The deposit on an Upper Riverside flat

A two-bed at Upper Riverside, eleventh floor, river-facing balcony, integrated Miele kitchen, carried a £5,200 deposit on its last tenancy. Down the Peninsula and the big estates

Most boroughs you describe street by street. Greenwich you describe estate by estate, because so much of the rental stock sits inside a handful of named developments, each with its own operator and its own check-out paperwork. Which estate you are in tells us more about the clean than the postcode does. We start with the towers, where the strictest specs are.

Greenwich Peninsula

Knight Dragon’s masterplan covers 150 acres at the north end of the Peninsula, targeting 17,000-plus homes, 12,000 jobs and 48 acres of public space. The flagship cluster is Upper Riverside: 24-hour concierge, residents’ pool, gyms, roof terraces with direct O2 and Canary Wharf views. No.5 Upper Riverside holds the loft apartments and duplex penthouses, The Lighterman is the distinctive tower on the skyline, and the Design District the creative quarter next to the O2. North Greenwich on the Jubilee Line is ten minutes from Waterloo, and the Silvertown Tunnel, open 2025, added a road crossing to East London on the Newham side.

Kidbrooke Village

Kidbrooke Village sits on the SE3 and SE9 boundary, a 20-year £1bn Berkeley Homes scheme with L&Q and the council, built on the old 1960s Ferrier Estate. The target is 5,268 homes by 2031, with 86 acres of landscaped parkland that won the 2020 Landscape Institute Sir David Attenborough Award. Pegler Square is the village centre and Cator Park the twelve acres of green at its heart. Recent phases include the Blackheath Collection of four-bed townhouses with parking and private gardens, plus Helio House. On-site Kidbrooke station runs 16 to 17 minutes to London Bridge, HomeViews rating 4.20 out of 5. The clean is Berkeley new-build standard, the Clubhouse keycard signed back in person by Blackheath Collection residents, and Foxtons New Homes, Berkeley Capital and Metra Living operate across different buildings, so the spec comes to us at booking.

Royal Arsenal Riverside

Berkeley turned the historic Royal Arsenal site at Woolwich, home to the Royal Artillery for over 300 years, into a waterfront community. Woolwich Works now fills the Grade II listed Arsenal buildings as a cultural hub. The Elizabeth Line at Woolwich, open since 2022, is 13 minutes to Canary Wharf, with Woolwich Arsenal DLR and a Thames Clipper pier on top. Hennessey Apartments and its neighbours are among the current phases, mid-spec to premium new-build, river-facing balconies carrying airborne-salt residue.

Thamesmead and Abbey Wood

Thamesmead, SE28 south and SE2 central, shared with Bexley, is Peabody’s £1bn, 20,000-home regeneration of the 1960s and 70s new town, the one Stanley Kubrick used as the backdrop for A Clockwork Orange in 1971. Abbey Wood’s Elizabeth Line station anchors the transport offer. The cleaning mix runs from post-war estate flats to premium new-build, so the brief is set by the property.

The heritage core and the Victorian belt

Away from the towers, Greenwich is old, and in places legally protected. This is where conservation products and ladder access earn their keep, because the wrong bottle does damage a clerk will charge for.

Maritime Greenwich and the UNESCO zone

Greenwich town centre is on UNESCO’s World Heritage list as Maritime Greenwich, inscribed in 1997, covering the Old Royal Naval College, the Queen’s House, the Royal Observatory and the Cutty Sark, plus the Grade II listed Greenwich Foot Tunnel over to Island Gardens. The residential streets around Crooms Hill, Royal Hill, King William Walk and Gloucester Circus carry particularly stringent conservation rules. The stock is Georgian townhouses, Victorian terraces, some Regency and later conversions, with heavy letting activity around the university and Trinity Laban, and the clean stays conservation-appropriate throughout.

Blackheath, Westcombe Park and Charlton

Blackheath, SE3, is one of South-East London’s most sought-after village pockets, Georgian streets around the Heath, which the borough shares with Lewisham, with substantial Victorian villas around Blackheath Park and Granville Park. Westcombe Park, east of the Blackheath Royal Standard, is a belt of Victorian villas on tree-lined streets. Maze Hill, on the east edge of Greenwich Park, has period terraces on the Park fringe. Charlton, SE7, runs to Victorian terraces around The Valley with original features, plus 1930s semis. The long family tenancies mean real accumulated wear by check-out, and we carry telescopic poles and ladder access for the 3 to 3.5 metre ceilings, because a clerk will look up.

Eltham and the southern suburbs

Eltham, SE9, is Greenwich’s southern family belt: 1920s and 30s semi-detached housing, period stock around Well Hall and Coldharbour, and Eltham Palace, a 1930s Art Deco house grafted onto a medieval royal palace. Avery Hill, home of the University of Greenwich Avery Hill campus, plus Middle Park, New Eltham and Mottingham, fill out the suburban belt on Southeastern rail. The 1930s features want non-abrasive care, and the long tenancies carry the same accumulated-wear problem as Blackheath.

Woolwich and Plumstead

The Woolwich, Plumstead and Shooter’s Hill corridor is where selective licensing bites. The stock is a dense Victorian terrace belt of bay-fronted two and three-beds, some Edwardian infill, post-war estate stock, and new-build BTR around Royal Arsenal and the stations. Plumstead keeps more of its Victorian terrace character, Shooter’s Hill the high historic edge. Inspection visits are more common here, so the dated photo record at check-out matters more than anywhere else.


The licensing map tenants rarely see

That eastern belt brings us to the part of renting most tenants never look at until something goes wrong. The borough runs one of the tighter property-licensing regimes in outer London: two local schemes are live, plus the national mandatory one, and they shape how strict your clerk is.

Selective licensing
Live 1 October 2022 to 30 September 2027, covering five wards, parts of Plumstead, Glyndon, Shooter’s Hill, Woolwich Common and Woolwich Riverside, for every property let to a single household or up to two unrelated sharers. Check a postcode against the Royal Borough’s postcode checker.
Additional HMO licensing
Live 1 January 2024 to 31 December 2028, borough-wide, for any property shared by three or more unrelated people forming two or more households, including section 257 HMOs, certain converted blocks under one ownership.
Mandatory HMO licensing
The national scheme, borough-wide, for properties with five or more people from two or more households sharing facilities.
Check-in inventory
The condition report taken when you moved in, written room by room after a professional clean. It is the benchmark your check-out is graded against, so a flat that looks fine can still be marked down.

The numbers tell their own story. The register listed 1,245 licensed HMOs as of September 2021, and the borough HMO count climbed from around 600 to over 900 in 2024 reports, partly through Peninsula-era conversions, partly through subdivided Victorian stock out east. Unlicensed landlords face fines up to £30,000 per offence plus a Rent Repayment Order of up to 12 months’ rent through the First-tier Tribunal, and the Residential Services Team takes queries on 0333 555 2076.

For cleaning, the effect is documentary. Landlords in the five selective-licensing wards work under inspection visits, so their clerks are routinely strict at check-out, while wards outside the scheme carry higher-end private or BTR-operator expectations instead. Either way the paper trail at handover protects you, which is why every job ends with a dated photo of every room.


The Renters’ Rights Act from 1 May 2026

From 1 May 2026 the Renters’ Rights Act 2025 is in force. Section 21 no-fault evictions go. Every existing assured shorthold tenancy converts to a periodic tenancy, and tenants can give two months’ notice at any point. What does not change is the cleaning side. The Tenant Fees Act 2019 still applies, so a landlord cannot contractually force you to pay for a professional clean, and the inventory-benchmark rule still applies, so the condition you hand the place back in is measured against check-in. The government’s guide to the Renters’ Rights Act sets out the detail.

Greenwich feels this more than most boroughs, because its tenant base skews young and mobile, especially across the Peninsula BTR cluster, Kidbrooke Village and the Woolwich and Abbey Wood Elizabeth Line corridor, so mid-tenancy churn through 2026 is likely to be heavy. There is a sharper edge for landlords, too: unlicensed landlords in the five selective-licensing wards cannot use the Act’s no-fault possession grounds from 1 May 2026. More moves, more often, against an unchanged cleaning standard. That is the practical read.

What Greenwich rents actually do

Greenwich has been one of London’s steadiest rental-growth stories for a decade. Average rent is £1,943 per month as of February 2026 per ONS, up 4.3% year-on-year, against a London-wide rate nearer 1.7%. House prices sit at £478,000 as of January 2026, up 2.3% year-on-year while prices across London fell 1.7%. Three things pull the same way: the Maritime Greenwich heritage site, a long regeneration pipeline adding modern stock, and the Elizabeth Line at Woolwich and Abbey Wood since May 2022, which put Bond Street under 30 minutes from Woolwich.

The internal spread is wide. The town centre, Blackheath village, Westcombe Park and Maze Hill run well above £700,000 for family stock, some houses past £2m. The Peninsula is its own micro-market of concierge towers, the Woolwich, Plumstead and Thamesmead belt out east is the affordable end of Victorian terraces and regeneration flats, and Eltham and the southern suburbs are family-housing value.

The tenant base tracks all of that. Young professionals on the Jubilee and Elizabeth lines. A large student population from the University of Greenwich across its Old Royal Naval College and Avery Hill campuses. Long-settled families in Blackheath, Westcombe Park and Eltham. There is a substantial Nigerian and West African community along the Plumstead and Thamesmead corridor, and one of the largest Nepalese communities in the UK around Woolwich, dating back to Gurkha regiments at the Royal Artillery Barracks. Greenwich took its Royal Borough charter in 2012, one of only four London boroughs with that status.

Why this matters for a deposit is arithmetic. Two-bed deposits run roughly £2,200 to £5,500 depending on stock, rising to £6,500 to £10,000 or more on a four-bed UNESCO-zone period family home. Set a £245 clean on a two-bed Peninsula tower against the £4,500 deposit it protects, and the maths answers itself.


What the clerk opens first

Before the full room list, know the order a Greenwich clerk works in, because that order is where deposits are won and lost, and after a decade here it is predictable. The oven first. Then the washing-machine door seal and the detergent drawer. Then limescale and grout. That is the pass-or-deduction line, where most failed cleans fail.

After those, the building-specific items take over: high-ceiling cornicing in the period stock, engineered-wood floors and Thames-wind balconies in the BTR, sash fittings across the Victorian belt, and carpets where the agreement demands professional extraction, see carpet cleaning. Marks around switches and frames get spot-wiped, but structural damp is a landlord obligation under the Homes (Fitness for Human Habitation) Act 2018, so we document it rather than mask it.

We work through all of it, and the dated photographs at completion are the point: if something is flagged unreasonably, you have a record to push back with at adjudication. The room-by-room standard we clean to

Kitchen

The kitchen is where Greenwich deposits go first.

  • Oven stripped completely, racks soaked, door glass separated, interior, fan, element and seals done; family kitchens often run AGA or Rangemaster, BTR integrated Bosch, Siemens or Miele. Standalone oven cleaning if that is all that is flagged.
  • Hob rings and burners lifted, grates scrubbed, knobs off and washed; extractor hood degreased inside and out, filter soaked or replaced.
  • Cupboards inside and out, shelf edges and kickboards; fridge and freezer inside, defrosted before we arrive; behind and under the fridge, dishwasher and washing machine, pulled out and put back.
  • Washing-machine drum, the black door-seal mould ring every clerk opens first, and the detergent drawer scrubbed.
  • Sink, taps, drainer and plughole descaled; London water is among the hardest in the UK, so the product matches the finish.
  • Tiles, splashback and grout scrubbed, not wiped; floor mopped, engineered wood, pine, parquet or carpet each on its own terms, see floor cleaning.

Bathrooms

Bathrooms are the other deposit-killer.

  • Limescale off taps, shower head, screen and tiles, descalers matched to the fittings, Victorian cast-iron through to Peninsula and Kidbrooke designer chrome.
  • Grout scrubbed to white, or as close as honest effort gets; if it is past saving we photograph the pre-existing state.
  • Toilet inside, under the rim, base, cistern, hinges and behind the pedestal; shower screen both sides with tracks and sealant bead; bath, taps, underside, overflow and plughole, roll-top feet included.
  • Mirrors and cabinets and behind them; extractor-fan vent wiped, since internal BTR bathrooms fill with dust fast; floor including the corners, behind the loo and under the basin pedestal.

Bedrooms and living areas

  • Inside every wardrobe, drawer and built-in cupboard, including the alcove shelving and understairs cupboards that Victorian terraces always have on the inventory.
  • Skirting, door frames, doors, handles and finger plates; brass door furniture in period stock cleaned to suit; light fittings, shades, ceiling roses and switches.
  • High ceilings and cornicing. Period stock runs 3 to 3.5 metres, Eltham 1930s semis nearer 2.5, BTR 2.4 to 2.7; we carry telescopic poles and ladder access for the tall ones.
  • Window sills, reveals and frames inside; Victorian sashes need care on pulley cords and runners, leaded casements non-abrasive care, Peninsula glazing a smudge-free product. Exterior glass is a separate window cleaning add-on.
  • Radiators behind, underneath and on top; picture rails, dado rails, architraves and original fireplaces cleaned to suit.
  • Balconies and terraces. Peninsula towers and Royal Arsenal river frontages take heavy Thames-wind exposure, specifically inventoried.
  • Walls spot-wiped for marks; nail holes and scuffs are decorator territory.
  • Carpet hoovered thoroughly, under beds and sofas, rugs lifted; hot-water extraction is common in family tenancies, see carpet cleaning. Designer upholstery in furnished BTR flats may need professional upholstery cleaning.

Throughout

Switches, sockets, thermostats, intercoms and entryphones; internal doors both sides; stairs and bannisters with moulded period handrails; cobwebs off the high ceiling corners; and a final walk-through with before-and-after photos as your evidence pack.

Booking a Greenwich move-out

Questions Greenwich tenants ask

Do I really need professional end-of-tenancy cleaning in Greenwich?

Legally no, a landlord cannot require it under the Tenant Fees Act 2019; practically almost always yes, because the check-in inventory was set by a professional clean and DIY cleans usually cost more in deductions than the clean would have.

What about Greenwich’s property licensing regime?

Two active schemes. Selective licensing, 1 October 2022 to 30 September 2027, covers five wards: parts of Plumstead, Glyndon, Shooter’s Hill, Woolwich Common and Woolwich Riverside. Does the Renters’ Rights Act 2025 affect Greenwich tenants?

From 1 May 2026 Section 21 evictions go and every assured shorthold tenancy in England becomes periodic, with two months’ notice available at any point. Cleaning obligations at end of tenancy do not change. Expect more mobility in an already young tenant base.
