The village the fire rebuilt

On 19 July 2022, the day the UK first recorded 40C, a fire that began in a compost heap spread across the dry grass behind Wennington and destroyed roughly seventeen homes in a single afternoon. Marine Cottages, the row on Wennington Road, went almost entirely. By 2025 the rebuilt houses were finished and families had moved back in, several of them designed to visually replicate the homes that were lost. We mention this not for drama but because it shapes the moving picture here. Wennington is a small green-belt village, not a busy rental district, and the homes that change hands are a mix of older village houses, a handful of new builds raised on the fire plots, and farm and stable properties out along the marsh edge.

That matters when you book an end of tenancy clean, because the property you are handing back is rarely a standard two-bed flat with a managing agent forty minutes away. It is more often a house with a long history, an old kitchen, and an inventory that was either done carefully or not at all. What a Wennington home actually needs

Start with the obvious. Wennington is a ribbon of houses strung along Wennington Road off the A13, about a mile north of the Thames, with Wennington Marshes on one side and farmland on the other. The medieval church of St Mary and St Peter, parts of it twelfth century, sits near the middle of the village. There is no high street to speak of and no station in the village itself. So the rented homes split into three rough types, and each hands back differently.

The old village houses come first. These are brick cottages and Victorian-era terraces, some of them on Wennington Road itself, with the wear you expect from a hundred-odd years of use. Painted timber sash windows that have been redone many times. Quarry-tiled or flagstone floors near the back door. Open fireplaces that may or may not still draw. The cleaning challenge in these is grime that has had decades to settle into grout, skirting and window reveals, plus soot around any working fire. Clerks here read the detail closely because the fittings are old and replacements are expensive.

Then there are the new builds on the fire plots. The houses rebuilt after 2022 are modern inside, with sealed units instead of timber frames, fitted kitchens, and underfloor or modern central heating. They clean up faster, but the inventories tend to be brand new and unforgiving, because everything was logged from a blank slate when the tenancy started. A new oven that has been used hard for a year shows it, and a clerk comparing it to a pristine check-in photo will mark it.

The third type is the farm-edge property. Wennington Marshes and the land running down to the river hold a scatter of older farmhouses, cottages and stable blocks. These come with their own problems: mud and field dirt tracked through, wood burners, oil or LPG kitchens rather than mains gas, and outbuildings that sometimes creep onto the inventory. One honest point. Because Wennington is small and semi-rural, a fair share of these homes are let privately, landlord to tenant, with no agent in the middle. That sounds easier. It is often harder, because a private landlord who lives nearby has stronger feelings about the kitchen than a letting agent ticking a list, and they tend to do the final walk-through themselves. The deposit rules in plain English

Tenants forget one thing above all. Your landlord cannot simply keep money for cleaning. Since 2007, any deposit on an assured shorthold tenancy in England has to be protected in one of three government-backed schemes within 30 days of being paid, and the rules on this are set out plainly on the GOV.UK deposit protection pages. The three schemes are the Deposit Protection Service, MyDeposits, and the Tenancy Deposit Scheme. If a landlord wants to take money off for cleaning at the end, they have to justify it, and if you dispute it, an adjudicator looks at the evidence.

That evidence is mostly the check-in inventory and the check-out report. The single rule worth knowing is that you are judged against the condition the property was in when you moved in, allowing for fair wear and tear. You are not expected to hand back a better home than you got. Shelter’s tenancy deposit advice spells out what a landlord can and cannot hold money back for, and cleaning is one of the most common deductions precisely because it is one of the easiest to evidence with a photo.

So a clean home at check-out is the cheapest insurance you can buy on a deposit. If the place was professionally cleaned at the start, which the inventory will usually note, the adjudicator expects the same standard back. That is the gap most cleaning deductions live in, and it is the gap we are paid to close. The private-landlord point matters here as well. Where there is no agent, sometimes there is no proper check-in inventory either, just a few photos on a phone or nothing at all. That cuts both ways. A landlord with weak evidence finds it harder to prove the place was spotless at the start, but you also have less to point to when you argue the clean was fine. Where Wennington sits in Havering’s scheme

This is the chapter to read if you rent here. From 18 March 2026, Havering Council brought in two new licensing schemes that run until 17 March 2031, and Wennington is caught by both, which surprises a lot of people for a village this size.

The first is selective licensing. It covers seven wards, and the ward called Rainham and Wennington is one of them, so a property let to a single household or to two unrelated sharers in Wennington now needs a selective licence. The council’s own figures put the application fee at £950 per property, split into a Part A fee of £570 and a Part B fee of £380. The full list of wards and the application route are on Havering Council’s private rented property licensing pages, and the scheme opened for applications from 25 January 2026.

The second is additional HMO licensing, and this one is borough-wide from the same date. It covers shared houses and flats let to three or four people who are not one household, the smaller house-shares that fall outside mandatory HMO rules. The Part A fee there is £840 and Part B is £560, with small discounts for accredited landlords and for properties rated EPC C or above.

Why does a licence matter to you as a departing tenant? Because a licensed property is inspected against management standards, and a landlord who has gone through that process tends to run a tighter check-out. They have already had the council look at the condition of the place, so the bar at the end of your tenancy is usually higher, not lower. A clean that would have scraped through in 2021 may not now. That is the practical effect of the scheme on the ground in Wennington, whatever the policy intent.

One caveat worth stating plainly. Because Wennington has so few rented homes compared with Rainham proper, the number of licences issued here will be small, and a private landlord who is not used to the scheme may not realise their let needs one. That is their problem to sort, not yours, but it is worth knowing the rules apply before you assume your tenancy is too informal to count.

The prices are these. A studio is £156. A one-bed is £207. A two-bed is £243. A three-bed is £339, and a four-bed is £425. Most Wennington village houses are three or four bedrooms, so the £339 and £425 tiers are the common ones here, though the new builds on the fire plots run smaller. If you would rather pay by the hour for a part-clean, that is £30 per cleaner per hour, but for a full deposit-back clean the fixed price almost always works out cheaper.

What the clean covers, room by room, is the detail a clerk actually checks. In the kitchen: the oven stripped and degreased inside, the hob and extractor, the fridge and freezer cleaned out once defrosted, cupboards wiped inside and out, and the splashbacks and tiling. In the bathroom: the suite descaled, the grout scrubbed, the shower screen cleared of soap scum, and the extractor wiped. Through the rest of the home: skirting boards, door tops, light switches and sockets, window interiors and sills, cobwebs off the ceilings, and a full vacuum and mop. In an old village house we add time for fireplaces and for the build-up in the corners of single-glazed reveals.

Two practical conditions before we arrive. The property needs electricity and running hot water on, and the fridge and freezer need defrosting beforehand, because we cannot clean a freezer full of ice in the time slot. The place should also be empty of your belongings so the team can reach every surface. If a removals lorry is still being loaded when we turn up, the clean takes longer and costs more.

Extras a village move tends to need

The standard clean handles the property. A village move-out often needs a bit more, and these are priced separately so you only pay for what the home has.

Carpets are the big one out here. Older Wennington houses tend to be carpeted upstairs and through the bedrooms, and field dirt and wood-smoke get into the pile in a way a vacuum will not lift. We clean carpets with hot water extraction, which pulls the dirt out rather than masking it. It is £36 a bedroom, £43 for a living room, or £115 for a whole two-bed’s worth of carpet done together. If the check-in noted the carpets as professionally cleaned, getting them done again is often the difference between a full deposit and a deduction.

Ovens are the other one. A year of roasting leaves carbon baked onto the inside that a wipe-down will not shift, and clerks open the oven door every time. Getting to Wennington is its own subject. The village sits right on the A13, between the Wennington and the New Road junctions, which is good for our vans coming from across London but means the road noise never really stops. There is no station in the village, so a tenant without a car relies on the buses along the A1306 and the c2c trains from Rainham a mile or so up the road. For us it means we usually drive, and parking is rarely the headache it is in inner London, which is one of the few easy things about a move out here.

It does mean directions matter more than they would in town. Half the lets here do not have a number that shows up cleanly on a satnav, so we tend to find them by the old church. St Mary and St Peter on Wennington Road is the obvious marker, and most of the village houses are within a short walk of it. If your place is out toward the marsh, on one of the lanes past the edge of the houses, tell us when you book and give us a landmark, because the postcode alone will sometimes drop a driver in a field. We would rather know in advance than have a van circling while the clock on your check-out runs down.

If you are weighing up a full clean against doing it yourself, the honest maths is simple. A deposit deduction for cleaning on a three-bed routinely runs higher than the £339 a professional clean costs, and you only get one shot at the check-out. What a clerk writes up, and why

It helps to know what an inventory clerk is actually doing when they walk a Wennington property. They are not cleaning inspectors. They are comparing the place, room by room, against the check-in report, and writing down every difference. Their job is to give the landlord and the deposit scheme a fair record, not to fail you. But the things that get written up are predictable, and most of them are cleaning, not damage.

Selective licence
