A town built on a gasworks

Beckton is younger than most of the people living in it, and that one fact explains the whole place. The Gas Light and Coke Company opened a gasworks here in 1870 and named the site after its governor, Simon Adams Beck. For a century it was the largest gasworks in Europe, a 550-acre plant with its own internal railway running to somewhere between 42 and 70 miles of track and its own piers on the Thames. The coal carbonisation plant shut in 1969, the rest limped on to 1976, and Beckton was where the very last town-gas homes in the North Thames area were converted to natural gas, on 29 August 1976. The toxic spoil left behind got piled into the hills locals named the Beckton Alps, the highest artificial hill in London; one slope briefly held a 25-metre dry ski run that Diana, Princess of Wales, opened, with a Swiss-style bar at the bottom. Then the London Docklands Development Corporation cleared the lot. Between 1981 and 1998 it built the single largest housing scheme in its entire Docklands programme on that ground. The Docklands Light Railway branch out to Beckton opened on 28 March 1994, its depot sitting on part of the old gasworks site. Nearly everything you can rent here was built in that window.

Why does any of this matter before you book a clean? Because a place built in one push has housing stock that is unusually uniform, and that shapes what an inventory clerk looks for. Beckton is not a patchwork of Victorian terraces, post-war slabs and shiny towers all jumbled together. It is mile after mile of late-twentieth-century estate: brick houses with small gardens, low-rise flat blocks, cul-de-sacs off Tollgate Road and Stansfeld Road, the Winsor Park and Savage Gardens streets, a lot of it built or part-owned by housing associations. The fittings repeat. The same style of kitchen, the same panel doors, the same modest bathrooms, flat after flat. That helps us, because we know this stock cold, and it helps the clerk too, because they walk a dozen near-identical flats a month and know exactly which corners tenants cut.

The people moving through these flats turn over quickly. Beckton has no Underground station at all, only the DLR, with five stops serving the area at Beckton, Gallions Reach, Cyprus, Beckton Park and Royal Albert, plus a thick bundle of buses including the 101, 366, 376 and 474. So it pulls Canary Wharf and City commuters who change at Poplar or Canning Town, University of East London students from the Docklands campus, and a lot of families priced out further west. Add the retail parks, Gallions Reach Shopping Park went up in 2003 and was the largest in London at the time, and you get a working, churning rental market where flats let, empty and re-let on a tight cycle. Every one of those turnovers ends with a deposit sitting on a single inspection.


What built fast and let fast means for the clean

Uniform stock cuts both ways. The flats are simpler than a period conversion, with no cornicing or sash windows to nurse, so a Beckton end-of-tenancy clean is rarely the slow, delicate job a Hampstead one is. But simple does not mean easy, and two things about this stock catch tenants out every single time.

First, age. The earliest Beckton estates are now past forty years old, and forty years of tenants have worked grime into places a quick wipe never reaches. Kitchen extractor housings, the seals on a washing machine that has served six tenancies, the grout in a bathroom last regrouted in the nineties. Second, the let-and-re-let speed. A flat that turns over every twelve or eighteen months accumulates the kind of layered, baked-on residue that a single move-out clean has to cut through in one go, with no slack in the timetable, because the next tenant is often booked in within days.

So the work is honest graft rather than finesse. We strip the oven properly, pull the appliances out, descale everything the hard water has furred, and get into the housing-association-spec kitchens where the cupboards have awkward deep corners. The clerk on a Beckton round is not hunting for a scratched original architrave. They are checking the oven, the seals, the limescale and the floors, because that is where this stock fails, and that is what we build the job around.


Where a Beckton deposit actually goes

The deposit is not an abstraction, it is five weeks of rent sitting in a scheme. On a typical Beckton letting it runs roughly £1,200 to £1,500 on a studio or small one-bed, £1,500 to £1,900 on a one-bed flat, and £1,900 to £2,400 on a two-bed. The family houses go higher. A three-bed on the Tollgate Road or Savage Gardens streets sits around £2,400 to £3,000, and the larger lets go further again. A one-bed in Beckton was advertising at around £1,250 to £1,400 a month when we last checked, with the wider E16 figure nearer £1,851 and rents up by something like eight per cent on the year. Those are the numbers a failed check-out eats into. Tenancy deposits in England are held in one of three government-backed schemes, the Tenancy Deposit Scheme, the Deposit Protection Service or mydeposits. A disputed cleaning deduction is argued out through that scheme’s free adjudication. Nobody settles it by shouting loudest. The government’s deposit-protection guidance sets out the 30-day rule and the deposit cap behind all of it.

Against those deposits the deductions are dull and predictable, and we get called in after the same lines over and over. The oven runs roughly £80 to £130, more where a long family tenancy has baked years of cooking into it. Limescale and grout, £70 to £160, because the water out here is hard and a cloth does nothing to shift set calcium off taps and tiles. The gaps behind the fridge and the washing machine that nobody pulls out, £55 to £100. Carpets in the family houses, £120 to £300. Marks on walls and doors, £70 to £180, and more again where a tenant has scrubbed at a wall the check-in already logged as worn and lifted the paint with it. A one-bed clean to protect a £1,700 deposit is not really a decision, it is arithmetic. Most tenants run that arithmetic only after they have lost the first round and seen the deduction in writing.


The licensing Newham pioneered

Here is where Beckton genuinely differs from most of London, and it changes how seriously a check-out is taken. Newham was the first council in England to bring in borough-wide selective licensing, back in 2013, and it has run some form of it ever since. The current scheme launched on 1 June 2023 and was extended again from August 2025. It is not a niche rule for shared houses. It covers nearly every privately rented home in the borough.

Additional HMO Licensing
A separate Newham scheme, live since 1 January 2023, for a house in multiple occupation shared by three or four people from two or more households. Plenty of the bigger Beckton houses let room by room fall into this.
Mandatory HMO Licensing
The national scheme, for any HMO with five or more people from two or more households sharing facilities. It applies in Beckton as everywhere in England.

Why this matters at check-out is practical, not academic. Because almost every Beckton landlord needs a licence and agrees to conditions on management and standards to get one, the inventory regime around here is tighter than in boroughs with no such scheme. Clerks document condition carefully, landlords are wary of disputes, and a deduction is more likely to go to formal adjudication than be settled with a quiet word at the door. The enforcement is real, too. Since 2013 the borough’s licensing has produced over a thousand prosecutions, twenty-eight landlord bans, thousands of hazard notices and dozens of Rent Repayment Orders. None of that lets a tenant off a genuine cleaning deduction, but it does mean the paperwork at the end of a Beckton tenancy is taken seriously by everyone involved, which is exactly why a documented professional clean carries weight.

What changed on 1 May 2026

From 1 May 2026 the Renters’ Rights Act 2025 is in force. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can give two months’ notice at any point in the year. None of that changes what you owe on the way out. The Tenant Fees Act 2019 still applies, the inventory-benchmark rule still applies, and the clean is judged exactly as it always was. The government’s guidance on the change sets out how the new system works, and none of it touches the cleaning standard at check-out.

The Beckton wrinkle is movement. A periodic-tenancy world means more flats turning over mid-cycle, on top of the already brisk churn in a high-turnover area, and the big new pipeline at Beckton Riverside is coming. The old gasworks land, now owned by Berkeley’s St William, has outline permission for around 2,900 new homes and a five-acre riverside park, so the supply of flats here is about to grow rather than shrink. The honest takeaway is dull and worth saying anyway. Book the clean earlier than you used to, because the slot you want will be gone if you ring on the day.

The clean, room by room

Extractor degreased inside and out, filter soaked or swapped. Every cupboard inside and out, including the deep awkward-cornered units in the housing-association-spec kitchens. Appliances pulled out so behind and under the fridge and washing machine gets done, then put back. The washing-machine drum, detergent drawer and door seal, the seal being the first thing the clerk opens. Sink, taps and plughole descaled, because the hard water never gives that a miss. Tiles and grout scrubbed rather than wiped. The floor is the giveaway, vinyl or laminate in most of these flats, and floor cleaning covers the lot.

Bathrooms, the other place it goes wrong. Limescale off the taps, shower head, screen and tiles first, because hard water sets calcium on every fitting in the room. Grout scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving, so the clerk cannot bill you for wear that was already there at check-in. Toilet done properly, under the rim, the base, the cistern, behind the pedestal where only the clerk looks. Shower screen both sides with the tracks and the sealant bead. Bath, taps, the underside of the taps, overflow and plughole. Mirrors, cabinets and the wall behind them. Extractor vent wiped, sealant cleaned to a usable state, because re-sealing is a handyman job and not a cleaning one. Floor into the corners and behind the loo.

Bedrooms, living rooms and the bits between. Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Switches, sockets, thermostats and the entryphone handset in the flat blocks. Window sills, reveals and frames inside, the standard double-glazed units in this stock being quicker than a sash but still grimy in the track channels. Radiators behind, under and on top. Walls spot-wiped for marks with a realistic line drawn, because nail holes and scuffs are a decorator’s bill, not yours to scrub away, and over-scrubbing a wall the inventory already logged as worn just makes it worse. Carpets get hot-water extraction, common in the family houses on the Winsor Park and Tollgate Road streets, which is the carpet cleaning add-on on the same visit, and tired sofas in furnished lets sometimes need full upholstery cleaning rather than a hoover.

And then the run that applies in every flat regardless. Internal doors both sides with handles and hinges. The staircase and bannister where a house has one. Cobwebs out of the ceiling corners. Then a final walk-through, photographed before and after, every room, which is the evidence you keep. None of it is clever. It is the dull, slow work done in full, which is what a clerk is actually checking for.

The DLR, no tube, and getting a van to the door

The access here is its own quirk. It is worth being honest about it before you book. Beckton has no Underground station, so the team comes in by van or on the DLR. A flat near Beckton Park or Cyprus sits right beside a railway running in the central reservation of the main road, because the DLR and the highway were built together in the early nineties. Parking is genuinely easier here than in inner London. Newham runs controlled zones, but the Beckton estates were laid out in the car-owning eighties with driveways, courtyards and bays, so getting kit close to the door is usually less of a fight than it would be in Hackney or Camden. The flat blocks are a different problem from the houses. Some of the low-rise Beckton blocks are walk-ups with no lift, and the haul from the van to a third-floor flat is real work that we build into the time rather than discover on the day. The houses on the Savage Gardens, Winsor Park and Stansfeld Road streets are mostly two or three storeys with their own front door and a short path, which is the easy end of the job. Most of Beckton is reachable without a car anyway. The DLR runs to Beckton, Gallions Reach, Cyprus, Beckton Park and Royal Albert, with the 101, 262, 366, 376 and 474 buses through it. What the clerk checks first
