The day-one report is the standard you are held to

Start with the mechanism, because almost nobody does, and it decides the whole thing. When you moved in, a clerk walked the flat and wrote an inventory: every surface described, usually photographed, the kitchen and bathroom marked “new” or “as new”. Those words were fair on the day, because the place had just had a professional clean. At check-out a different clerk walks it again, line by line, and anything materially worse than the check-in entry, past fair wear and tear, can be charged against your deposit. You are being marked against a professional clean. That is why a free Sunday with a mop rarely gets you there.

The money is not abstract around here. That job is a fair picture of the pattern on the estates west of Caledonian Road: a long tenancy, an appliance nobody had dealt with in years, hard-water fittings, and an agent who checks. The clean cost a fraction of what was at stake. It usually does. What turned it was the dated photo set that went out with the invoice as much as the scrubbing, which is the part most rescue jobs are missing when the agent pushes back. We will come back to that photo file, because on a licensed or estate flat it does more work than the cleaning cloth.

What 1 May 2026 changed, and what it did not

The Renters’ Rights Act 2025 came in on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, so a tenant can give two months’ notice at any point in the year instead of waiting for a fixed term to end.

Here is the bit people get wrong. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies, the check-in benchmark still applies, and the deposit maths is exactly what it was the week before. What changed is timing. This was already a high-churn patch, full of one-year lets and short professional tenancies along that Pentonville Road spine. Let tenants leave on a rolling two months rather than a fixed date and the move-outs get more frequent and less predictable, so the month-end crush that already clogs N1 is not going to ease. The takeaway is dull and pays for itself: book earlier than you would have last year, because the slot you want will be gone if you wait.


Where Islington licensing now bites around Pentonville

Islington runs one of the busier landlord-licensing regimes in inner London, and it has just got wider. Borough-wide additional licensing for houses in multiple occupation came in on 1 February 2026 and runs for five years, to 2031. If a house on Chapel Market or White Lion Street has been split so that three or more unrelated people share it, the landlord almost certainly needs a licence now.

Selective licensing is the part still moving. It already covers Finsbury Park, Tollington and Hillrise wards, and the council’s executive has approved extending it to another seven, Barnsbury and Caledonian among them. Pentonville sits across the Caledonian and Barnsbury wards, but the start date for that extension has not been confirmed yet, so check Islington’s own property-licensing pages before you assume your flat is in scope. Either way, a licensed property comes with stricter inventory documentation: the check-out clean gets photographed and filed against the licence record. Bathrooms, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, with a careful touch on any original chrome. Grout is scrubbed back as far as honest effort takes it, photographed first where it is clearly past saving. Then the rest, in plain order.

  • Toilet done properly: inside, under the rim, base, cistern, hinges, and behind the pedestal where only the clerk looks
  • Shower screen both sides, the tracks, and the sealant bead
  • Bath, taps, the underside of the taps, overflow and plughole
  • Mirrors and cabinets, and behind them where they come off the wall
  • Extractor fan vent dusted and the sealant cleaned to a usable state, since re-sealing is a handyman job and not a cleaning one
  • Floor into the corners, behind the loo and under the basin

Bedrooms, living rooms and the bits between

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, handles. Light fittings, switches, and the ceiling roses, which in a Penton Street flat hold years of dust. Window sills, reveals and frames on the inside, with the box bays and the older timber sashes needing slow, careful work. Picture rails and cornice on the split early-Victorian houses, dusted along the top edge where a torch finds the miss. Radiators behind, under and on top. What N1 hard water does to a bathroom

Pentonville sits in London’s hard-water zone, and that one detail loses more deposits here than almost anything except the oven. Thames Water draws the supply off chalk, and it runs hard, around 280 mg/l of calcium carbonate, near the top of the scale. Calcium builds on taps, shower heads, screens and tile joints faster than tenants expect, and a wipe with a cloth does nothing to it. Some surfaces sit outside the scrub-and-go work. Cross the Caledonian Road and you are on post-war council stock, the Bemerton Estate north of Bingfield Street chief among it, built 1969 to 1973 and now a mix of tenanted and part-leasehold flats. Galley kitchens, metal-framed casement windows, extractor vents that pull cooking residue across half the ceiling, bath taps that have run hard for forty years. Long lets mean build-up in places nobody cleaned between tenants, and we win these check-outs on the dull, slow work. The prison further up the Caledonian Road is the landmark people steer by, but the residential part of Pentonville is the estates and the Georgian streets, not HMP Pentonville itself.

Is carpet cleaning a separate job from the clean?
