Why does a Streatham Park deposit slip when the house looked clean?

Lambeth licensing, the Article 4 line, and why agents got fussier

Lambeth has tightened the screws on the private rented sector around Streatham, and it changes the standard your clean is judged against even though none of it is a cleaning rule. Selective licensing arrived in two phases. Phase 1 went live on 2 September 2024 across Streatham Common & Vale, Streatham St Leonard’s, Streatham Hill East and Knights Hill. Phase 2 followed on 1 September 2025, pulling in Streatham Hill West & Thornton and Streatham Wells, so nearly every private let in the area now needs a licence. On top of that, additional HMO licensing has run borough-wide since 9 December 2021 for houses shared by three or four unrelated people, with mandatory HMO licensing for the larger five-plus shares.

In 2024 the council made an Article 4 direction withdrawing the permitted-development right that let owners turn a family house into a small house in multiple occupation without planning permission, and confirmed it to take effect from 11 August 2025 in Streatham Common & Vale and Streatham St Leonard’s. Streatham Park top to bottom: the stock changes off the Common

People muddle Streatham Park with the other Streathams, and the boundaries genuinely are fuzzy, so it is worth being precise. Streatham Park is the residential grid on the west and north-west side of Streatham, the streets climbing off Streatham Common North around Mount Ephraim toward Mitcham Lane and the Furzedown edge, on the Lambeth side near the Wandsworth border. It takes its name from the old villa estate where Mrs Thrale and Dr Johnson once kept a house, long since replaced by the Edwardian roads that fill the slope today. It is not Streatham Vale, the separate area further south-west toward Mitcham, and it is not Streatham Common or Streatham Hill.

The Edwardian and inter-war grid

The heart of it is substantial bay-fronted Edwardian and inter-war semis and villas, many decades into family lets and now split into flats and conversions. Long tenancies mean original or near-original kitchens and bathrooms, deep skirting, picture rails, and bay windows whose runners collect grime nobody has touched between tenants. The Common edge and the older houses
