As for the council, Shortlands is in the London Borough of Bromley, and Bromley runs only the mandatory HMO licensing scheme, the one that covers houses occupied by five or more people in more than one household. There is no borough-wide selective or additional licensing here covering ordinary single-family lets and flats, and the council has no scheme of that kind planned. Away from the villa flats the stock turns to substantial 1920s and 1930s houses, bay-fronted detached and semis with hung-tile or mock-Tudor detail, mostly clustered around Kingswood Road and the streets toward the course. Five-bedroom houses and the larger villas are quoted on a quick visit because the room count, the bathrooms and the cooker vary too much for a fixed figure. Now run the sum the deposit makes you run. A two-bed villa-flat conversion at £243, set against a deposit that on Shortlands rents is comfortably into four figures, is not really a decision.
