A co-operative society built these houses

Stand on McLeod Road and you are standing on a deliberate experiment in working-class housing. The street is named after Alexander McLeod, the man who steered the Royal Arsenal Co-operative Society, and the terraces along it were built by the Society itself between 1900 and 1914 as a garden suburb for Arsenal workers. There are 1,052 of these homes across the original estate, and they share a fabric that no later builder copied: lime-plaster walls, picture rails along the ground floor, leaded-light front bays, terracotta string courses and a tiled path running from the gate to a tiled front step. The estate has been a conservation area since 1975. None of that is decoration to an outgoing tenant. It is a list of the exact places a clean fails.

Rents moved sharply once the Elizabeth line opened at Abbey Wood. As of spring 2026, one-bed flats around Bostall Lane and Wilton Road let at roughly £1,400 to £1,525 a month. Two-bed flats and small terraces sit between £1,650 and £1,850. Three-bed Edwardian terraces on McLeod Road and Suffolk Place clear £2,000, and a four-bed family house on Bostall Park Avenue has crossed £2,800. Under the Tenant Fees Act 2019, the deposit is capped at five weeks’ rent on tenancies under £50,000 a year, so most tenants here have somewhere between £1,750 and £3,250 held in a protection scheme such as the Tenancy Deposit Scheme, the DPS or mydeposits. The chalk under the estate, and the lime walls it became

The Society did something unusual when it built here. Rather than truck materials in, it sank a chalk mine on the estate itself. The shaft went down in January 1900, 53 feet deep and eight feet across, with four galleries running out about 100 feet each, and it had electric lighting off a 16-horsepower surface engine, which was modern for a mine in 1900. Most of the chalk was burnt in a kiln to make lime for the internal plasterwork. The un-burnt chalk went under the estate roads as foundation. The Kent Archaeological Society’s record of the chalk mine is the standard account, and it is worth a read if you rent one of these houses, because the walls around you were quite literally dug out from under the street.

Frank Bethell ran the build through the Society’s own Works Department, which moved wholesale from the headquarters on Powis Street in Woolwich out to the site, put up its workshops, and then dismantled them and went home once the houses were finished. Bethell directed something like 450 men. The point for a tenant is that these are not speculative builders’ houses thrown up to a price. They were built slowly, by a workforce that lived on the job, with lime plaster instead of the gypsum that came later.

Lime behaves differently from modern plaster, and that changes how you clean. Modern emulsion sits on top of the old lime, so a painted wall in a Bostall front room marks and scuffs in a way a newer wall does not, and it needs a softer hand or you take the paint off with the mark. The leaded-light bays are sealed with lead came that acidic cleaner will dull and corrode. The original bathroom tile, where a landlord has not ripped it out, is unglazed quarry or geometric encaustic, and it drinks limescale and shows grout staining far quicker than a glazed modern tile. What the clerk finds on a Bethell house

Bathrooms are where the original tile catches people out. Bath, shower screen, shower head and hose all descaled. Tile and grout, taking care on the geometric or quarry tile where it survives, with chemistry matched to the surface. Toilet bowl, seat, hinges, base seal and the awkward back of the cistern. Basin and taps, the extractor grille, the towel rail and radiator, the floor and skirtings, and the window with its sill and any leaded light. None of that is exotic. It is just thorough, and thorough is what an inventory clerk is paid to test.

The living rooms and bedrooms are where the house’s age shows most. Picture rails dusted along the full run, which is the line the clerk’s finger finds first. Sash windows done properly, internal sash, the external sash where you can reach it from inside, the frame, the sill and the pulley pocket where grime collects. Leaded-light bays cleaned with neutral chemistry. Original cast-iron fireplace surrounds polished and the hearth tile cleaned. Skirting tops and front faces. Cornicing and ceiling roses. Internal doors on both faces and along the top edge, the door furniture, the light fittings, the sockets and switch plates, behind the radiators where access allows, and inside and on top of the wardrobes. Then the stairs and landings, treads and risers and spindles and the handrail, the high-level surfaces, the cobwebs in the corners and behind the doors. The 1930s semis and the Abbey blocks

Not all of Bostall is Edwardian. The Society came back for a second wave of building between 1923 and 1930, which is why you find inter-war semis with bigger gardens around Bostall Park Avenue and the upper streets. North of the railway the housing changes again into post-war Abbey Estate brick, semis and purpose-built flats on roads like Eynsham Drive. South of Bostall Hill, where SE2 0 shades into SE18 2, there is inter-war London County Council stock and some 1960s flats. The ages differ, the failure points differ slightly, but the clerk’s standard does not move. A 1960s flat with a modern kitchen still gets its oven glass and its extractor checked, and a post-war semi still has skirtings and window frames that need detailing.

One practical note that no inventory clerk will tell you, but every cleaner who works the estate knows. The hill is the hard part. Knee Hill and the top of Bostall Hill are a genuine climb with the kit, parking near the older terraces is tight, and the front gardens collect leaf litter and moss off the heath that ends up walked through the hall. Licensing on a co-operative street

The Royal Borough of Greenwich runs two licensing schemes that land on Bostall stock, and which one bites depends on the house and the street. The first is the borough-wide additional HMO licensing scheme, live since 1 January 2024 and running to 31 December 2028. It covers any house in multiple occupation with three or more residents from more than one household sharing a kitchen, bathroom or toilet. Plenty of the larger Edwardian terraces on McLeod Road and Bostall Lane have been split into shared houses for Elizabeth line commuters, and those need a licence.

The second is a five-year selective licensing scheme covering single-household and small-sharer lets across the Plumstead, Glyndon, Plumstead Common, Shooters Hill, Woolwich Common and Woolwich Riverside wards, in force from 1 October 2022 to 30 September 2027. The southern fringe of Bostall, where the conservation area spills into Plumstead Common ward around Knee Hill and the bottom of Bostall Hill, sits inside that designation, so a good number of one and two-bed flats down there need a selective licence to be let lawfully. Deposits after the 1 May 2026 changes

The Renters’ Rights Act 2025 received Royal Assent in late 2025, and its main provisions went live across England on 1 May 2026. Fixed-term assured shorthold tenancies are gone, replaced by periodic tenancies as the default, and Section 21 no-fault evictions have ended. Landlords picked up stronger grounds for genuine sale or family use. What did not change is the structure of a deposit deduction. The agent still has to show the difference between fair wear and tear and tenant-caused condition, and they still have to evidence it.

If anything, the bar is now more photographic, not less. A flat that looks fine across the room but fails when the clerk runs a finger along a Victorian skirting will end up in writing, with images, stapled to the deduction notice. The takeaway for someone moving out of a Bostall rental this summer is blunt. Carpet cleaning runs £36 per bedroom, £43 per living room, or £115 for a whole two-bed flat done in one visit.
