lobbies; that is Manor House, and beyond it Finsbury Park.

I edit TV freelance and the flat doubled as the edit suite, so I was in it all day with the smell of charcoal coming up. My extractor had been pulling against the grill chimney below for over a year and the canopy mesh was the colour of strong tea. Both the Harringay and St Ann’s wards are inside the borough’s selective licensing scheme, which runs to 16 November 2027, so most single-let and two-sharer flats here are licensed. A licensed flat carries a council paper trail, which tends to make the hand-back inspection tighter and means shared areas get walked separately. Do you handle HMO common parts?

Yes. Haringey runs a borough-wide additional HMO scheme for three or four sharers, designated to 2029, plus the mandatory scheme for five or more, so a lot of the sharer flats here are HMOs. What about limescale on the chrome fittings?

North London water on the Thames Water network is very hard, around 294 ppm calcium carbonate in N4 and about 302 ppm in N8, fed through the Hornsey treatment works.
